Measures for the Prevention and Control of Dust Pollution in Haikou City (revised in 2022)

Chapter I General Provisions Article 1 In order to effectively prevent and control dust pollution, protect and improve the quality of atmospheric environment, and safeguard public health, these Measures are formulated in accordance with the Environmental Protection Law of People's Republic of China (PRC), the Law on Prevention and Control of Air Pollution of People's Republic of China (PRC) and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to dust pollution prevention and control activities within the main urban area of this Municipality. Article 3 The term "dust pollution" as mentioned in these Measures refers to the pollution to the atmospheric environment caused by activities such as building construction, building demolition, material transportation and stacking, greening and maintenance, road cleaning, mineral resources development, and dust particles generated from bare land. Article 4 The prevention and control of dust pollution shall adhere to the principles of government leading, departmental supervision, public participation and combination of prevention and control. Article 5 The municipal and district people's governments shall exercise unified leadership over the prevention and control of dust pollution within their respective administrative areas.

The town people's government and sub-district offices are responsible for the prevention and control of dust pollution in their respective jurisdictions.

Neighborhood (village) committees shall promptly report and assist the relevant administrative departments to deal with acts that violate the provisions on the prevention and control of dust pollution in their respective jurisdictions. Article 6 The competent department of ecological environment administration shall exercise unified supervision and management over the prevention and control of dust pollution.

Municipal management, landscape and environmental sanitation management, housing and urban and rural construction, transportation and port management, natural resources and planning and other relevant departments shall do a good job in the supervision and management of dust pollution prevention and control within the scope of duties determined by the municipal and district people's governments according to law. Seventh any unit or individual has the right to dissuade, complain and report illegal activities in the prevention and control of dust pollution.

The municipal and district people's governments shall establish a reporting system for the prevention and control of dust pollution, set up a complaint reporting platform and an illegal behavior exposure platform, and announce a unified complaint reporting telephone number and mailbox to the society. The relevant units shall accept and investigate complaints and reports in accordance with the law, make corresponding treatment, and timely feedback the results. Article 8 All units and individuals shall consciously fulfill their environmental protection obligations and take effective measures to prevent and reduce dust pollution. Ninth encourage and support relevant enterprises and industry associations to formulate and implement dust pollution prevention and control norms, and strengthen self-discipline management.

Encourage the popularization and use of advanced and practical new technologies and equipment for dust pollution prevention and control. Chapter II Prevention and Control Measures Article 10 The construction unit shall be responsible for the prevention and control of dust pollution in construction projects. Construction project dust pollution prevention and control costs should be included in the project cost, earmarking.

The environmental impact assessment documents submitted by the construction unit according to law shall include dust pollution prevention and control measures. Eleventh construction units and transportation units involved in the project construction shall establish a responsibility system for the prevention and control of dust pollution, formulate specific implementation plans for the prevention and control of dust pollution in construction and transportation, and implement dust pollution prevention measures.

Construction project supervision units in the project supervision, found that the construction unit, transportation unit not in accordance with the dust pollution prevention and control plan for construction, transportation, it should be required to immediately correct, and timely report to the construction unit and the relevant administrative departments. Twelfth before the start of a construction project, the construction unit shall set up a hard closed enclosure at the construction site.

The entrances and exits of the construction site, the roads where construction vehicles arrive and the roads where construction personnel walk daily should be hardened. Vehicle entrances and exits shall be equipped with vehicle washing facilities and equipment, equipped with spill-proof seats or waste water collection pits and sedimentation tanks, and the vehicles can only be driven out after being washed clean.

Three-dimensional dustproof net should be set up for high-altitude construction. The outside of the external scaffold erected on the construction site shall be closed with a clean and undamaged dense mesh safety net. Thirteenth construction sites should use ready-mixed concrete, ready-mixed graded macadam and ready-mixed water-stable mixture, and promote the use of ready-mixed mortar. If it is necessary to mix concrete on site due to special circumstances, dust-proof measures such as sealing and spraying shall be taken.

Precast components of stone, wood products and concrete (mortar) used in the construction site shall be made of finished products. If it is necessary to cut on site due to special circumstances, dust-proof measures such as sealing and spraying shall be taken. Article 14 The construction site shall reasonably control the excavation and detention time of earthwork, and take timely dustproof measures such as sprinkling water, compacting the earthwork surface, and covering with a closed dustproof net.

Crushing equipment without dust cover shall not be used for subgrade earthwork filling.

Under special meteorological conditions, earthwork excavation and loading and unloading are easy to produce dust, and effective dust prevention measures cannot be taken, so earthwork excavation and loading and unloading operations should be stopped. Fifteenth concrete pavement kerf construction should take dust prevention measures such as spraying and sprinkling.

Shading measures should be taken in the construction of spraying asphalt primer and binder oil. Article 16 In addition to complying with the provisions of Articles 12 to 14 of these Measures, the main construction of a bridge project shall also be carried out by means of vertical transportation in closed containers or pipeline transportation. Seventeenth demolition project construction in addition to comply with the provisions of Article 12 to Article 14 of these measures, it shall also meet the following requirements for dust pollution prevention and control:

(1) Dust-proof measures such as spraying and sprinkling shall be taken in the whole process, and closed dust-proof net shall be used for enclosure before the building is completely demolished;

(2) If demolition is carried out by blasting, the building shall be sprayed and watered internally and externally before blasting, and a water-containing device shall be installed on the floor of the building. Dust prevention measures such as spraying and sprinkling shall be taken immediately after blasting;

(3) After the demolition project is completed, dust-proof measures such as closed dust-proof net coverage, ground hardening and greening should be taken for the construction land.
