The term "High-tech Zone" as mentioned in these Regulations refers to an area approved by the State Council to develop high-tech industries, including Jinyang Science and Technology Industrial Park, Guiyang High-tech Ecological Industry Economic Belt, Xintian High-tech Industrial Park and other areas determined by the Municipal People's Government. Article 3 The Municipal People's Government shall incorporate the construction and development of high-tech zones into the national economic and social development planning, the overall urban planning and the overall land use planning of this Municipality.
The Municipal People's Government shall set up special funds for the development of high-tech industries for the development of high-tech industries, the technological innovation of high-tech small and medium-sized enterprises, the guidance of venture capital and the incubation and cultivation of high-tech enterprises. Article 4 The Guiyang National Hi-tech Industrial Development Zone Management Committee (hereinafter referred to as the Hi-tech Zone Management Committee) is an agency of the Municipal People's Government, which, with the authorization of the Municipal People's Government, exercises the municipal economic management and administrative management power over the Hi-tech Zone and performs the following duties:
(a) the implementation of national, provincial and municipal laws, regulations and policies for the development of high-tech industries, formulate and implement the management system and regulations of high-tech zones, establish and improve the service system, and create and maintain a good investment environment;
(two) according to the overall urban planning of Guiyang, in conjunction with the competent department of urban and rural planning to organize the preparation of detailed planning of high-tech zones, the preparation of industrial development planning of high-tech zones, and organize the implementation after approval;
(3) Organizing the implementation of comprehensive reform of high-tech zones, guiding enterprises in high-tech zones to establish modern enterprise systems, labor and personnel systems and distribution systems that meet the requirements of the socialist market economy and the development of high-tech industries, and cultivating and developing various markets and social intermediary organizations;
(four) overall planning, coordination and management of economic and technological cooperation and investment promotion in high-tech zones;
(five) to undertake other tasks assigned by the Municipal People's government. Article 5 The relevant departments of the Municipal People's Government and the relevant district and county people's governments shall support and assist the management and service work of the High-tech Zone Management Committee.
High-tech Zone Management Committee shall support the relevant districts and counties where the High-tech Zone is located to develop their economies and form a cooperative mechanism for mutual promotion. Sixth high-tech zones should establish a streamlined and efficient management system.
Encourage and support the reform and innovation of personnel management system in high-tech zones, and establish various forms of employment mechanism and distribution incentive mechanism. Seventh city human resources development funds should be given priority to the cultivation and introduction of talents in high-tech zones. The relevant departments of the Municipal People's Government shall, in accordance with the relevant provisions of the introduction of talents in this Municipality, give priority to handling employment, employment and household registration and other related procedures. Eighth high-tech zone construction land according to the overall land use planning and annual plan, by the Municipal People's government authorized high-tech zone management committee unified collection, development, transfer and management.
High-tech zones should save and intensively use land, and improve the investment intensity and output efficiency of unit land area.
The land revenue of high-tech zone is reserved for land development, infrastructure construction and improvement of investment environment. Article 9 According to the needs of the development of high-tech zones, relevant departments such as industry and commerce and taxation may set up institutions or branches in high-tech zones to provide services for enterprises and other market entities according to law. Tenth high-tech zones should focus on the development of new materials, new energy, aerospace, advanced manufacturing, electronic information, biomedicine and other high-tech industries. According to the national and local high-tech fields, and according to the needs of economic and social development and national industrial policies, adjust the direction of industrial development in a timely manner.
Encourage and support the development of modern service industries such as finance, modern logistics, service outsourcing, network information and creative design, and other industries that serve high-tech industries. Eleventh encourage and support enterprises, other organizations and individuals to invest in high-tech enterprises, and set up research and development institutions or regional headquarters in high-tech zones.
High-tech enterprises in high-tech zones enjoy relevant preferential policies of the state, provinces, cities and high-tech zones. Article 12 The Municipal People's Government shall support the High-tech Zone to improve the supporting policies for high-tech industries and optimize the development environment. Municipal technological transformation and applied technology research and development funds should focus on ensuring technological transformation and high-tech application research and development in high-tech zones. Thirteenth to strengthen the support of high-tech zone projects, high-tech zones in the national, provincial and municipal financial support projects, high-tech zones in accordance with the corresponding proportion of funds matching. Fourteenth encourage and support enterprises, institutions of higher learning, scientific research institutions and individuals to engage in research and development of technological innovation projects in high-tech zones, and apply for patents, registered trademarks and registered software copyrights. Support institutions and individuals who have obtained independent intellectual property rights in high-tech zones and implemented industrialization. Fifteenth high-tech zones set up special funds to support enterprises, institutions of higher learning, scientific research institutions and other organizations to set up comprehensive incubators or various professional incubators in high-tech zones. The recognized incubators enjoy the relevant preferential policies of the state, provinces, cities and high-tech zones.
