Whether the invention-creation for which the patent is applied violates national laws, social morality or harms public interests, and whether it belongs to the object for which the patent right is not granted;

4. Whether the applicant has paid the application fee, etc.

(1) Important patent applications involving energy conservation and environmental protection, new generation information technology, biology, high-end equipment manufacturing, new energy, new materials, new energy vehicles and other technical fields;

(2) Important patent applications involving low-carbon technologies, resource conservation and other contributions to green development;

(3) The patent on the same subject is applied for the first time in China, and it is applied for the first time in other countries or regions;

(four) other patent applications that are of great significance to the national interests or public interests and need priority examination.
