According to the requirements of the Notice of the Central Committee of the State Council on Continuing to Implement the Special Government Allowance System (Zhong Fa [201]12), in order to further strengthen the construction of high-level professional and technical personnel and highly skilled personnel in China, the selection of personnel enjoying the special government allowance of the State Council continued in 20 14. Second, choose the number. This time, the selection of people who enjoy special government allowances will continue to be subject to total control. On the basis of the original indicators, combined with the total number of professional and technical personnel and highly skilled personnel, Ministry of Human Resources and Social Security approved the control indicators of various regions, departments and relevant units (see Annex). Please carry out the selection and recommendation of personnel enjoying special government allowances in strict accordance with the number of control indicators. According to the spirit of the relevant documents, qualified candidates for the national "100 million talents project" can be recommended according to the procedures, which does not account for the control index. Special government allowances cannot be enjoyed repeatedly.
Third, standardize procedures. The selection and recommendation work is organized and implemented by the human resources and social security departments of provinces (autonomous regions and municipalities directly under the Central Government) and sub-provincial cities, the cadre and personnel departments of relevant departments of the central and state organs, and the personnel (human resources) departments of enterprises and institutions directly under the central government. Grassroots units recommend candidates to their superiors step by step according to their affiliation. The recommendation work of non-public enterprises and institutions is organized by the local unified organization. The candidate indicators of sub-provincial cities are listed separately, and the selection work is carried out separately, but it must be reported to Ministry of Human Resources and Social Security by the provinces, autonomous regions and municipalities where it is located. All regions, departments and relevant units should further enhance the transparency of their work and recommend candidates in strict accordance with the prescribed procedures. The recommended candidates must go through expert review and publicity procedures to be fair, just and open. Without expert review or expert review unqualified, shall not be used as a recommended candidate. In addition to the confidential personnel, candidates should be publicized in accordance with the regulations before submitting to Ministry of Human Resources and Social Security.

Leaders of enterprises and institutions who are no longer directly engaged in professional and technical work and skills work, those who hold leadership positions at or above the sub-provincial (ministerial) level and enjoy the treatment at or above the sub-provincial (ministerial) level, and the staff of the party, government, military and group organs, except academicians of China Academy of Sciences and China Academy of Engineering, do not enjoy special government allowances in principle.
