The "Transportation Industry Standard Management Measures" has 41 articles, including six parts: general principles, project establishment, organization and preparation, approval and release, implementation and supervision, and supplementary provisions. The main contents are as follows:
< p> (1) The general provisions clarify the purpose and basis, scope of application, and organizational management of the Measures. The stipulated industry standards refer to technical requirements for engineering construction, important products and facilities and equipment, industry services and management that need to be unified within the scope of the transportation industry and are based on science, technology and practical experience. The technical requirements of industry standards shall not be lower than the relevant requirements of mandatory national standards, and shall be coordinated and matched with relevant national standards and industry standards. In addition, it also stipulates the procedures for formulating industry standards and the division of responsibilities of organizational management agencies.(2) The project establishment section stipulates requirements for the standard system, industry standard plan project collection, application conditions, project establishment evaluation, project completion cycle, and project adjustment and extension management. It is clear that the Ministry's standards management agency, together with the Ministry's business management agency, will organize and carry out project evaluation on the necessity of project approval, technical feasibility and the basic conditions of the project application unit. It stipulates the procedural requirements for applying for project extension or termination, and proposes punitive measures for automatic project cancellation.
(3) The organization and preparation part clearly requires that an implementation plan or work outline should be prepared after the planned project is released, as well as relevant provisions on standards drafting, soliciting opinions, review and other work stages, as well as on patents, adoption of international standards, etc. . Requiring industry standards generally does not involve patents. If a patent is indeed required, it should be an indispensable patent for the implementation of the standard and should be implemented in accordance with relevant management regulations.
(4) The approval and release part stipulates the requirements for approval, numbering, release, publication, filing and disclosure, archiving, expedited procedures and modification orders. It is clarified that the Ministry of Transport should establish and improve a standardized information system covering project establishment, drafting, soliciting opinions, review, approval and release, etc., strengthen information disclosure and social supervision of standard formulation, and promote the disclosure of industry standards through the standardized information system.
(5) The implementation and supervision section stipulates the requirements for standard replacement and transformation, publicity and implementation, implementation information feedback and evaluation, interpretation and daily management, pilot and review. It is clarified that a reasonable transition period can be left between the release and implementation of industry standards. During the transition period, you can choose to implement the original industry standards or new industry standards. After the new industry standards are implemented, the original industry standards will be abolished at the same time.
(6) The supplementary provisions stipulate the entrusted management of national standards, engineering construction standards, foreign language version standards and other supplementary provisions.
