What is the standard for Qualcomm to ask Meizu to pay Qualcomm patent fees?

The 4G signal format used by each mobile phone was developed in Qualcomm. In the past, Meizu's shipments were small, and Qualcomm was too lazy to ask for this money. Now Meizu has a large shipment, which means warning other mobile phone manufacturers. Qualcomm asked Meizu to pay this patent fee, but Qualcomm wanted too much, because it was a monopoly industry (so China fined 6 billion yuan, showing that it was rich), and Meizu did not accept this figure. Meizu doesn't use Qualcomm's chips, not because it doesn't want to get involved in the economic relationship with Qualcomm, but because as long as you do 4G signals, you can use Qualcomm's patents, and you can't run away with the money. Most manufacturers with large domestic shipments have paid (Taiwan Province charges), which costs a lot.
