(3) The applicant enterprise has significant scale advantages, development advantages and competitive advantages in the industry. The company's main business income in the previous year was not less than 200 million yuan (not less than 1.5 billion yuan in the construction industry).
(4) The enterprise technology center must be set up independently in the enterprise's organizational structure. The enterprise's decision-makers attach great importance to enterprise technological innovation work. The enterprise has a good technological innovation mechanism. The enterprise technology center organizational system is sound and the innovation efficiency is high. and significant benefits.
(5) Have high investment in research and development, and the enterprise’s research and experimental development expenditure in the previous year shall not be less than 10 million yuan. It has technical leaders with high technical level and rich practical experience, and the number of full-time research and experimental development personnel is no less than 60 (no less than 80 in the software and professional technical services industry).
(6) It has relatively complete research, development, and testing conditions, and the original value of the enterprise's technology development instruments and equipment in the previous year was not less than 5 million yuan (not less than 3 million yuan for software and professional technical services) yuan, construction industry is not less than 10 million yuan).
(7) Have good technology accumulation, pay attention to the development of cutting-edge technologies, and have the ability to carry out high-level technological innovation activities.
(8) Have good resource integration capabilities, and conduct various forms of industry-university-research cooperation with universities and scientific research institutes, such as project cooperation, project entrustment, joint R&D, R&D OEM, etc., or with relevant Enterprises carry out cooperation in the form of jointly building technology centers and other forms.
(9) The enterprise attaches great importance to intellectual property work, and has obtained no less than 10 valid intellectual property rights in the past three years (including at least one of patents, software copyrights, and integrated circuit layout design exclusive rights, among which Manufacturing enterprises must have applied for invention patents in the previous year).
(10) Enterprises shall not have the following circumstances within three years before the deadline for application acceptance:

2. Violating the Tax Collection and Administration Law and relevant laws and administrative regulations, constituting tax evasion, fraudulent export tax refunds and other serious tax violations;

(11) If a headquarter enterprise applies for the Beijing Enterprise Technology Center, the technology center must be established in Beijing.
