(four) has approved the establishment of municipal high-tech enterprise research and development center;
(five) the proportion of the total research and development expenses to the total sales revenue of the previous year meets the following requirements:
1. If the sales income is less than 50 million yuan, not less than 6%;
2 sales income of 50 million yuan to 200 million yuan, not less than 4%;
3 sales revenue of more than 200 million yuan, not less than 3% or 65.438+million yuan.
(six) in the past three years, more than 9 scientific and technological achievements have been transformed;
(7) It has an independent R&D institution with no less than 65,438+05 full-time staff (30 in software enterprises), and the staff with bachelor degree or above or intermediate title is not less than 60% of the total number of employees in the R&D institution;
(eight) to ensure the implementation of the funds needed for the construction and development of the center, and to have the experimental and experimental conditions and infrastructure for scientific research and development, achievement transformation and high-tech industrialization. The scientific research room is more than 500 square meters, and the total scientific research assets are more than 5 million yuan (more than 6,543,800 yuan for software enterprises);
(nine) to establish a complete and standardized technical innovation management system with clear rules and regulations;
(ten) no environmental pollution accidents and intellectual property violations in the past three years.
Article 8 Application materials of the Center:
(a) the application for the construction of R&D center of high-tech enterprises in Zhejiang Province
(two) the feasibility study report on the construction of the R&D center of high-tech enterprises in Zhejiang Province.

(5) Other materials.
The above materials are in triplicate, with electronic documents attached, and submitted to the Municipal Science and Technology Bureau for review.
Ninth Provincial Science and Technology Department in accordance with the principle of "merit-based support, rational distribution, fairness and justice", or entrust the Municipal Science and Technology Bureau to organize experts to conduct feasibility demonstration and investigation of the applicant's application.
Article 10 The main contents of feasibility demonstration and investigation include:
(a) to review the integrity, authenticity and standardization of the application materials;
(two) whether the construction of the center conforms to the key technical fields of our province's industrial policy and its support;
(three) whether the supporting unit has the basic conditions of the central project;
(four) whether the development direction, objectives and tasks of the technical field of the center are clear and feasible;
(five) whether the management system of the center is perfect and whether the operation mechanism is conducive to the development of the center;
(six) relying on the financial situation of the unit can ensure the smooth operation of the center.
Eleventh to have passed the feasibility study, the provincial department of science and technology approved the construction.
The name of the center approved for construction should be standardized in the form of "relying on the name of the unit+core R&D direction+R&D center of provincial high-tech enterprises".
Article 12 The Ministry of Science and Technology shall give priority to the examination and approval of the following centers applied by supporting units:
(a) presided over the formulation of national and industrial standards or presided over and participated in the formulation of international standards;
(two) jointly established with other enterprises, institutions of higher learning or scientific research institutions.
The jointly established center must have a joint establishment agreement, which clearly stipulates the rights and obligations of the main supporting units and the establishment units in the establishment and operation of the center.
