(4) in conjunction with the housing and urban-rural construction departments, conduct investigation, statistics and analysis on the existing buildings of public institutions at the corresponding level, formulate energy-saving renovation plans for existing buildings of public institutions at the corresponding level, and organize their implementation;
(5) summarize the statistical data of energy consumption of public institutions at the same level, and submit the statistical data and analysis report of energy consumption of the previous year to the affairs management institution of the next higher level step by step before March 31st each year;
(6) jointly with relevant departments, assess the energy-saving and consumption-reducing work of public institutions;
(7) establish a network information platform for energy-saving work of public institutions, and regularly publish and publicize the energy-saving work of public institutions;
(8) assist the government procurement department to establish the recommended catalogue of new energy-saving technologies and products of public institutions;
(9) to carry out the selection activities of energy-saving demonstration units of public institutions;

(5) conduct energy audits on the operation and energy use of energy-using systems and equipment of the unit according to regulations, and submit the audit results and specific improvement measures to the affairs management department of the same level;
(6) carry out energy-saving publicity, education and training activities to enhance people's energy-saving awareness and cultivate energy-saving habits;
(7) to cooperate with the supervision, inspection and assessment of energy conservation conducted by government affairs management institutions;
(8) Energy conservation work of other public institutions. Fourteenth new buildings and existing buildings of public institutions should be included in the management of construction projects, and the norms and standards of the state and autonomous regions on building energy-saving design, construction, commissioning and completion acceptance should be strictly implemented.
