The enterprise has certain innovation ability and independent intellectual property rights (obtaining at least one class II or above intellectual property achievement or applying for at least one invention patent); Have a stable R&D team, and the scientific and technical personnel directly engaged in research and development account for more than 15% of the total number of employees; The R&D funds shall be established separately, and the R&D investment accounts for more than 5% of the main business income of the enterprise in that year, and the R&D investment in the previous year is more than 5, yuan (inclusive), and the accumulated R&D investment is more than 5, yuan (inclusive) from the date of establishment.

II. Identification procedures
(1) Application
Any enterprise that meets the application conditions may apply to the administrative department of science and technology of the place of registration and submit the following materials:
Application Form for Enterprise Identification of "Young Eagle Project" in Hangzhou;
enterprise development plan;
materials for evaluating innovation ability, including but not limited to intellectual property materials, materials for establishing scientific research projects, materials for transforming scientific and technological achievements, materials for research and development activities and materials for organizing and managing research and development;
explanatory materials on the employees and scientific and technological personnel of the enterprise;
the enterprise's annual income tax return (including the main table and schedule) and annual audit report of the previous year (if the actual operating period is less than one year, it is calculated according to the actual operating time) [research and development expenses need to be disclosed].
(II) Audit
The administrative departments of science and technology of district and county (city) governments (administrative committees) (hereinafter referred to as local science and technology departments) are responsible for auditing the authenticity, validity and completeness of enterprise operation status and submitted materials.
(III) Review
The Hangzhou Municipal Bureau of Science and Technology (hereinafter referred to as the Municipal Science and Technology Bureau) or the local science and technology departments organize experts to review the enterprises that have passed the audit.
