Article 4 The floating population service management institutions at all levels in districts and counties (including district and county floating population service management centers, street and township floating population service management stations, communities, villages, large enterprises and floating population information collection points on construction sites) are entrusted by public security organs to undertake specific residence registration work. District and county public security population service management centers, public security police stations, conditional community police offices and floating population service management institutions entrusted by public security organs are specifically responsible for undertaking residence registration and residence permit application, endorsement, replacement and cancellation.

The district and county public security organs are responsible for the issuance of residence permits. The municipal public security organ is responsible for making the residence permit.

Article 5 The certificate information of residence permit includes: name, gender, nationality, date of birth, citizenship number, recent photo, household registration address, residential address, issuing authority and expiration date.

One-year endorsement of residence permit 1 time. If the endorsement is overdue, the function will be suspended; After going through the formalities of residence permit endorsement, the function will be resumed. After verification and confirmation by the community police, the public security organ shall complete the production and distribution of documents within 20 working days after the accepting unit issues the "Tianjin Residence Permit Acceptance Receipt".

Chapter II Residence Registration

Article 6 Persons in China who intend to live in Tianjin for more than 7 days shall go through residence registration at the floating population service management institution or residence permit application point in accordance with the relevant provisions of the Notice of Tianjin Municipal People's Government on Printing and Distributing the Measures for the Administration of Residence Permits in Tianjin.

When applying for residence registration, the natural person applicant shall provide the resident identity card and the proof of legal residence, and those without the resident identity card shall also provide the resident residence booklet and photos of recent documents where the permanent residence is located; In addition to the above materials, the legal person applicant also needs to provide a copy of the business license of the unit and a list of applicants. Proof of legal residence includes:

(1) For self-occupied housing, provide the original or photocopy of the certificate of immovable property right that you own or hold together with your spouse and children, and provide the original or photocopy of the Tianjin Commodity House Purchase and Sales Contract or Tianjin Real Estate Purchase and Sales Agreement if you have not obtained the certificate of immovable property right;

(two) living in rental housing, provide the original or photocopy of the housing lease agreement and the original "security responsibility guarantee for housing lease";

When handling residence registration, the accepting unit shall enter the basic information of the applicant and print the Certificate of Residence Registration of Floating Population, which shall be kept by the applicant.

Article 7 It is free for China citizens to declare their household registration in Tianjin.

Chapter III Certificate Application

Article 8 Domestic immigrants who have registered and lived in Tianjin for more than 6 months and intend to continue to live in Tianjin may apply for residence permits.

Article 9 The first application for residence permit is free; If the residence permit is renewed or reissued, the fee for each certificate 10 yuan shall be charged according to the relevant regulations of this Municipality. After receiving the certificate fee, the accepting unit shall issue a bill of charges.

Article 10 A natural person applying for a residence permit shall provide the following materials:

(1) Receipt of recent photo authentication issued by Tianjin Certificate Digital Photo Testing Center.

(2) Valid identification certificates such as resident ID cards; If my spouse or children * * * live in Tianjin, they should also provide the household registration book, marriage certificate and birth medical certificate where their permanent residence is located.

(3) Proof of legal residence in this Municipality. (same as residence registration)

To declare residence registration or apply for residence permit on behalf of the guardian, in addition to the application materials specified in Articles 6 and 10 of these Rules, the guardian shall also provide his/her resident identity card and household register that can prove the relationship between the guardian and the ward, and the trustee shall also provide his/her resident identity card and power of attorney.

Twelfth residents themselves and their agents shall be responsible for the authenticity and legality of the certification materials provided.

Thirteenth residence permit acceptance department shall, when accepting the application for residence permit, examine the basic information of the applicant on the spot according to the application materials. If the application materials are incomplete, the applicant shall be informed of the materials that need to be supplemented at one time and the application materials shall be returned to the applicant.

If the information is verified to be correct, the accepting department shall fill in the certification information, read the photo of the applicant through the photo authentication receipt, keep the contact information of the applicant, print the Registration Form for Residence of Floating Population and sign it by the applicant for confirmation, and issue the Receipt for Acceptance of Tianjin Residence Permit at the same time; If the registration information is incorrect, the application for residence permit will be accepted after the registration information is changed.

Chapter IV Verification and Issuance

Article 14 The accepting department shall, on the day of acceptance, submit the applicant's Residence Registration Form of Floating Population to the community police of the public security police station where the applicant lives for verification. The community police should complete the verification of the applicant's residence within 5 working days. If the verification is true, sign the Registration Form of Floating Population, and review the acceptance information of residence permit in the residence permit management information system; If the verification is wrong, fill in the verification opinion and sign the residence registration form, and inform the applicant of the reasons for not issuing it in time and return it to the original acceptance department.

Chapter V Production and Sales

Fifteenth municipal public security organs shall complete the work of certificate preparation within 12 working days from the date of receiving the information of certificate preparation, and send the residence permit to the acceptance department; The accepting department shall send the residence permit to the community police of the public security police station where the applicant lives within 3 working days.

If the certification information is incorrect and is returned to the acceptance department by the certification department of the municipal public security organ or the certification department of the county public security organ, the applicant shall cooperate with the acceptance department to correct the information.

Article 16 After verification and confirmation by the community police, the applicant may, within 20 working days from the date of receiving the Tianjin Residence Permit Acceptance Receipt issued by the acceptance department, take his ID card and the Tianjin Residence Permit Acceptance Receipt to the community police office of the local police station to obtain the residence permit.

After the community police issued the residence permit, they recovered the "Tianjin Residence Permit Acceptance Receipt".

Chapter VI Certificate Management

Seventeenth residence permit endorsement is divided into the expiration of the certificate and the change of residence information endorsement. Applicants should log in to Tianjin Public Security and People's Livelihood Service Platform to fill in the Application Form for Residence Permit Endorsement and submit an application for endorsement, or go to the local police station to collect and fill in the Application Form for Residence Permit Endorsement and submit it to the community police for endorsement. The community police of the local police station shall complete the verification within 5 working days after accepting the application, fill in the verification opinions and inform the applicant of the decision to agree (or disagree) with the endorsement.

Article 18 The residence permit shall be endorsed 1 time every year from the date of issuance. The holder of the residence permit shall submit an application for endorsement within 1 month before the date of residence 1 month. After verification and confirmation by the community police, they will go to the acceptance department for endorsement with valid identification certificates such as resident ID card, residence permit and legal residence certificate.

Article 19 If the residence address of the holder of residence permit changes, he/she shall apply for endorsement within 7 days from the date of change. After verification and confirmation by the community police, he/she shall go through the formalities of change endorsement with the residence permit and the changed legal residence certificate to the acceptance department.

When handling the renewal procedures, the accepting department shall recover the damaged residence permit, review the basic information of the holder of the residence permit, handle it in accordance with the working procedures and time limit for applying for the residence permit for the first time, collect the renewal fee of the residence permit and issue a bill of charges. Twenty-first residence permit holders in any of the following circumstances, after verification, the public security organ of the place of residence shall cancel the residence registration information in the residence permit management information system, cancel and recover the residence permit:

(a) the holder of the residence permit has obtained the residence permit by providing false certification materials at the time of application;

(two) the situation of the holder of the residence permit has changed and does not meet the conditions for applying for the residence permit;

(three) the holder of the residence permit has been converted into a permanent residence in this city;

(four) other circumstances that should be cancelled according to laws, regulations and rules.

Chapter VII Supplementary Provisions

Article 22 When performing their duties according to law, the people's police can produce their law enforcement certificates and examine their residence permits. No other unit or individual may inspect or detain the residence permit.

Twenty-third in the development of residence registration and residence permit application, management, district and county population service management center should be set up and announced to the public complaints telephone, seriously investigate and deal with violations of the legitimate rights and interests of the complainant.

Twenty-fourth residence permit acceptance departments and their staff shall keep confidential the information of China residents who come to Tianjin in their residence permit service and management. No unit or individual may disclose or illegally inquire about or use the information of residence permit holders.

Twenty-fifth residence permit acceptance department and its staff have one of the following acts, according to the seriousness of the case, shall be punished according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(1) collecting fees in violation of regulations;

(2) taking advantage of the convenience of making, issuing and examining residence permits to accept other people's property or seek other benefits;

(three) in violation of the provisions of the inspection, seizure of residence permits;

(4) Selling or illegally providing to others the information of people from China who came to Tianjin in the course of service and management;

(five) in the work of residence registration and residence permit management, there are other violations of the legitimate rights and interests of Tianjin nationals.

Twenty-sixth individuals or employers who have one of the following acts shall be punished by the public security organs according to law:

(1) Failing to declare residence registration as required;

(2) Failing to handle the change of residential address as required;

(three) the use of false proof materials to defraud the residence permit;

(4) Renting, lending or transferring the residence permit;

(5) Forging or altering residence permits, buying or selling or using forged or altered residence permits;

(6) Fraudulent use of another person's residence permit or fraudulent use of residence permit;

(seven) use, manufacture false materials or deliberately conceal the real situation, to defraud the points into the household qualification.

Twenty-seventh individuals and units that the specific administrative acts of the relevant administrative organs in the service and management of residence permits infringe upon their legitimate rights and interests may apply for administrative reconsideration or bring an administrative lawsuit according to law.

Article 28 These Rules shall come into force as of the date of promulgation and shall be abolished on June 5438+February 3, 2020.

Detailed Rules for the Implementation of Tianjin Residence Permit Points Management

Chapter I General Provisions

Article 1 In order to implement the points management system of Tianjin Residence Permit (hereinafter referred to as Residence Permit), these Detailed Rules are formulated in accordance with the Notice of Tianjin Municipal People's Government on Printing and Distributing the Measures for the Administration of Residence Permit in Tianjin (J.F.F. Article 2 Holders of residence permits who meet the following conditions may apply for points in accordance with the provisions of these Detailed Rules:

(1) Having legal and valid household registration status in China;

(2) Holding a valid residence permit;

(3) Having been employed by an employer such as an organ, a public organization, a public institution, an enterprise, a private non-enterprise unit or an individual economic organization in Tianjin (or having invested and started an enterprise in Tianjin), paying social insurance premiums continuously according to law 1 year, and failing to reach the statutory retirement age;

Article 3 The index system of residence permit points consists of basic points, guiding points, additional points and negative points, with different points set respectively, and the total score is the cumulative score of each index. Specific indicators and scores are determined in accordance with the Tianjin Residence Permit Integral Indicators and Score Table.

Article 4 The Municipal Human Resources and Social Security Bureau is responsible for the summary, review and ranking of the points of residence permit holders, and for the review and scoring of the application materials for points such as professional technology, professional skill level, occupation (type of work) shortage, social insurance premium payment, awards and honorary titles, meritorious service of retired military personnel, and bad credit records.

The Municipal Development and Reform Commission is responsible for the comprehensive coordination of integral management, puts forward suggestions on adjusting and modifying the integral index and score table of residence permit, declares the guiding score, formulates the annual total index plan of integral household and announces it to the public.

The Municipal Education Commission is responsible for reviewing and scoring the applicant's academic qualifications and other related contents.

The Municipal Health and Family Planning Commission is responsible for reviewing and scoring the applicant's family planning situation.

The municipal examination and approval office is responsible for setting up points acceptance points in the municipal administrative licensing service center, Binhai New Area administrative service center or other districts and counties according to the actual situation of the city's points work; Develop the residence permit points management liaison office system (hereinafter referred to as the points liaison office system) to realize one-time entry, branch circulation, multi-point verification, collection and summary and automatic generation of points data.

The Municipal Public Security Bureau examines the application conditions such as the household registration status and settlement location of the applicant and his accompanying children through the online declaration system, and is responsible for reviewing and scoring the applicant's age, settlement area, administrative detention and criminal record.

The Civil Affairs Bureau is responsible for reviewing and scoring the applicant's marriage registration information.

City Guotufangguan Bureau is responsible for reviewing and scoring the applicant's housing.

The Municipal Local Taxation Bureau is responsible for reviewing and scoring the tax payment of the applicant.

The Municipal Intellectual Property Office is responsible for examining and scoring the applicant's invention patents.

According to the authorization of the applicant, Tianjin Branch of China People's Bank is responsible for inquiring and providing the applicant's personal credit report.

City provident fund management center is responsible for the assessment of the applicant's housing provident fund deposit.

Chapter II Integration Process

Article 5 The employer shall be responsible for the application for points, and entrust the staff of the management department of the unit in writing to collect and summarize the relevant materials of the applicant of the unit from June to April and from July to June 10 every year, and handle them according to the procedures specified in these Detailed Rules.

Article 6 An integral applicant shall prepare corresponding materials according to the Tianjin Residence Permit Integral Index and Integral Table, and submit them to the unit where he works. After the employer logs into the points liaison office system to complete the registration and fill in the applicant's information, it will make a preliminary evaluation of the applicant's application guidance points. After the initial evaluation reaches the specified score, the employer shall make a roster of points applicants of the unit, log in to the points liaison office system to make an appointment for the acceptance time, and go through the relevant formalities at the points acceptance point according to the appointment time.

Article 7 When applying for residence permit points for employees, the employer shall submit the following necessary materials:

(a) the identity certificate of the agent and the power of attorney of the employer;

(two) the application form for residence permit points stamped with the official seal of the unit and the list of points applicants;

(3) Booking vouchers automatically generated by the points liaison office system;

(four) the applicant has paid social insurance premiums in this unit for more than 1 year (the number of years that the applicant has paid social insurance premiums according to the individual insurance regulations is not counted).

Article 8 In addition to the necessary materials specified in Article 7 of these Rules, the employer shall also bring the original and photocopy of the following materials corresponding to the Tianjin Residence Permit Integral Index and Score Table provided by the applicant according to his actual situation:

(a) the residence booklet and identity card of the permanent residence;

(two) China higher education certification report and graduation certificate;

(3) Professional and technical qualification certificates and national vocational qualification certificates;

(4) Marriage certificate, which proves that the spouse has paid social insurance premiums in this city for more than 1 year;

(five) to obtain provincial and ministerial award certificates, honorary titles and commendation decisions;

(six) the meritorious service certificate, meritorious service registration form and retirement registration form of retired soldiers during their service;

(7) The original and photocopy of the property right certificate of the own house or the property right certificate of the house shared with the spouse, parents and children, and the original and photocopy of the Tianjin Commercial House Purchase and Sales Contract or the Tianjin Real Estate Purchase and Sales Agreement have been signed, but the original and photocopy of the Tianjin Commercial House Purchase and Sales Contract or the Tianjin Real Estate Purchase and Sales Agreement and the deed tax payment certificate have not been obtained;

Article 9 The employing unit shall first go to the window of the public security department at the point where the points are accepted, and accept the examination of the application conditions such as the household registration status and settlement location of the applicant and his accompanying children. The window of the public security department shall immediately transmit the audit information to the service window of the integral application acceptance through the integral liaison office system.

Article 10 The service window for accepting points applications shall check the basic information such as the person in charge, the applicant for points, the unit where he works, and combine the audit information transmitted by the public security department to verify whether the applicant meets the acceptance conditions. Those who meet the requirements will be accepted, and the "Notice of Acceptance of Tianjin Residence Permit Points Application" will be issued to the employer.

Eleventh points application acceptance service window after the completion of the application, the electronic information will be transmitted to the service window of the relevant departments for review and scoring.

The employer shall immediately distribute the relevant materials to the service window of the relevant departments of the integral audit. If it cannot be submitted immediately due to special circumstances, it shall be delivered within 3 working days, and it will not be accepted after the deadline.

Article 12 After receiving the materials submitted by the employer, the service window of the relevant department shall review the authenticity and validity of the materials, determine the corresponding scores according to the Tianjin Residence Permit Integral Index and Score Table, and input the review opinions and scores into the points liaison office system.

All relevant departments shall return the original and photocopy of the materials submitted by the employer after comparison and review, and keep the rest materials for half a year for future reference; If it is really necessary to keep the original due to the audit, the corresponding documents shall be issued to the handler, and the return time shall be indicated.

Article 13 The service windows of relevant departments shall, within 20 working days from the date of receiving the materials submitted by the employer, review, mark and leave marks through the integral contact system, and upload them immediately.

Article 14 After receiving the uploaded information, the points application acceptance service window will compare and summarize the audit scores of various departments through the points liaison office system, and the system will automatically generate points rankings.

Article 15 The service window for accepting points applications will feed back the points automatically generated by the points liaison system to the municipal administrative licensing service center every June and 65438+February, and publish them through the online service hall of the municipal administrative licensing. The announcement time of points is 3 working days. If the applicant disagrees with the points, he can apply for a review during the announcement period.

The employer may conduct a unified inspection of the points of the applicant of the unit.

Article 16 The Municipal Bureau of Human Resources and Social Security shall, according to the annual index and ranking of the total population with integral households published by the Municipal Development and Reform Commission, determine the publicity list of integral households in two batches in June and 65438+February each year, and announce it to the public through the website of the Municipal Administrative Licensing Service Center. The publicity period shall not be less than 5 working days.

Seventeenth if there is any objection during the publicity period, it can be reflected or reported to the Municipal Human Resources and Social Security Bureau. If there is any problem after verification, it will be corrected in time.

After publicity without objection, it will be reported to the Municipal People's Government for approval, and the Municipal Human Resources and Social Security Bureau will issue a list of points to the Municipal Public Security Bureau, and the Municipal Public Security Bureau will handle the procedures for settlement of points in accordance with relevant regulations.

Chapter III Special Provisions

Article 18 The total score is the sum of basic score, leading score, plus score and negative score. The integral of the same index is not calculated repeatedly, only the highest score of a single index is calculated, and the single index deduction in the negative integral index is deducted according to the accumulated deduction items.

Nineteenth points applicants have paid five social insurances in this city for six years, and their spouses have paid five social insurances in this city for one year. Points can be calculated according to the points specified in the points index and score table.

Twentieth deduction of the applicant to pay social insurance premiums, no deduction; However, the applicant is not over 35 years old and has a bachelor degree or above, an intermediate title or above, and a technical skill level or above.

Article 21 The deadline for calculating the points of social insurance, investment tax payment, housing accumulation fund, professional and technical qualification certificate and national vocational qualification certificate is 65438+February 3 1 of the previous year applied for in the first half of the year, and June 30 of the year applied for in the second half of the year.

Twenty-second points system liaison officer shall rank the applicant's points from high to low. In the case of the same points, the earlier residence registration or temporary residence registration in this city is the first; If the points are still the same, the higher social security points are preferred.

Article 23 If the employing unit has only 1 applicants, the applicants can directly declare according to the provisions of these Detailed Rules with the power of attorney of the employing unit.

Twenty-fourth points application acceptance service window does not accept points intermediary services, and should strictly check the labor relationship between the manager and the employer.

Article 25 For an employer who applies for five or more points, the point application acceptance service window shall require him to provide complete personal income declaration details and personal income tax payment certificate; If the number of applicants is less than 5, the service window accepting the application for points may require them to provide the above vouchers as appropriate.

Twenty-sixth points applicants have obtained the qualification to settle down, and after going through the formalities of settling down, they shall continue to participate in social insurance according to law. The human resources and social security departments and the public security departments should establish an investigation mechanism to track the insurance payment of those who have settled through the points. In violation of the relevant provisions, cancel its qualification.

Twenty-seventh national vocational qualifications that have been cancelled by the state are no longer counted.

Article 28 The deadline for the employer to submit the application materials for the unit's points is April 30th and June 30th, 365438+1October 3rd1each year.
