Currently there is no dedicated place to download Chinese patents in English, but you can check the English names and abstracts of Chinese patents on the website of the State Intellectual Property Office.
In addition, there is a global patent information network that publishes translations of resale patents, but I don’t know if you need English translations of Chinese patents.
