Chapter I General Provisions

Article 1 In order to develop postgraduate education in our school, promote the reform of postgraduate training mechanism, improve the quality of postgraduate training, and encourage students to study hard and concentrate on scientific research, according to the Outline of the National Medium and Long-term Education Reform and Development Plan (20 10-2020) and the Interim Measures for the Administration of Postgraduate National Scholarships (Caijiao [2012] No.342).

Article 2 The National Scholarship for Postgraduates is the highest honor award established by the state for outstanding postgraduates, which is funded by the central government and used to reward full-time postgraduates (excluding directed and entrusted postgraduates) who have performed well in our university.

Chapter II Award Criteria and Selection Conditions

Article 3 The national scholarship award standard for doctoral students is 30,000 yuan per student per year; The national scholarship award standard for graduate students is 20,000 yuan per student per year.

Article 4 The selection conditions for national scholarships for graduate students are as follows:

(a) love the socialist motherland and support the leadership of the China * * * production party;

(2) Abide by the Constitution and laws, and abide by school rules and regulations;

(three) honest and trustworthy, good moral quality;

(four) during the normal study period, in the second grade or above (including the second grade) graduate students;

(five) according to the provisions of the course study, no make-up subjects, and excellent grades in the prescribed degree courses;

(six) the scientific research ability is remarkable and the development potential is outstanding. Priority is given to the following situations: during the period of studying for the present degree for nearly one year (from September 1 day of the previous year to August 3 1 day of that year), the first author and his subordinate unit must be China Geo University (Beijing) which has published high-level academic papers publicly or obtained national invention patents. These include:

1. Second-year master students should publish at least 1 academic papers in Chinese core journals;

2. The third-year master students have published at least 1 retrieval papers;

3. The second-year doctoral students have published at least 1 retrieval papers;

4. The third and fourth grade doctoral students have published at least 1 SCI retrieval papers.

(Note: National invention patents are defined as SCI retrieval papers).

Chapter III Management of Evaluation Institutions

Article 5 In order to strengthen the leadership over the evaluation of national scholarships for graduate students, conscientiously do a good job in the evaluation of national scholarships for graduate students, standardize the evaluation behavior of national scholarships for graduate students, ensure the fairness and justice of the evaluation work, and ensure the authority of the evaluation results, it is decided to set up a leading group and an evaluation Committee for national scholarships for graduate students in combination with the reality of our school.

The leading group for the evaluation of national scholarships for graduate students leads the evaluation work in an all-round way, and is responsible for formulating and improving the measures for the management of national scholarships for graduate students, formulating the quota allocation plan, making overall leadership, coordination and supervision of the evaluation work of the whole school, and studying and deciding on major issues in the evaluation work. Members are as follows:

Members: leaders of Party Committee Student Affairs Office, Graduate School, Discipline Inspection Office, Science and Technology Office, Academic Affairs Office and other departments, and representatives of graduate tutors.

The evaluation leading group has an office located in the Student Office of the Party Committee, which is responsible for the daily affairs of the selection of national scholarships for graduate students.

Each college shall set up a national scholarship review committee for graduate students, with the main leaders of the college as the chairman, and the vice president of graduate teaching, student work leaders, representatives of graduate tutors, graduate teaching secretaries, graduate counselors, and graduate representatives (who did not declare national scholarships in that year) as members, responsible for the application organization and preliminary examination of national scholarships for graduate students in this college. The list of review committees shall be announced to the whole hospital before the review.

Chapter IV Review Procedures and Requirements

Article 6 The national scholarships for graduate students shall be reviewed once a year, and the principles of openness, fairness, impartiality and merit-based shall be adhered to according to the indicators issued by the Ministry of Education. Once fraud is found, the qualification of national scholarship for graduate students obtained in that year will be cancelled.

Article 7 The Ministry of Education issues the number of national scholarships for graduate students in our school before May 3 1 every year, and the office of the leading group for the evaluation of national scholarships for graduate students in our school (hereinafter referred to as the office) will allocate the number of scholarships to colleges at the beginning of each academic year in proportion to the number of students in each college. If the number of graduate students who meet the priority selection conditions in Item (6) of Article 4 of our college is greater than the allocated number, there is no quota limit.

Article 8 After the Notice of Choosing a School is issued, any graduate student who meets the application conditions in Article 4 may submit a written application to the evaluation committee of our college. Applicants should truthfully fill in the Approval Form for the Application of National Scholarships for Postgraduates, and submit their academic transcripts and copies of all the results and supporting materials.

Master candidates apply for national scholarships as master students before being registered as doctoral students or before passing the doctoral qualification examination; After registering as a doctoral student, or after passing the qualification examination for studying for a doctoral degree, apply for a national scholarship as a doctoral student.

Direct doctoral students and students who have not been awarded intermediate degrees in the enrollment brochure shall be determined to participate in the national scholarship evaluation according to the level of courses they have taken in that year. Participate in the evaluation according to the status of master students at the stage of elective master courses; Enter the elective stage of doctoral courses and participate in the evaluation as a doctoral student.

Article 9 The directors of the review committees of various colleges shall be responsible for organizing members to make a preliminary evaluation of students applying for national scholarships, and the recommendation opinions of academic organizations and graduate tutors of the colleges shall be fully respected during the review process. Fully discuss the application of students in our college, recommend them on the basis of merit, sort the list of recommended students, publicize them in a prominent position on the bulletin board of our college affairs for not less than 5 working days, and report the application form, list summary table and list of members of the college review Committee to the office after no objection.

Article 10 The office shall collect and sort out the recommended lists and related materials submitted by various colleges, and report them to the leading group for the evaluation of national scholarships for graduate students in our school for differential evaluation, so as to generate a list of award-winning students, which shall be publicized in the school for not less than 5 working days, and the selection results will take effect immediately after the publicity has no objection. The school will report the evaluation results to the Ministry of Education before June 3 1 every year.

Article 11 Students who have objections to the evaluation results of national scholarships for graduate students may lodge a complaint with the evaluation committee of their college at the publicity stage of the college, and the evaluation committee shall study and give a reply in time. If students still have objections to the college's reply, they can submit a ruling to the leading group for the evaluation of national scholarships for graduate students at the school publicity stage.

Chapter V Issuance, Management and Supervision of Scholarships

Twelfth schools in each year before 1 1.30, according to the higher level of funding, a one-time grant of national scholarships for graduate students, awarded the award-winning certificate printed by the state, and recorded in the student status file.

Thirteenth colleges and universities should strengthen management, conscientiously do a good job in the evaluation of national scholarships for graduate students, ensure that national scholarships for graduate students are used to reward particularly outstanding students, and guide award-winning students to make good use of the scholarships obtained.

Article 14 The relevant departments must strictly implement the relevant financial regulations of the state and the provisions of these Measures, strengthen the management of national scholarships for graduate students, and use them for special purposes, and shall not intercept, occupy or misappropriate them. At the same time, it should accept the inspection and supervision of finance, auditing, discipline inspection and supervision departments.

Chapter VI Supplementary Provisions

Fifteenth these measures shall be implemented as of the date of promulgation, and the Student Affairs Office (Department) of the Party Committee and the Graduate School shall be responsible for the interpretation.
