2. Application requirements

1. The unit applying for the construction method should be a construction enterprise with independent legal personality. The number of units completing the construction method should not exceed 2, and the main completers of the construction method should not exceed 5 people. For construction methods jointly developed, the first completing unit and the second completing unit should be indicated when applying, and no additions or modifications will be made after acceptance. The provincial construction law reporting unit must be the first completion unit.

2. The applied construction method should comply with the requirements of relevant laws, regulations, standards and specifications and the technological development direction of the industry; if its key technologies have reached the domestic (international) advanced level or above, there should be a novelty check report.

3. The applied construction method should have promotion and application value throughout the province, have broad application prospects, and have significant economic, social and environmental benefits.

4. The name and content of the applied construction method are not duplicated (similar) to the provincial construction method within the validity period of our province.

5. If the application for construction methods includes patents, it should comply with the spirit of the "Management Measures for Patents Involved in Engineering Construction Standards" (Jianbanbiao [2017] No. 3). The application should be accompanied by a patent approval certificate and a statement from the patentee on issues related to the use of patent rights. The statement should include the patent license period, scope, authority, whether paid use, etc., and should be stated in the construction law text. Patent holders are encouraged to license their patents free of charge.

6. The validity period of provincial construction methods is 5 years. For provincial-level construction methods that have exceeded the validity period, but their key technologies have been innovative, are still advanced and have high promotion and application value, and there have been new engineering application examples in the past five years, the original preparation unit should re-apply within one year before the validity period. 3. Application procedures

Provincial construction laws are voluntarily declared by enterprises, and approved by the administrative department of housing and urban-rural development of the districted city (Pingtan Comprehensive Experimental Zone) where the enterprise is registered or the provincial Recommended by enterprise groups and accepted by the Provincial Construction Industry Association.
