Measures for the use and management of closed radioactive sources for oil (gas) field logging
Chapter I General Provisions Article 1 These administrative measures are formulated in order to strengthen the management of radiological protection of sealed radioactive source logging in petroleum exploration and development, and to ensure the health and safety of logging personnel and the public. Article 2 These Measures shall be applicable to all oil (gas) field logging with closed radioactive sources (neutron sources and gamma sources) and corresponding research units. Article 3 The competent logging departments and safety departments of various oil (gas) fields should strengthen the leadership and management of radioactive logging protection and earnestly do a good job in radiation health protection. Fourth oil (gas) field radiation protection institutions should accept the supervision and guidance of the local radiation health protection department, and regularly report monitoring data or information. Article 5 The Ministry of Health shall be responsible for the interpretation and revision of these Administrative Measures. Chapter II Management Requirements for Sealed Radioactive Sources for Logging Article 6 All units that use radioactive sources for logging shall apply for licenses and registration certificates in accordance with the Measures for the Administration of Health Protection of Radioisotope Work, and relevant departments shall conduct preventive health supervision on their infrastructure projects. Article 7 Logging units shall educate operators and experimental researchers on safety protection knowledge and conduct regular assessment. New employees must be trained in radiation protection knowledge, and they can only operate radioactive sources after passing the examination by the radiation protection department. Article 8 All radioactive source logging and experimental research units shall formulate corresponding operating rules, systems and procedures; Must be equipped with long-handled operating tools and necessary protective monitoring instruments. Article 9 Radioactive source logging personnel must strictly abide by various operating rules and regulations, and it is forbidden to knock, smash or hit during use to prevent radioactive pollution caused by damage. Article 10 Logging personnel must be familiar with the whole operation process of radioactive source logging. Before loading and unloading radioactive sources, check whether the operating tools, source storage tanks and source rooms of downhole instruments are normal. When loading and unloading radioactive sources, it should be accurate and rapid, and it is forbidden to operate by hand. Article 11 Under the condition of not affecting the logging quality, try to use low-intensity radioactive sources to avoid unnecessary irradiation and reduce the necessary irradiation to the lowest level. Article 12 In special operations such as replacing radioactive source shell, sealing ring, spring and packing, and salvaging radioactive source, the source intensity, working distance and time should be recorded in detail for dose estimation. Article 13 Any radioactive source, source warehouse, means of transport, working tools, logging instruments and source releasing workplaces that do not meet the requirements of the Radiological Hygienic Protection Standard for Sealed Radioactive Sources Used in Oil (Gas) Field Logging (hereinafter referred to as the protection standard) must take concrete measures to meet the requirements of the protection standard as soon as possible. Fourteenth units that use closed radioactive sources for logging shall abide by the protection standards and these administrative measures. Violators should be criticized and educated or the license registration certificate should be revoked. In case of serious violation of management measures and protection standards, causing accident pollution and endangering human health, the person responsible for the accident and the person directly responsible shall be fined according to the circumstances until criminal responsibility is investigated. Chapter III Storage and Transportation of Sealed Radioactive Sources for Logging Article 15 All sealed radioactive sources and standard sources must be locked in special storage protective containers, classified and stored according to different use requirements, and kept by special personnel. Article 16 All users or storers of radioactive sources must establish and improve the system of using and storing radioactive sources, and strictly check the registration and metrological verification procedures. Seventeenth radioactive sources must be transported by special vehicles, escorted by special personnel, stopped halfway, and used by special personnel at the well site to prevent loss. Chapter IV Organization and Supervision of Radiological Health Protection Article 18 Units that use sealed radioactive sources for logging in oil (gas) fields shall set up radiological health protection institutions, equipped with full-time and part-time radiological health protection personnel, and each logging team shall have a part-time radiological health protection safety officer. Article 19 The duties of radiation health protection institutions and full-time (part-time) radiation protection personnel are: to publicize radiation health protection knowledge, conduct dose monitoring, improve protection facilities, handle radiation accidents and organize health examinations. Twentieth oil (gas) field to strengthen leadership, establish and improve the rules and regulations of radiation health protection and dose monitoring, and regular inspection. Establish technical files of radioactive sources and protective facilities for logging. Personnel engaged in radioactive source logging must establish dose files and health files, and keep them by special personnel. The latter two files should be transferred with the staff, and the original unit should keep their copies. Twenty-first radioactive source logging personnel must have regular physical examination; Personnel participating in radioactive source logging must have a comprehensive physical examination; For those who are new to radioactive source logging, the changes of blood picture should be closely observed at the beginning. The inspection items and treatment refer to the relevant provisions in the Basic Standard for Radiological Health Protection GB 1792-84-84. Twenty-second diagnosis of radiation sickness by the oil (gas) field occupational disease prevention and control department submitted to the provincial radiation sickness diagnosis team for diagnosis. The confirmed radiation sickness personnel are reexamined 1 time every year, and can be reexamined according to the change of the condition. Twenty-third radioactive source logging personnel medical care, labor protection and other measures, according to the relevant provisions of the state. Chapter V Handling of Accidents with Closed Radioactive Sources for Logging Article 24 Radioactive source logging units shall formulate accident prevention and handling measures according to the characteristics of their own logging operations.
