Building a Monument to Quality —— On the Quality Management Concept of Xuji Group

The 45th General Assembly of International Quality Management Group was successfully held in Dhaka, the capital of Bangladesh, from 0 to 3 February 2020. Xu Ji Group Co., Ltd. (hereinafter referred to as "Xu Ji Group") won the highest honor of this conference-Platinum Award, and achieved a new breakthrough in the field of quality management for Xu Ji Group, as shown in figure 1.

The General Assembly of International Quality Management Group is the largest, widest and most cohesive platform for displaying the achievements of international QC activities in the field of quality management, and is known as "Quality Olympics". The QC results announced at the meeting have to be screened at all levels, representing the highest level of quality management in various countries.

It is not easy for an electric power equipment enterprise in China to win the highest quality award in the world. Today's achievements can be described as "Rome was not built in a day". Over the years, Xuji Group has adhered to the development by quality and the product leading strategy, and has formed a large-scale quality control mode focusing on consolidating product quality and ensuring the safe operation of power grid, with all employees participating in quality improvement and Excellence projects, and achieved remarkable results. The company has successively won the honorary titles of "National Advanced Enterprise for Implementing Customer Satisfaction Project", "National Advanced Enterprise for Quality and Benefit", "National Advanced Enterprise for Quality Management" and "National Top 500 Enterprise for Comprehensive Economic Benefit Evaluation". With excellent products, Xuji Group not only won many honors such as China Quality Award Nomination Award, Henan Provincial Governor Quality Award, Henan Provincial Quality Benchmark Enterprise, etc., but also won the favor of the market.

This paper hopes to reflect the total quality management of Xuji Group by introducing the quality management concept of Xuji Group and its subordinate manufacturing centers, hoping to help readers.

Xuji Electric Co., Ltd. (hereinafter referred to as "Xuji Electric") is a holding subsidiary of Xuji Group, and Xuji Electric Manufacturing Center (hereinafter referred to as "Manufacturing Center") is one of the subsidiaries of Xuji Electric. It is a comprehensive general manufacturing platform supporting the development of various industries in Xuji Group. It has a relatively complete manufacturing chain, focusing on electronic product processing, structural product research and development, processing and manufacturing, and machine assembly, and can realize the whole business process from electronic board to primary and secondary cabin production, installation and wiring.

The manufacturing center has two production areas. One company is located in the courtyard of Xuji High-tech Electrical Appliance City, Xicheng District, Xuchang City, with a production area of more than 40,000 ㎡, mainly engaged in the manufacture of sheet metal structural parts of electrical equipment. The product fields mainly involve six categories, such as power control and protection cabinets, power protection cabinets, rail transit switching mechanisms, charging and replacing products for electric vehicles, high and low voltage switchgear, prefabricated cabins of intelligent substations, etc., with an annual output value of 500 million yuan.

The other company is located in the first phase of Zhongyuan Diangu Smart Grid Industrial Park, with a production area of 22000m2, mainly engaged in electronic processing business. It undertakes the trial production and manufacture of hardware prototypes of high-tech products such as relay protection, UHVDC transmission, electric vehicle charging and replacing power stations and smart meters of Xuji Group, and provides integrated services such as collaborative development, procurement, processing and testing for industries such as new energy, military industry, aerospace, communication and consumer electronics, with an annual output value of 500 million yuan. Figure 2 shows the UHVDC transmission control and protection equipment of Xuji Group.

The leadership of Xuji Group believes that quality is the lifeline of the enterprise, the concentrated expression of the core competitiveness of the enterprise, and the only way for the enterprise to achieve sustainable development and everlasting foundation. The most important thing for an enterprise to develop for a long time is quality. Xuji Group has always attached great importance to quality work, especially under the background that the current economic and social development has entered the quality era and quality has become the strongest voice in the new era, the state and State Grid Corporation of China have put forward specific and clear requirements for quality work. The leading group of Xuji Group sized up the situation and kept pace with the times, and put forward the working ideas of "innovation-driven, quality first, service guarantee, cost reduction and efficiency increase, incentive and restraint" to guide the future development direction of the Group.

To implement quality change, the first thing is the change of thought. If the way of thinking stays on the old road of the past, it will not only be difficult to find a way out, but also miss the opportunity. Focusing on the supply-side structural reform, Xuji Group put forward the working idea of "quality first", focusing on improving the quality of products, engineering and services and promoting the high-quality and sustainable development of enterprises.

Adhering to quality first means taking "meeting customer needs and improving customer satisfaction" as the goal, putting quality first, sticking to the bottom line of quality, building quality integrity, establishing quality dignity, taking quality as the endogenous driving force for enterprise development, as the primary guarantee for all work, as the bottom line for providing products and services, and as the starting point for enhancing core competitiveness. Put quality first in thought, system and mechanism, system process and work behavior; In terms of key elements such as quality, cost and schedule, priority should be given to ensuring quality; In the evaluation and encouragement of departments and employees, the quality orientation is highlighted.

In order to implement the development requirements of "quality first", the manufacturing center formulates the first annual action plan of quality at the beginning of each year, aiming at "comprehensively improving product quality and winning customer reputation", constantly improving product quality and service quality, and rapidly forming new competitive advantages.

The manufacturing center establishes a quality management organization at the center and unit levels. The functional department of the central platform is the management department, which is responsible for the supervision and management of system construction, process design and implementation in their respective professional fields. Each business unit is the management and control layer, responsible for implementing quality decision-making and quality control, and mainly responsible for product quality and service quality.

According to the working idea of "quality first", the manufacturing center constantly strengthens the quality control at the source and actively promotes the quality improvement of all employees and the whole process. The quality management mode is marked by "two systems and two mechanisms", that is, the quality control system focuses on "four-level" quality management, the quality responsibility system focuses on "micro-quality" construction, and the product quality improvement mechanism focuses on product steelmaking and engineering quality.

First, implement four-level quality management and make concerted efforts. On the basis of total quality management, the key processes focus on four stages: research and development, procurement, manufacturing and service, which are closely related to quality. The quality management department takes the lead, and the centralized management department coordinates the four-stage process. Through segmented professional management, the quality work will be transformed from a single quality department to a multi-department linkage, and the overall quality will be promoted with four stages of quality breakthrough, so as to truly grasp the responsibility of quality work and make concerted efforts.

The second is to implement "micro-quality" construction and gather the majestic strength of all employees. The so-called "micro-quality" is the quality of everyone, that is, the quality that I created. It is aimed at people. By paying attention to the ability of all levels to do things well, improve the quality of work, implement the responsibility of quality control to the smallest unit, and ensure that every employee related to product formation has quality responsibility. Through the "micro-quality" construction, let every employee know what I want to do, how I did it, what I didn't do well, how to do it better, and personal value, so as to transform the quality requirements into employees' internal spiritual constraints, lead all employees to evolve from passive obedience to active improvement, from pursuing qualified to pursuing Excellence, and ensure the overall quality of the group with personal work quality to enhance the endogenous motivation of enterprise development.

Third, carry out product "steelmaking" action to create stable and reliable products. As the name implies, the special action of product "steelmaking" is to return the product to the furnace, find out the potential risks of the product through repeated tests, tests and defects elimination, organize forces to focus on tackling key problems, and make good steel and real gold with fire. On the one hand, self-check and optimize the quality assurance ability of the four-level process, and insist on making a mountain out of a molehill "refining process". On the other hand, simulate the harsh field work environment, continue to carry out the reliability test of high-strength products, fully explore and actively guard against the potential risks of products, and pursue Excellence to "refine products." Through "steelmaking", high-quality products that meet the needs of market customers and realize stable and reliable operation on site are cast.

Fourth, innovate the quality control of major projects and create excellent projects. Xuji Group has undertaken a large number of major national projects, such as UHV projects. We always aim at zero defect delivery, zero defect delivery and zero defect operation, and implement "four points" control according to the principles of project classification, control stratification, business segmentation and control point classification. Based on front-end prevention and risk control, we have defined the leadership responsibility, main responsibility and supervision responsibility of the project quality from top to bottom, and the division of responsibility for quality is clear. Based on the project milestone plan, the quality control plan and quality supervision plan are formulated, covering all key processes inside and outside the factory to achieve horizontal control. Determine the key control points of each key process step by step, strengthen the quality assurance and risk prevention and control of the whole process, and refine the quality risk prevention and control to points, specific things and responsibilities to people to achieve vertical control. Through the quality control of "one system, three plans, horizontal to edge, vertical to the end", it strongly supports "making a project, building a brand and building a monument".

In terms of quality control, Xuji Group combined with its own reality, through advanced technical equipment, strict manufacturing process control, strict testing methods and 7S field management and other control measures, ensured product quality. At the same time, actively carry out standardization of procurement management to ensure the quality of purchased parts, establish a manufacturing quality assurance and monitoring mechanism, and equip with advanced quality control means to ensure the manufacturing quality of products. Figures 3 to 6 show the product quality inspection equipment and methods of Xuji Group.

Over the years, Xuji Group has always put quality in an important position. Cadres and employees focus on the improvement, innovation and promotion of quality source, and vigorously carry out mass quality management activities, effectively inspiring the enthusiasm, initiative and creativity of all employees for continuous improvement based on their posts. Everyone, from the top management leader to every employee in the team, has their own quality responsibility. Through the aspects of "clarity, certainty, quantity and proportion", we can achieve full attention and full control, so as to ensure that our products, projects and services fully meet customer requirements, and ensure that 1, 100, 1.

In order to fully mobilize the enthusiasm of all employees to actively participate in quality improvement, the company has specially formulated the Measures for the Management of Quality Management Team Activities and the Measures for the Management of Quality Trustworthy Teams, established a perfect incentive mechanism for quality improvement achievements, set up achievement acceptance review committees in various professional fields, and widely organized mass quality management activities in the fields of design, production and management.

In order to further improve the enthusiasm of all employees to participate in quality improvement activities, Xuji Group conducts annual acceptance evaluation of the results of various activities, and gives certain material rewards and spiritual encouragement to those who have achieved outstanding results. All units attach great importance to mass quality management activities, actively solve various problems affecting product quality, form a good atmosphere for all employees to participate in quality improvement, continuously improve employees' quality awareness, and effectively promote the further development of the company's quality level.

Since 20 18, Xuji Group has registered 1 165 QC teams and 164 quality trust teams, and obtained 959 quality improvement achievements and 44 patents. It has been rated as "Excellent QC Group" for the 40th anniversary of the quality management group activities of State Grid Corporation and an excellent enterprise for mass quality management activities in the national machinery industry.

In the future, Xuji Group will take this award as an opportunity to continuously strengthen the quality awareness of all employees, promote the further improvement of quality management, promote the implementation of quality first at the grassroots level, achieve fruitful results, benchmark the highest international and domestic standards and the best level, build Xuji's excellent brand with excellent quality, and write a new chapter of Xuji Group's high-quality development.
