Chapter 1 General Provisions Article 1 In order to strengthen the management of the identification of national defense scientific and technological achievements (hereinafter referred to as national defense scientific and technological achievements), correctly evaluate the technical level of national defense scientific and technological achievements, and promote the application and promotion of national defense scientific and technological achievements, These measures are formulated with reference to the "Measures for the Appraisal of Scientific and Technological Achievements of the National Science and Technology Commission of the People's Republic of China". Article 2 The national defense scientific and technological achievements referred to in these Measures refer to the following scientific and technological achievements produced in scientific research and development activities for the purpose or main purpose of national defense:
(1) Those that are important to the development of national defense science and technology Scientific theoretical achievements with guiding significance;
(2) Applied technological achievements with practical value that solve scientific and technological problems in national defense construction;
(3) Decision-making management of national defense science and technology Promoting soft science research results. Article 3 National defense scientific and technological achievements completed in the implementation of national science and technology plan projects, national defense scientific and technological achievements applied for science and technology awards, and other national defense scientific and technological achievements that should be authenticated according to relevant national regulations shall be authenticated in accordance with these Measures. Article 4 The Achievements Management Functional Department of the Commission of Science, Technology and Industry for National Defense (hereinafter referred to as the “Commission of Science, Technology and Industry for National Defense”) shall be responsible for the centralized management of the identification of national defense scientific and technological achievements, and shall be mainly responsible for formulating and supervising the implementation of relevant laws and regulations, and uniformly issuing the “National Defense Science and Technology Achievements Appraisal Certificate” and "National Defense Science and Technology Achievements Treated as Appraisal Certificate".
Relevant competent departments and regional achievement management agencies are responsible for the identification of national defense scientific and technological achievements of their respective systems. Article 5 National defense scientific and technological achievements that meet the following conditions can apply for appraisal: (1) Complete the project tasks and meet the prescribed technical requirements.
(2) The information is complete and meets the requirements of the science and technology archives management department.
Academic materials on scientific theoretical achievements mainly include: academic papers, descriptions of publications in domestic confidential academic journals or academic conferences, domestic and foreign academic comparison materials, reports on citations of papers after publication, etc.
Technical information on applied technology achievements mainly includes: technical contracts or project tasks, research reports, technical indicator test reports, experimental reports, relevant design technology charts, quality standards, domestic and foreign technical situation comparison materials, economic Benefit and social benefit analysis, etc.
Academic and technical materials for soft science achievements mainly include: technical contracts or project tasks, overall research reports, special demonstration reports, research reports and related background materials, model operation reports, domestic and foreign research comparison materials, etc. .
(3) The application technology achievements have been proven to be mature through practice and have the conditions for application and promotion. Preliminary research results should be experimentally proven to be mature and have potential social and economic benefits.
(4) Soft science results should have opinions on their use or adoption by relevant departments or units.
(5) There is no dispute over the ownership of the results. Chapter 2 Forms of Appraisal Article 6 Appraisal of national defense scientific and technological achievements can take the following forms:
(1) Testing and Appraisal: The national defense science and technology achievements shall be evaluated by professional testing institutions in accordance with national standards, national military standards and industry standards. Scientific and technological achievements are inspected, tested and evaluated for technical indicators, and conclusions are made.
(2) Acceptance appraisal: The acceptance unit shall conduct testing and evaluation according to the plan mission statement or the specified acceptance standards and methods, and make conclusions.
(3) Communication appraisal: The organization appraisal unit will submit the relevant technical data of the national defense scientific and technological achievements to be appraised in written form to peer experts for review and evaluation opinions. The organizing appraisal unit will summarize the expert opinions and make a conclusion.
(4) Conference Appraisal: For major national defense scientific and technological achievements, the organizing appraisal unit is responsible for inviting five to thirteen experts from the same industry and the user unit to form an appraisal committee. The appraisal committee will review, evaluate and draw conclusions on the results in accordance with prescribed procedures.
The above four forms are equally effective, and the first three identification methods should be used as much as possible. Article 7 Measuring instruments used for the appraisal of national defense scientific and technological achievements must be certified by the National Defense Metrology Technology Agency or other metrology technology institutions recognized by it and be within the validity period. The data involved in the identification conclusion must be subject to metrological review by the corresponding national defense metrology agency. After confirming that the measurement method is correct, the data is accurate and reliable and an opinion is signed, the conclusion will be valid.
Article 8 National defense scientific and technological achievements that fall under any of the following conditions will be deemed to have passed the appraisal:
(1) According to the "Regulations on the Finalization of Strategic Weapons" and "The Finalization of Military Products" promulgated by the State Council and the Central Military Commission It has been finalized in accordance with the Regulations;
(2) It has been proven to be technologically mature in production and use, and has achieved social and economic benefits, and the application unit and its competent department have written evaluation opinions and issued certificates;
(3) Projects transferring national defense scientific and technological achievements have been inspected and accepted according to the provisions of the contract, and have achieved social and economic benefits after application, and are certified by the transferee;
< p> (4) The invention that has been granted a national defense patent has achieved social and economic benefits after implementation, and has been certified by the implementing unit. Chapter 3 Appraisal Procedures Article 9 Procedures for Correspondence Appraisal and Conference Appraisal(1) The unit or individual applying for appraisal shall submit an application report to the organizing appraisal unit one month in advance. The report must make recommendations on the form of appraisal and the unit hosting the appraisal, as well as peer experts or candidates for the appraisal committee.
The unit organizing the appraisal should be the direct superior department or the superior department of the unit applying for appraisal.
(2) After receiving the report of the appraisal application, the organizing appraisal unit shall conduct a careful study, respond to the following contents within one month, and notify the applicant unit or individual:
1 . Do you agree to the appraisal? If you disagree, the reasons should be stated.
2. Host the appraisal unit and appraisal form.
3. List of peer experts or members of the appraisal committee.
4. Other related matters.
(3) The appraisal unit shall conduct the appraisal based on the approved appraisal application report.
(4) More than two-thirds of the experts or members of the appraisal committee must agree with the appraisal conclusion before it can pass and be recorded in the appraisal report. Any objection to the appraisal conclusion should be noted in the appraisal report.
(5) Peer experts or members of the appraisal committee should sign the appraisal certificate.
(6) The appraisal report shall be sent to the organizing appraisal unit for review by the appraisal unit in charge, and the "National Defense Science and Technology Achievements Appraisal Certificate" will take effect after being approved and stamped by the organizing appraisal unit.
