According to the general requirements of the country to promote the strategy of "going out" of China culture, based on the actual development of cultural industry in China, and giving full play to the organizational and policy advantages of the Ministry of Culture as the comprehensive management department of national cultural construction, as well as the investment advantages of The Export-Import Bank of China as a policy financial institution, on March 9, 2009, the Ministry of Culture and The Export-Import Bank of China signed the Cooperation Agreement on Supporting and Cultivating Key Enterprises and Key Projects for Cultural Export. The cooperation takes the form of "recommendation by the Ministry of Culture, careful selection of experts and independent loan examination by the Export-Import Bank", aiming at solving the financing problem of cultural enterprises and supporting and cultivating key enterprises and projects for cultural export.
During the five-year cooperation period, the Export-Import Bank plans to provide cultural enterprises with no less than 20 billion yuan or equivalent foreign exchange credit funds. The Export-Import Bank will give full play to the advantages of large credit scale, long financing cycle and stable sources of funds. According to the financing needs and characteristics of cultural enterprises, under the condition of establishing and improving the risk control mechanism and credit system, foreign preferential loans, foreign government loans, export buyer's credit, export seller's credit, overseas investment loans, import credit, export base construction loans, fixed assets investment loans of export enterprises, import and export lease loans, export credit of cultural products and services, nationalization of cultural tourism, etc. Foreign guarantee and other intermediary business varieties, support and cultivate key cultural export enterprises and key projects encouraged by the government, provide comprehensive services for enterprises, explore innovative financial products and meet the financing needs of enterprises.
According to the cooperation agreement, the loan project declaration is now started, and the relevant matters to be declared are hereby notified as follows:
One. Declare qualification
Key cultural export enterprises and key projects that need to be supported and cultivated mainly include the following aspects:
(1) Cultural export enterprises and service projects that meet the requirements of the Catalogue for the Export of Cultural Products and Services formulated by the Ministry of Commerce, the Ministry of Foreign Affairs, the Ministry of Culture, the State Administration of Radio, Film and Television, the General Administration of Press and Publication and the the State Council Press Office;
(2) It has been announced by the Ministry of Commerce, the Ministry of Culture, the State Administration of Radio, Film and Television and the General Administration of Press and Publication as a key enterprise and service project for national cultural export;
(3) exporting cultural enterprises, cultural products and services that are conducive to carrying forward the excellent traditional culture of the Chinese nation, have international competitiveness and distinctive national characteristics;
Cultural enterprises, cultural products and services that meet the requirements of the Export-Import Bank and involve commercial performances, art exhibitions, animation games, audio and video, entertainment, handicrafts and musical instruments;
(five) cultural enterprises and service projects related to the import and export transactions of cultural products and cultural property rights transactions;
(six) to promote the combination of high-tech achievements and cultural industries, and improve the import level of cultural products and cultural services, including technology upgrading projects to enhance the export scale of cultural products and promote the technological upgrading of enterprises, and import projects of key technologies and major equipment. Transform traditional cultural industries with high-tech and applicable technologies, and cultivate import projects that develop emerging cultural formats;
(7) investment projects to develop high-tech cultural products with international advanced artistic level, independent intellectual property rights, original brands and national characteristics;
(eight) overseas investment projects to explore the international market and promote Chinese culture to the world;
(9) International cultural exhibition projects and national cultural exhibition projects, as well as overseas expansion projects of these cultural exhibitions;
(ten) other cultural enterprises and projects recommended by the Ministry of Culture that meet the credit policy of the Export-Import Bank.
Second, the declaration procedure.
The owner's text of the declared project should not be declared by the local cultural department (including cities with separate plans); Units directly under the Ministry of Culture can directly report to the Cultural Industry Department of the Ministry of Culture. After preliminary verification of the application materials, the local cultural bureaus will recommend them to the Ministry of Culture if they meet the requirements (please visit www.cnci.gov.cn, China Cultural Industry Network, for the application form and the introduction of The Export-Import Bank of China loan business).
Please burn the application form and feasibility report into a CD-ROM and submit them to the Cultural Industry Department of the Ministry of Culture together with the sub-documents.
In 2009, two batches of applications will be submitted. The first batch will end on June 1 2009, and the second batch will end on June 1 1 2009. After that, continue to apply, and the specific time will be notified separately.
Third, qualifications.
Review Committee of Chen Li Import and Export Key Cultural Enterprises and Key Projects of the Ministry of Culture. The director of the judging committee is Liu Yuzhu, director of the Cultural Industry Department of the Ministry of Culture. Invite experts and scholars and heads of relevant departments of the Ministry of Culture.
The judges will have an office. The strike took place at the Industrial Development Guidance Office of the Department of Culture and Cultural Industry. The office conducts a preliminary examination of all declared forage grass, puts forward preliminary examination opinions, and reports them to the review committee for review and decision.
The qualification evaluation will be conducted in accordance with the principles of openness, fairness and impartiality, and the evaluation results will be provided to the Export-Import Bank, which will conduct technical demonstration and risk assessment of the project according to its policies and independently review the loans.
