Optimize the conditions of innovation and entrepreneurship: optimize the conditions of software and hardware for entrepreneurship, and provide business services such as intellectual property, legal taxation, management consulting, information consulting, technology and finance, human resources and marketing, as well as services such as industrial design, inspection, model processing and marketing. 2. Gather innovative and entrepreneurial resources: provide entrepreneurs with innovative resources such as project roadshows, entrepreneurial counseling, international cooperation and exchanges, and transformation of scientific and technological achievements, and provide professional technical services such as open source software and hardware research and development, scientific and technological literature, and scientific data; 3. (1) The applicant is an incubator, an operation and management unit of Zhongchuang Space (specialized capital gathering type, financing type of large and medium-sized enterprises, and high-end talent leading type) and a public incubation service platform, registered in Shenzhen or Shenzhen Cooperation Zone according to law, with independent legal person qualification and established for more than 2 years.
(2) Incubators and creative spaces with national, provincial and municipal qualifications are given priority support.
(3) Incubators applying for this fund shall also meet the following conditions: the site area is more than 3,000 square meters (inclusive), of which more than 75% are used by incubating enterprises; Full-time team of not less than 5 people; Operating for more than 2 years, signing more than 6 scientific and technological service institutions and more than 3 entrepreneurial tutors; The scale of the incubator's own seed funds or cooperative incubation funds is not less than 3 million yuan, and more than two incubating enterprises have obtained investment and financing; There are not less than 20 small and micro enterprises in the incubator, and the office space must be in the incubator site, and the incubation time should not exceed 48 months; Enterprises that have applied for patents in incubating enterprises account for not less than 50% of the total number of incubating enterprises or enterprises with effective intellectual property rights account for not less than 30%; There are more than 8 graduated enterprises, and the graduated enterprises shall meet at least one of the following conditions: 1. (4) The creative space for applying for the Fund shall also meet the following conditions: the site area is more than 800 square meters (inclusive), of which the area of entrepreneurial stations and public service sites is not less than 75%; Full-time team of not less than 3 people, operating for more than 2 years, complete software and hardware equipment, perfect service system, able to provide entrepreneurial services such as technology transfer, technology and finance, entrepreneurial counseling, etc., with more than 6 contracted scientific and technological service institutions and more than 3 entrepreneurial instructors; In the last two years, there have been no less than 6 entrepreneurial salons, roadshows, entrepreneurial competitions and entrepreneurial education and training activities every year; There are no fewer than 20 teams and start-ups with a residence period of no more than 24 months; In the last two years, there have been at least six newly registered enterprises in the resident team, or more than two resident teams and start-ups have obtained investment and financing.
(5) The application for the public incubation service platform of the Fund shall meet the following conditions: for the purpose of promoting the transformation of scientific and technological achievements and cultivating high-tech enterprises and entrepreneurs, establish a stable service mechanism with more than 20 carriers recognized at home and abroad or more than 20 recognized high-level talent teams, and reach a service agreement with more than 10 high-quality professional service organizations; The operation time is more than 2 years, the full-time team is not less than 3 people, and the innovation and entrepreneurship activities with more than 3 times 150 people have been organized in the last two years; In the last two years, it has undertaken the transfer or entrustment of social public service functions.
