Chapter I General Provisions
Article 1 These Provisions are formulated for the purpose of better gathering and exerting talents, establishing a talent mechanism with enterprises as the main body, market orientation and reasonable policy guidance, and promoting the industrial development of Tianjin Economic and Technological Development Zone (hereinafter referred to as Development Zone).
Article 2 Scope of Application These Provisions apply to enterprises and institutions within the scope of encouragement of the industrial promotion policy system of the Development Zone, which meet the encouragement conditions of these Provisions and are recognized by the Development Zone Management Committee (hereinafter referred to as the Management Committee), as well as individuals working in the above-mentioned enterprises and institutions.
Article 3 The Special Fund Development Zone shall set up a TEDA talent special fund to support and encourage the introduction, cultivation and reward of talents. All kinds of support, subsidies and subsidies referred to in these Provisions shall be charged in the TEDA talent special fund.
Article 4 The competent department of labor and personnel in the Development Zone is the daily management institution for implementing these Provisions, and is responsible for formulating the detailed rules for implementation and implementing these Provisions.
The financial department of the Development Zone shall be fully responsible for the approval and implementation of various financial support policies in these Provisions.
Article 5 Enterprises, institutions and all kinds of talents who meet the requirements for policy convergence shall first implement the policies of the State and Tianjin, and these Provisions shall be supplemented if they are insufficient.
Chapter II Encouraging the Introduction of Talents
Sixth talent introduction target development zones encourage and support the following types of talents to work in the development zones.
(1) Senior talents. Refers to talents who meet one of the following conditions: ① Academician of China Academy of Sciences and China Academy of Engineering; Enjoy the special allowance of the State Council or get the title of "Young and Middle-aged Expert with Outstanding Contribution" and "Tianjin Award Expert"; (3) the scientific research achievements independently completed or completed as the first person won the national and provincial science and technology awards; (4) the first moderator of the project funded by special funds for national or provincial science and technology projects; (5) Obtaining a doctorate or having a senior professional title; ⑥ Have invention patents or domestic advanced proprietary technologies to realize industrialization in the Development Zone, and hold no less than 5% equity in enterprises or R&D institutions.
(2) Senior management personnel. Refers to the talents who hold the position of manager or above in the enterprise operation or management department, have a bachelor's degree or a senior management title, have made outstanding contributions to the enterprise operation and management, and have an annual salary of more than 6.5438+0.5 million yuan.
(3) senior technical personnel. Refers to the talents who hold important positions in enterprise production or R&D, have a bachelor's degree or senior professional title, have made outstanding contributions to enterprise production and R&D, and have an annual salary of more than 654.38+10,000 yuan.
(4) management talents. Refers to the talents who hold important positions in the enterprise operation or management department, have bachelor degree or above or intermediate title, and play an important role in the enterprise operation or management position, with an annual salary of more than 80 thousand yuan.
(5) technical personnel. Refers to the talents who hold important jobs in enterprise production or R&D posts, have bachelor degree or above or intermediate titles, play an important role in enterprise production or R&D posts, and have an annual salary of more than 50,000 yuan.
(6) Highly skilled personnel. Refers to the talents who hold important jobs in enterprise production or R&D positions, have professional and technical qualification certificates of technicians or above, and have an annual salary of more than 40,000 yuan.
The professional background of the above-mentioned talents should be consistent with their work in the development zone, and they should sign work contracts with enterprises or institutions in the development zone for more than two years.
Article 7 The Development Zone of Talent Introduction Fund encourages enterprises to adopt various ways and means to introduce senior talents, senior management talents and senior technical talents urgently needed by enterprises within the scope encouraged by the industrial promotion policy system of the Development Zone. Give some cost support to the expenses incurred in the introduction process.
Article 8 The Talent Apartment and Housing Subsidy Management Committee provides apartment or housing subsidies for the following senior talents for a period of two years: ① senior talents who account for not less than 5% of the shares of their enterprises; (2) High-level returned overseas students who have started their own businesses or engaged in international leading technology research and development in the Development Zone; (3) Doctors working in postdoctoral research centers, development zone enterprises and postdoctoral innovation practice bases.
The CMC provides white-collar apartments or housing subsidies for other types of talents who meet the requirements of Article 6 for a period of two years.
Article 9 Subsidy for settling-in expenses: 400,000 yuan will be given to the persons in charge of the State Key Laboratory, the persons in charge of major national scientific research projects, and the urgently needed technical leaders in the high-tech field in the development zone, who have signed long-term working agreements with their units for more than five years and bought houses in the development zone.
Article 10 All kinds of talented children's education and registered children who attend nurseries, kindergartens, primary schools and junior high schools shall enjoy the treatment of registered population in the Development Zone. The relevant departments of the Development Zone shall give priority to the talents working in the area (including spouses and children who move with them according to regulations), handle the procedures for the transfer of permanent residence in Tianjin and the residence permit for talents in Tianjin, and assist in recommending their spouses for employment.
The children of senior talents who have returned to China to start their own businesses are enrolled in the International Department of the International School of the Development Zone or similar schools in Tianjin, and each child receives a subsidy of 5,000 yuan per academic year. The cumulative maximum amount of education subsidy for each senior talent's children is 50,000 yuan.
Chapter III Encouraging Talents Training
Eleventh international talent training funding encourages and supports enterprises to carry out international talent training for professional and technical personnel. According to the principle of merit-based funding, the Development Zone subsidizes 100 outstanding professional and technical personnel to participate in foreign technical training every year, and gives 20% of the training expenses incurred, with a maximum funding amount of 20,000 yuan per person per year.
Twelfth skilled personnel training to encourage enterprises to carry out skilled personnel training. Give 20% subsidy to the vocational and technical training expenses carried out by enterprises; For enterprises with an annual growth rate of 10 percentage point or more, the proportion of training expenses will be increased by 5 percentage points, and the proportion of training expenses can reach up to 40%, but the maximum annual subsidy per person is 500 yuan.
Thirteenth technical exchange support to encourage professional and technical personnel to carry out academic and technical exchanges, actively carry out academic evaluation of professional and technical personnel, and give some support to the expenses incurred.
Fourteenth skills competition funds encourage and support all kinds of organizations to carry out vocational skills competition activities, and give some support to the expenses incurred.
Fifteenth vocational qualification certificate appraisal fee subsidies for enterprise employees to participate in vocational skills training after the vocational qualification certificate appraisal fee to give +000% funding.
Chapter IV Talent Award
Article 16 Talent Support All kinds of talents who meet the requirements of Article 6 of these Provisions shall be given certain support within five years according to their personal income contribution to the Development Zone.
If the above-mentioned talents buy houses in the development zone, they will be given further support.
Seventeenth recommended talents by the development zone awarded the recommended elected academicians of the "two academies", giving 500 thousand yuan reward; Those who are recommended by the Development Zone to be awarded the titles of "Government Special Allowance Expert", "Tianjin Award Expert" and "Young and Middle-aged Expert with Outstanding Contributions" will be awarded 50,000 yuan; Those who are recommended by the Development Zone to be awarded the title of "Specially Invited Expert of Tianjin Municipal Government" will be rewarded with 20,000 yuan.
Eighteenth R&D projects reward all kinds of talents engaged in R&D and achievement transformation in the Development Zone. If the project is funded by national or provincial funds, the development zone will reward the first host of the project according to 2% of the funded funds, with a maximum amount of 654.38+10,000 yuan.
Nineteenth high-skilled talents who have won the title of "Technician with Outstanding Contribution in Tianjin" will be given 200 yuan/monthly government allowance within three years on the basis of enjoying Tianjin reward.
High-skilled talents who have won the titles of "China Skill Award", "National Technical Expert" and "Tianjin Technical Expert" will be awarded 50,000 yuan, 6,543,800 yuan and 5,000 yuan respectively on the basis of enjoying the Tianjin Award; Give the same amount of rewards to enterprises whose employees have won the above three titles.
Chapter V Postdoctoral Workstations and Innovative Practice Bases
Twentieth postdoctoral workstations and postdoctoral innovation bases reward development zones encourage enterprises and R&D institutions to set up postdoctoral workstations or postdoctoral innovation practice bases, and give 50,000 yuan of research funding to enterprises that set up postdoctoral workstations. Enterprises that establish postdoctoral innovation practice bases will be given 30,000 yuan of scientific research funding.
Twenty-first postdoctoral research groups reward development zone encourages postdoctoral research groups to declare national or provincial excellent projects, and improve the quality and level of scientific research. Postdoctoral research groups won national and provincial awards for their research projects during their stay in the station, and they were awarded 65438+ 10,000 yuan and 50,000 yuan respectively.
Twenty-second in-station postdoctoral support management committee to give in-station postdoctoral support, by their own personal use.

Chapter VI Other Encouragement
Twenty-fourth talent exchange support development zone encourages and supports the introduction and exchange of talents and intelligence across provinces, cities, districts and overseas, and gives some support to the expenses of the above activities.
Twenty-fifth returned overseas students entrepreneurship support the establishment of coastal returned overseas students innovation and entrepreneurship base, support returned overseas students to start their own businesses in the development zone.
Science and technology enterprises established by returned overseas students in the development zone are recognized by the administrative committee and enjoy the corresponding policies in the Provisions of Tianjin Economic and Technological Development Zone on Promoting the Development of High-tech Industries.
Twenty-sixth scholarship development zone will set up TEDA scholarships in key universities and scholarships jointly funded by enterprises of the same name. Scholarships jointly established with enterprises can be funded up to 50,000 yuan.
Chapter VII Operating Procedures
Twenty-seventh accreditation procedures The procedures for applying for talent accreditation are:
1. Get it from the competent labor and personnel department or download it from the website of the competent labor and personnel department of TEDA government network (www.teda.gov.cn) and fill in the relevant Application Form.
2. Prepare all the materials needed for the application form.
3. Submit the Application Form and all required materials to the competent labor and personnel department.
4. The competent department of labor and personnel shall conduct an audit according to the accreditation standard to determine whether to grant accreditation.
Article 28 The procedures for applying for the preferential policies of these Provisions are as follows:

2. Prepare all the materials needed for the application form.
3. Submit the Application Form and all required materials to the competent labor and personnel department.

Chapter VIII Supplementary Provisions

The original Provisions of Tianjin Economic and Technological Development Zone on Encouraging Senior Talents to Enter the Zone, Interim Measures for Special Rewards for Senior Managers and Technicians in Tianjin Economic and Technological Development Zone to Buy Commercial Housing, Interim Measures for Adjusting Special Rewards for Senior Managers and Technicians to Buy Commercial Housing in the Development Zone, and the Administrative Measures for the Identification of Senior Talents in Tianjin Economic and Technological Development Zone shall be abolished at the same time.
