Japan Patent Office (JPO), formerly known as "Monopoly Patent Office" established by 1885, is now a government agency under the Ministry of Economy, Trade and Industry. At present, its director is Nakasone, and its deputy director (responsible for the daily affairs of JPO) keeps the sensitivity of the House of Representatives.

In the early days of Meiji government (1868 was the first year of Meiji), after studying the industrial property rights system in Europe and America, the Japanese government promulgated the Trademark Ordinance, Franchise Ordinance, Design Ordinance and Utility Model Law in 1980s, and established the industrial property rights system in Japan. Japan joined the Paris Convention for the Protection of Industrial Property on 1899; 1978 accession to the patent cooperation treaty.
