In 1986, after graduating from the undergraduate program, he was admitted to the Xi'an University of Electronic Science and Technology, which is well-known at home and abroad, and studied for a master's degree in radio wave propagation in the Department of Physics. On June 30, 1988, he was the only nationally funded university selected by the school. As a graduate student, he was sent to continue his studies at the Institute of Optical Fiber and Microwave Communications at the University of Limoges in France, which is well-known in the European communications industry.

When he first arrived in France, according to French regulations, he must first obtain the qualification to study for a French doctorate (ie DEA). One year later, he refused to admit defeat and ranked among more than 60 classmates from all over the world with perfect results. Be among the best. In the next three years, Yu Quan worked hard at the Institute of Optical Fiber and Microwave Communications at the University of Limoges in France, which integrates optical fiber, communications, computers and other disciplines, and successively achieved 3 mastery of multifunctional optical fiber sensors and computer-aided design systems for optical fiber networks. An important scientific research achievement, 6 academic papers he wrote were published in famous international academic journals, and the adjustable optical fiber coupler he created obtained a French patent. His outstanding scientific research capabilities are impressive.

On May 11, 1992, Yu Quan successfully passed his doctoral defense. "Research on Multimode Optical Fiber Effects and Application in Optical Fiber Network CAD" was listed as a first-class paper in Limoges. The university's doctoral thesis sample was judged "excellent" by experts. What is particularly commendable is that in his paper, Yu Quan solved the technical problems in the construction of optical fiber networks for the Paris Metro Company, Gas Company, and Electric Power Company in France, and achieved good economic and social benefits. For a time, many foreign companies, universities and research institutions in France, the United States, Canada, etc. invited Yu Quan to join, but he resolutely declined the superior conditions and generous treatment that many people dreamed of. On June 30, 1992, which was the fourth anniversary of his going abroad, On this day, he returned to his motherland and became the first among more than 70 Chinese students studying in France during the same period to return to China with a doctorate.

At that time, talents like Yu Quan were "treasures" in China. At the Capital Airport, Yu Quan was "booked" by the Department of Electronic Engineering of Tsinghua University. At this time, a friend introduced him to a research institute of the General Staff. The leader and Yu Quan had a long talk. He unexpectedly declined many invitations from well-known domestic universities and large companies, and chose the army without hesitation. At that time, Yu Quan's choice was so unexpected that for a long time, he answered the two questions of why he returned to China and enlisted in the army every day, just because there were too many people who were curious and confused. . "Later facts proved that my choice was right."

Yu Quan said with a smile: "There are many people like me in China, but not many people have opportunities like mine. It was the army that provided me with the conditions to do great things. Speaking of which, my choice at that time was also an innovation in thinking. At that time, there were not many foreign doctors in the country, and there were even fewer of them in the army. Therefore, I was very popular after joining the army. Pay attention. On September 4, 1992, Yu Quan wore the national defense green. He became an engineer at the Communications Research Center of a research institute of the General Staff. Over the years, he served as senior engineer, researcher, center director, and chief engineer. In December 2009, he was elected as an academician of the Chinese Academy of Engineering and became one of the focuses of attention.
