Mechanism, the relevant matters are now notified as follows:

1. Recognition conditions (1) Resident enterprises registered and established in the administrative region of our city for more than one year (referring to 365 calendar days) when applying for recognition; (2) ) Enterprises obtain ownership of intellectual property rights that play a core supporting role in the technology of their main products (services) through independent research and development, transfers, donations, mergers and acquisitions, etc.; (3) Provide core support for the company's main products (services) The technology used falls within the scope of the "High-tech Fields Supported by the State"; (4) The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities of the enterprise is not less than 10% of the total number of employees of the enterprise that year; (5) The enterprise's last three The proportion of the total research and development expenses in a fiscal year (referring to 2019-2021, and the actual operating period is less than three years based on the actual operating time, the same below) to the total sales revenue in the same period meets the following requirements: 1. Sales revenue in 2021 is less than 5,000 For enterprises with sales revenue of 10,000 yuan (inclusive), the proportion shall not be less than 5%; 2. For enterprises with sales revenue in 2021 of 50 million to 200 million yuan (inclusive), the proportion shall not be less than 4%; 3. Sales revenue in 2021 shall be 2 For enterprises with more than 100 million yuan, the proportion shall not be less than 3%. Among them, the total research and development expenses incurred by the enterprise in China shall account for no less than 60% of the total research and development expenses; (6) The income from high-tech products (services) in 2021 shall account for no less than 60% of the enterprise's total income for the same period. ;The sum of the main product (service) revenue in 2021 exceeds 50% of the company's high-tech product (service) revenue in the same period; (7) The evaluation of the company's innovation capabilities should meet the corresponding requirements; (8) Within one year before the company's application (referring to the submission of the application No major safety or major quality accidents or serious environmental violations have occurred in the past 365 calendar days).

II. Recognition Process (1) Self-evaluation Enterprises conduct self-evaluation against the "Management Measures" and "Work Guidelines". Those who meet the conditions shall prepare application materials in accordance with the relevant provisions of the "Administrative Measures" and "Work Guidelines" and the requirements of this notice, and refer to the "Basic Requirements for High-tech Enterprise Recognition Application Form" (Annex 1). In order to facilitate self-evaluation of enterprises, our city’s pre-application port continues to be open. Enterprises can simulate expert scoring to facilitate subsequent filling of shortcomings and precise guidance. (2) Online application 1. The enterprise logs into the "Government Service Platform of the Ministry of Science and Technology" (Website:, hereafter referred to as State Grid). After completing the real-name authentication, click "High-tech Enterprise Recognition" to enter the high-tech enterprise recognition system. [The enterprise login account is an 18-digit unified social credit code (the account password is consistent with the National High-tech Enterprise Recognition and Management Network). All enterprise users who have previously registered at the Torch Center of the Ministry of Science and Technology (including all high-tech enterprises, national science and technology small and medium-sized enterprises) enterprises, innovation and entrepreneurship competition enterprises, etc.) can log in directly on the Ministry of Science and Technology’s government service platform. Businesses without an account need to register first. 〕Enterprises that have changed their name must first complete the name change in the system before participating in the high-tech enterprise certification. 2. According to the relevant requirements of the "Notice of the Ministry of Science and Technology on the Implementation of the Notification and Commitment System for Certification Matters Relevant to the Certification of High-tech Enterprises" (Guokefahuo [2021] No. 362), starting from this year, business licenses and other enterprise registrations in the application materials of high-tech enterprises Enterprise intellectual property certificates such as registration certificates and patent certificates are subject to the notification and commitment system, and enterprises can choose whether to apply the notification and commitment system. For details of certification matters, certification content, commitment validity, liability for untrue commitments, verification rights, etc., please refer to the "Notices from the Ningbo High-tech Enterprise Recognition and Management Leading Group Office" (Annex 2).

If you choose to apply the notification and commitment system, the applicant company promises to have known all the notifications from the Municipal High-tech Enterprise Recognition Management Leading Group Office, enter the State Grid Enterprise Application System (Enterprise Account) - High-tech Enterprise Recognition Application - Application Materials - Notification and Commitment System, and check Select the "Letter of Commitment to Notify Certification Matters" that you have read and agree to. After clicking Confirm, the system will automatically generate the text of the "Letter of Commitment to Notify Certification Matters" (applicable to applications for high-tech enterprise certification) with the name of the applicant company and other information, and click to print (the system defaults to A4 paper, front and back printing). The applicant enterprise shall have the legal representative of the enterprise sign and stamp the company's official seal in the corresponding position of the "Letter of Commitment to Notify Certification Matters". After scanning and uploading the signed and sealed "Letter of Commitment to Notify Certification Matters" to the system, it is no longer necessary to provide supporting materials for applicable matters. . If you do not choose to apply the notification and commitment system, the applicant enterprise shall provide the necessary supporting materials for relevant matters in accordance with regulations. 3. The enterprise should fill in the "Application Form for High-tech Enterprise Recognition" in accordance with the requirements prompted by the State Grid, and upload the relevant attachments; after confirming that it is correct, select the corresponding local science and technology management department and click "Submit" (please do not choose to submit to "Ningbo City"). Then download the "Application Form for High-tech Enterprise Recognition". 4. Log in to the "Ningbo High-tech Enterprise Recognition and Management Network" (hereinafter referred to as: local network, gaoqi.kjj.ningbo.gov.cn/), click "Legal Person Login", and log in with the legal person account of the Zhejiang Government Service Network (no Enterprises with legal person accounts on the Zhejiang Government Service Network need to register first). After logging in, correctly fill in the basic information of the company, save and submit to activate the declaration section. Click "Declaration for High-tech Enterprise Recognition (Formal Declaration)", fill in the basic information of the enterprise, transformation of scientific and technological achievements, etc. according to the prompts, and upload the "Application for Recognition of High-tech Enterprise" and related attachments downloaded from the State Grid. For intellectual property content, if you choose to apply the notification and commitment system, the applicant company must upload a list of intellectual property rights in the attachment; if you do not choose to apply the notification and commitment system, the applicant company must provide the certification materials required for the company's intellectual property rights in accordance with regulations. After confirming that it is correct, select the corresponding local science and technology management department and click "Submit". (3) Preliminary review The local science and technology management department, together with the finance and taxation departments, will review the application materials submitted by the enterprise to the "State Grid" and "Local Grid" with reference to the "Key Points for the Preliminary Review of Ningbo High-tech Enterprise Recognition" (Annex 3). Research and put forward preliminary review opinions, enter them into the "Local Network" enterprise preliminary review column, export and print the "Summary of Preliminary Review Opinions for the X Batch of High-tech Enterprises in 2022" (1 copy), stamp it with the official seal and send it to our office. (4) Review and filing Our office organizes expert review, on-site inspections, meeting deliberations and public announcements, and submits them to the National High-tech Enterprise Recognition and Management Leading Group Office for filing.

3. Notes (1) Local science and technology departments must attach great importance to the application and service of high-tech enterprises, further optimize work processes and service methods, and strengthen the identification of high-tech enterprises while doing a good job in epidemic prevention and control. Promote and interpret policies such as the notification and commitment system for relevant certification matters, provide relevant information consultation, and actively promote and implement the notification and commitment system for certification matters. If you choose to apply the notification and commitment system, the enterprise should ensure that the commitment information is true and accurate. Enterprises that provide false commitments will be included in the relevant credit records and will not be subject to the notification and commitment system when they next apply for high-tech enterprise certification; companies that provide false commitments will pass The recognized enterprises will be dealt with in accordance with paragraph 1 of Article 19 of the "Administrative Measures". (2) In order to ensure that the preliminary review, expert review and other processes are carried out normally, the information and attachments filled in by the enterprise on the state network and local network should be completely consistent. If modifications are needed, they should be modified simultaneously on the state network and local network before submitting the application. (3) High-tech enterprises are recognized as paperless, and enterprises do not need to submit paper materials. For enterprises that pass the preliminary review, they can refer to Appendix 1 "Basic Requirements for High-tech Enterprise Recognition Application Form" to prepare paper application materials and keep them for future reference. The certification materials uploaded by enterprises on the "Local Network" should be in PDF format, with clear and complete content, and complete and orderly file titles. (4) Confidential-related enterprises should declassify application materials in accordance with relevant national confidentiality regulations to ensure the security of confidential information. (5) The relevant intellectual property rights must be authorized or approved within China and be within the effective protection period of Chinese law.

Enterprises should conduct their own intellectual property legal status search. If they do not choose to apply the notification and commitment system, the applicant must provide patent payment vouchers, legal status inquiries, patent registers and other relevant materials in the application materials, including Class I and Class II patents. They need to be filled in separately; for patent rights obtained through the transfer of application rights, the company should provide materials explaining the change of patent rights; when the intellectual property rights provided by the company have other enterprise-type rights owners, a statement that the company has given up its use for high-tech enterprise certification should be provided Material. (6) The audit intermediary selected by the enterprise should meet the conditions of practice time limit, professional ethics, practitioner ratio and other conditions specified in the "Work Guidelines", and should agree on responsibilities. The audit report issued by the audit agency should be accompanied by a copy of the business license, a copy of the practice certificate, the average number of employees per month for the year, the number of certified public accountants and other relevant materials, and submit a letter of commitment from the agency (Annex 4). (7) Enterprises, technology intermediaries, auditing intermediaries and personnel participating in the identification of high-tech enterprises have obligations of integrity, compliance and confidentiality for the work they undertake. For those who engage in fraud and other behaviors, in accordance with the relevant provisions of the "Ningbo Scientific Research Integrity Management Measures (Trial)" (Yongkezi [2020] No. 81), they will be included in the city's scientific research dishonesty blacklist, the reward and subsidy funds already enjoyed will be recovered, and Transferred to the "Ningbo Public Security Information Service Platform" for public exposure. Science and technology departments in various places are requested to remind enterprises to be more vigilant against behaviors such as soliciting improper money on the grounds of promising to be certified as high-tech enterprises, enhance prevention awareness, and guard against being deceived.

4. Acceptance Time The 2022 high-tech enterprise certification will be accepted in two batches. The deadline for online submission of the first batch of certifications for "State Grid" and "Local Network" is June 15th. The deadline for the second batch is June 15. The deadline for filling in the online application form for the identification of "State Grid" and "Local Grid" is August 16th. The expert review of high-tech enterprises adopts a fully closed review method. Enterprises that have not passed the first batch of certification can supplement and complete the application materials and apply again to participate in the second batch of certification. Enterprises that have participated in the pre-declaration within the prescribed period will be given priority to participate in the first batch of certification, and companies that have not participated in the pre-declaration within the prescribed period will in principle participate in the second batch of certification. All localities should reasonably arrange the reporting time for enterprises to prevent network congestion caused by excessive concentration of declarations. High-tech enterprises are an effective force in building and forming a new development pattern. All departments must attach great importance to the cultivation of high-tech enterprises, promote the transformation and upgrading of traditional manufacturing industries, and accelerate the cultivation of industrial enterprises and technology-based small and medium-sized enterprises to grow into high-tech enterprises and become high-level enterprises. Provide strong impetus for building innovative cities. Matters not covered in the above notice shall be handled in accordance with relevant national regulations and relevant requirements of our city.
