The State Council's Guiding Opinions on Deepening the Pilot Reform of Professional Title System

In order to deepen the reform of the professional title system, innovate the professional title evaluation mechanism, and promote the sound and rapid development of China's economy and society, we hereby put forward the following opinions.

I. Guiding ideology

Under the guidance of Scientific Outlook on Development, we should implement the concept of scientific talents, explore a new evaluation mechanism for professional and technical talents in combination with the reality of professional and technical talents in various industries in China, formulate new evaluation standards for professional and technical talents, introduce quantitative evaluation methods for work, give play to the guiding role of evaluation indicators, and guide "teachers to enter the classroom, doctors to go to the clinic, actors to go to the stage, and scientific and technical personnel to the fields and factories". Gradually promote the combination of evaluation and employment of professional and technical titles in public institutions, enhance the enthusiasm and creativity of professional and technical personnel to join the main battlefield of economic construction, and provide talent guarantee and intellectual support for speeding up construction.

Second, improve the evaluation conditions of professional titles.

(a) to complete the basic workload as a necessary condition. The application and evaluation conditions of each title series should fully consider the actual situation of different professional and technical personnel positions, make quantitative provisions on the classification of basic workload of professional and technical personnel, and take it as a necessary condition for title evaluation. The quantitative indicators are the average annual class hours, outpatient visits, performances, public welfare performances, technical guidance, promotion and welfare of professional and technical personnel since they took office.

(B) classification adjustment, improve the paper conditions. For professional and technical personnel engaged in teaching or scientific research in universities, research institutes, large enterprises and institutions, professional title evaluation should take papers as a necessary condition, formulate quantitative assessment standards, moderately improve their quality and quantity requirements, and prevent low-level repetition of papers; Professional and technical personnel in rural villages, towns, factories and front-line projects can relax their requirements for papers, and their technical summaries and reports on popularizing new technologies or solving practical technical problems can be regarded as papers, and their papers can be regarded as one of the alternative conditions for performance.

(3) Encourage technological innovation and transformation of achievements. For inventors who have obtained more than two national invention patents after working, applying for corresponding titles can avoid the computer examination of foreign language titles and titles, and reduce the number of papers. If the main personnel who set up high-tech enterprises declare the corresponding titles, the number of jobs created by their enterprises and the maintenance of a certain number of years will be one of the performance evaluation conditions.

(four) to guide professional and technical personnel to serve the grassroots. Participate in the "professional and technical personnel supporting agriculture, teaching and supporting medicine" service for one year and pass the examination. When applying for job title evaluation, the professional titles of foreign languages and computers are exempted from examination, and the required hours (credits) of continuing education are reduced or exempted for one year. The work summary after the expiration of the "three branches" service can be used as the basis of the paper; If the service expires for half a year and passes the examination, one of the above-mentioned foreign languages, computer titles and papers will be selected according to three preferential policies, and the number of continuing education hours (credits) will be reduced or exempted for half a year. Excellent performance during the service period, under the same conditions, priority can be given to declare and evaluate the title at the next higher level.

(five) unified primary and secondary school teachers' professional titles (positions) system. Follow the law of educational development, according to the direction and overall requirements of deepening the reform of professional title system, establish a unified grade and name of professional title (post) of primary and secondary school teachers, which is connected with the employment system and post management system of public institutions and conforms to the professional characteristics of teachers. Junior staff level and assistant level; The high level consists of sub-high level and positive high level. The titles (positions) of ranks, assistant ranks, intermediate ranks, deputy senior ranks and senior ranks are in turn three-level teachers, two-level teachers, first-level teachers, senior teachers and senior teachers.

Third, expand the scope of professional title evaluation.

Allow the evaluation of "Double Champion". Professional and technical personnel who meet the corresponding conditions are allowed to evaluate "double titles", and their professional and technical titles are only used as academic and technical grade certification. The employing unit may employ its professional and technical posts according to the needs of the work, and only the current posts will be assessed during the employment period.

2. The convergence of vocational qualification system. There are clear provisions in the professional qualification system of some majors. Those who have obtained professional qualifications can be employed with corresponding titles. The employing unit may employ corresponding titles according to the needs of the work and the relevant provisions of the job reform office; Persons who have been employed with corresponding titles and meet the corresponding length of service conditions may apply for the evaluation of first-class titles according to the relevant provisions of job reform.

Fourth, improve the evaluation method of professional titles.

First, improve the evaluation method. Construction by the government, employers and social intermediary institutions * * * to participate in the evaluation system of professional and technical personnel, give full play to the role of trade associations in the evaluation of professional titles, in conditional series, gradually implement the "test instead of evaluation" for junior and intermediate titles, and gradually implement the evaluation method of "combination of evaluation" for senior titles.

Second, strengthen the assessment of the term of office. Adhere to the principle of combining leaders with the masses, combining peacetime with periodicity, and combining qualitative with quantitative, and establish and improve the professional title evaluation system based on the annual assessment of professional and technical personnel, with the content of fulfilling job responsibilities, completing annual work objectives and tasks or employment contracts, scientific research achievements, serving grassroots units, participating in continuing education and other related agreements. As the main content of the assessment, the assessment results are the main basis for renewal, low employment or dismissal, and passing the assessment is the necessary condition for promotion to a higher professional title.

Five, strengthen the evaluation organization construction.

Adjust and enrich the expert database of senior and intermediate professional titles evaluation, break down the internal and external barriers of regions, industries, systems, departments and systems, and appropriately increase the number of expert judges in non-public economy and social intermediary organizations. The judges are dynamically managed by classification, and their term of office is extended from 3 years to 5 years. In accordance with the principles of professional organization, peer review and industry recognition, we will reorganize various series of high and intermediate professional title evaluation committees, explore the formation of regional evaluation committees, cover the scope of professional title evaluation to the main battlefield of economic construction, and continuously improve the socialization of evaluation work.

Sixth, conscientiously implement the work.

Relevant business departments at all levels should seriously formulate the basic workload assessment standards for professional and technical personnel in this system and this industry, revise and improve the evaluation conditions for titles in this title series, and report the evaluation conditions for new titles in this title series to the provincial (city) post-reform office for review. All departments at all levels should, in accordance with the unified arrangements of the State Council, accelerate the progress of reform, actively and steadily push forward, and implement the current professional title work as soon as possible. It is necessary to further strengthen the discipline of professional titles. Without the approval of the superior zhigai office, the personnel (zhigai) department shall not formulate the title policy without authorization. All departments should earnestly strengthen the organization and leadership of the title system reform, ensure the necessary work energy, funds and personnel, strengthen communication and coordination, streamline work links, improve work efficiency, and solidly promote the title system reform.
