According to the implementation opinions, Guangdong will promote the construction of Greater Bay Area in three steps, namely, 2020, 2022 and 2035. Compared with the "two steps" in the Outline of Guangdong-Hong Kong-Macao Greater Bay Area Development Plan (referred to as the "Planning Outline"), Guangdong has detailed 2020 as the "first step", emphasizing the need to "lay a solid foundation" at this stage.
The "first step" is also the implementation stage of the three-year action plan. According to reports, this is a 100 key measure covering nine aspects in Guangdong, focusing on the medium-term arrangement, dividing the key tasks that can be implemented more accurately in the near-term and further quantifying the phased goals.
Among them, Guangdong put the optimization and upgrading of the spatial development pattern in the first place, and further pointed out the path and direction of "strong alliance" between the six major cities of Hong Kong, Shenzhen, Guangzhou, Foshan and Macao and Zhuhai. At the same time, this time, Guangdong also highlighted the all-round deployment of infrastructure, science and technology, industry and opening up.

Guo Wanda believes that the above directions have already determined the advantages and positioning of major cities in Greater Bay Area. For example, Shenzhen and Hong Kong will play a leading role in innovation and development, Guangfo will play a leading role in the construction of metropolitan areas, and Zhuhai and Macao have the potential of windows and business cards in tourism and technology industries. These are also important exploration directions for Greater Bay Area.
In 2020, Greater Bay Area's R&D intensity will reach 2.8%.

The three-year action plan further proposes to build the Guangdong Pilot Free Trade Zone with high standards, strive for the expansion of the Pilot Free Trade Zone, and build a free trade channel in Guangdong-Hong Kong-Macao Greater Bay Area.
