According to the "Hunan Province Provincial Enterprise Technology Center Recognition and Management Measures", provincial enterprise technology centers should meet the following basic conditions at the same time:
(1) The enterprise is registered in Hunan Province , has independent legal person status, has been in continuous operation for no less than 2 years, and has relatively obvious development and competitive advantages in the same industry or field in the province. In the previous year, the main business income should be no less than 60 million yuan for manufacturing enterprises and no less than 30 million yuan for R&D and design enterprises.
(2) The enterprise has established a technology center and has been operating normally for more than two years. The technology center has a sound organizational system and technological innovation mechanism, clear development plans and goals, and has established intellectual property rights, quality and technical standards, brand cultivation, etc. Related work systems.
(3) Enterprises attach great importance to the development of new technologies, new products and new processes, and have the basic conditions for technological innovation and the ability to organize and carry out high-level technological innovation activities.
1. Have high investment in research and development. The amount of research and experimental development expenditures in the previous year was not less than 3 million yuan, and the proportion of the main business income reached the corresponding grade requirements.
2. Have technological innovation leaders with high technical level and rich practical experience and a R&D team with reasonable scale and structure. Last year, there were no less than 30 R&D personnel in manufacturing enterprises, and the proportion of R&D personnel in R&D and design enterprises accounted for no less than 20% of the total number of employees in the enterprise.
3. Have relatively complete research, development, design and testing conditions. As of the application deadline, the total original value of technology development instruments and equipment purchased by the enterprise and currently in use shall be no less than 3 million yuan for manufacturing enterprises and no less than 500,000 yuan for R&D and design enterprises.
4. Have independent research and development intellectual property rights. As of the application deadline, manufacturing enterprises have one valid invention patent authorization certificate, and R&D and design enterprises have one valid invention patent authorization certificate or 20 software copyright authorization certificates.
(4) Within three years before the application deadline, the enterprise has no serious violations of relevant national laws and administrative regulations or major safety, environmental protection, or product quality accidents; it has no serious bad credit records.
