1. Policy requirements:
Guangzhou’s small scientific and technological innovation giant enterprises should meet one of the following two conditions to enter the database:
Condition one:
1. The main business or products of the enterprise should belong to the high-tech fields supported by the state;
2. The registration time is more than 1 fiscal year.
3. It has never been recognized as a high-tech enterprise;
4. It has independent intellectual property rights applied for with the company’s core technology, and in the past three years, the company has passed independent research and development, transfers, and donations. The number of intellectual property rights owned through mergers and acquisitions, etc., meets one of the following requirements:
(1) 1 or more invention patent authorizations or exclusive rights to integrated circuit layout designs or new plant variety rights;

(2) Authorization of 2 or more utility model patents;
(3) Authorization of design patent (required not to simply change product pattern and shape), software copyright or integrated circuit layout The total number of design exclusive rights is 3 or more.
5. Scientific and technological personnel with a college degree or above account for more than 15% of the total number of employees of the enterprise that year, among which R&D personnel account for more than 5% of the total number of employees of the enterprise.
6. The total research and development expenses in the past two fiscal years account for no less than 3% of the total sales revenue (among them, the research and development expenses incurred by the enterprise in Guangdong Province account for 10% of the total research and development expenses) The proportion is not less than 60%, and if the company was registered and established for less than two years, the calculation will be based on the actual operating years);
7. The business operation situation meets one of the following conditions:
(1 ) The revenue from high-tech products (services) in the previous year accounted for more than 40% of the company's total revenue that year;
(2) The company's annual sales revenue growth rate in the previous year was more than 40%.
8. Have a certain level of research and development organization management and standardized financial management, and have established auxiliary accounting accounts or special accounts for research and development expenses.
Condition 2: Enterprises that have been included in the Provincial High-tech Enterprise Cultivation Database can enter the Municipal Science and Technology Innovation Little Giant Enterprise Database after submitting relevant materials for review by the Municipal Science and Technology Innovation Committee.
