A designated agent is an agent who has agency rights as designated by the people's court or relevant units. If there is a dispute over the guardianship of a person without capacity for civil conduct or a person with limited capacity for civil conduct, the unit where the minor's parents work or the unit where the mentally ill person works shall be appointed among close relatives. If the relevant unit appoints a guardian and notifies the designated person in writing or orally, the designation shall be deemed to be established.
