After working for 10 years, an open-ended labor contract can be concluded.

Since the date of enterprise reform, the labor contract system has been implemented. Before the enterprise restructuring, the living allowance for supporting immediate family members and the living allowance for streamlining retirees borne by institutions shall be implemented according to the relevant policies of institutions after the enterprise restructuring. Since the date of change of registration, business development service institutions engaged in technology transfer and technical consulting, technical services and technical training related to technology transfer, and their annual net income is less than 300,000 yuan, are temporarily exempted from enterprise income tax; Urban land use tax, property tax and enterprise income tax shall be exempted within 7 years from the date of registration.

After the restructuring, the scientific research projects and capital construction projects approved by the state are still implemented as planned; When a new technological transformation project or new product development project is launched after enterprise restructuring, the economic, trade, science and technology, finance, banking and other departments will give priority to the establishment, examination and approval, funds and loans.

Five, enliven the internal distribution in various forms

In administrative institutions, referring to the units managed by the national civil service system, the salary system of executive organs and the local supplementary allowance system are implemented; Units that are not managed by the national civil service system implement the wage system of public institutions. Social welfare institutions shall implement the management of total wages, and the personnel department of the government shall, jointly with the financial department, approve the annual total wages, which shall be used by the unit as a lump sum.

The way to activate the allowance distribution of social public welfare institutions is as follows: the current state stipulates that the fixed part of the wage structure is fixed, and the living part is tied with other wage allowances, performance pay and other items, and the factors such as posts, tasks, performance and benefits are considered as a whole, and post allowances, performance allowances, project allowances, category allowances and special talent allowances are established to appropriately broaden the distribution grades. Conditional three-level public welfare institutions and two-level public welfare institutions can try out the internal wage system after approval. The way is: all the wages, allowances and subsidies stipulated by the current state and local governments are regarded as file wages, and within the total lump-sum wages, the unit independently chooses various internal wage distribution methods such as post salary system, structural salary system, project (project) salary system and agreed salary system, and pays according to the post, task and performance.

The realization forms of social welfare institutions' distribution according to production factors: First, technology shares. Institutions that have tried out the personnel employment system shall be standardized and improved in accordance with these measures; For the first time, the personnel employment system shall be implemented, and the employment contract shall be signed in accordance with the principle of competitive appointment and merit-based employment. When an employer signs a labor contract for the first time, it shall sign a labor contract with the spouse of an active serviceman, a female worker during pregnancy, childbirth and lactation, a disabled person, a disabled person suffering from an occupational disease or work-related injury, who has been identified as Grade 6 or above by a labor ability appraisal institution, and personnel clearly stipulated by the state policy. Those who have completely lost their ability to work as identified by the labor ability appraisal institution shall go through retirement (resignation) procedures in accordance with relevant regulations.

When signing the employment contract for the first time, if the employee refuses to sign the contract with the unit, the unit will give him a career choice period of not less than 3 months. If you fail to choose another job after the expiration of the employment period, it is recommended to go through the resignation procedures. Eight, the assessment results affect the total wages of this unit.

The assessment of public institutions is divided into comprehensive assessment and special assessment. Comprehensive assessment includes the assessment of leading bodies and leading cadres and the performance assessment of units. On the basis of the overall operating conditions, the performance evaluation of the unit selects several key indicators to evaluate the main operating conditions. Special assessment includes financial status, social insurance, institutional setup, personnel management and major issues assessment. At all levels, assessment committees of public institutions composed of organizations, personnel, supervision, finance, personnel and auditing departments will be set up to solicit opinions from all walks of life in various forms in combination with listening to the social evaluation mechanism.

The assessment results are divided into three grades: A, B and C. Generally, the grade A determined in each assessment does not exceed 15% of the total number of such institutions. The assessment results are used as the basis for adjusting the financial support of institutions and the total wages of units, and are linked to the employment, rewards and punishments and income distribution of leading members and related personnel. If the institutions are assessed as Grade A, the financial support and total wages will be appropriately increased; If it is determined to be Grade C, it shall be given a warning, and the competent department shall be responsible for rectification and reduce financial support.
