Russia said: refuse to cooperate with Korean shipping companies! South Korea's "order for technology" strategy failed.

Due to the long-term conflict between Russia and Ukraine and the escalating western sanctions against Russia, Korean shipbuilding enterprises began to withdraw from cooperation with Russian energy and shipping enterprises. Next, Korean shipbuilding enterprises may withdraw from the joint venture in Russia and completely "decouple" from Russia. This means that South Korea's strategic idea of trying to compete with China's shipping companies through "technology for orders" will also become a bubble.

Russian Deputy Prime Minister said: Red Star Shipyard refused to continue cooperation with Korean shipbuilders.

According to Russian media Prim. News5 reported on May 30 that Russian Deputy Prime Minister Yuri borisov said on Russian State TV Channel 24: "With the refusal of Far East Red Star Shipyard (Zvezda) to continue cooperation with Korean partners, it is necessary to revise relevant production projects and establish new cooperation." Borisov also stressed: "Under any sanctions, Russia will not stop building (related ships) and will continue to operate in the future."

At the same time, Hyundai Sanhu Heavy Industry has been discussing whether to completely retain the cooperation project with Russia in the near future. Previously, Hyundai Sanhu Heavy Industry accepted three orders for LNG carriers from Russian national shipping company Sovcoflot. However, after Sovcoflot was included in the western sanctions list, Hyundai Sanhu Heavy Industry has chosen to temporarily suspend its cooperation.

In fact, the cooperation between Hyundai Heavy Industry Group and Russian Shipping Company began on 20 16. In September of that year, Red Star Shipyard signed a construction contract with Rosneft for five114,000 dwt LNG-powered Avra tankers, which were designed by Hyundai Heavy Industry.

From 2065438 to June 2007, Hyundai Heavy Industry Group signed a technical support agreement with Red Star Shipyard through its subsidiary, Hyundai Sanhu Heavy Industry Co., Ltd., and the two parties established a joint venture company for ship engineering and project management (Zvezda-Hyundai) in Vladivostok, in which Hyundai Sanhu Heavy Industry Co., Ltd. holds 49% and Red Star Shipyard holds 5 1%. The two sides cooperated in ship design, marketing and human resources training through Red Star-Hyundai Company to provide technical support for Red Star Shipyard to build an Arctic shuttle tanker. Since 20 18, Red Star-Hyundai has built the Avra oil tanker driven by 165438+40000 dwt liquefied natural gas and the first Russian Avra oil tanker "Vladimir Monomakh" driven by 165438+40000 dwt liquefied natural gas.

Russian Far East Red Star Shipyard is the main maintenance enterprise of Russian Pacific Fleet submarines and the only factory in the region that can maintain, upgrade and improve ballistic missile submarines. The Korean industry pointed out that as one of the largest producers of crude oil and natural gas in the world, although Russia has excellent warship construction technology, it is still in a toddler stage in the field of merchant ships. Since 2009, the Russian government has begun to promote the reconstruction and modernization of Red Star Shipyard. The first phase was completed in September 20 16, and all the construction projects of the second phase are planned to be completed in 2024. By then, Red Star Shipyard will be able to build large-scale LNG carriers, drilling ships, FPU/FPSO/FLNG, pipe-laying ships and various offshore drilling platforms and offshore equipment, becoming the largest modern shipyard in Russia and the first enterprise in Russia to focus on manufacturing large-scale offshore ships.

In June 2020, 1 1, Red Star Shipyard began to build the first Arctic LNG 2 series ship of Novatek Arctic LNG Project 15 Arc7 ice-breaking LNG ship, which was the first time that Russia built such a large LNG ship, thus Red Star Shipyard became the second shipyard in the world to build an Arc7 ice-breaking LNG ship after Daewoo Shipbuilding.

The Korean industry pointed out that due to Russia's proximity to South Korea, more than 80% of the core projects of the shipbuilding projects cooperated by the two sides were implemented in South Korea, and then Russia was responsible for the specific construction work.

Korean shipping company denied that the cooperation with Red Star Shipyard was not interrupted.

However, regarding the news that Korean shipbuilding enterprises and Red Star Shipyard will be "decoupled", the relevant person of Korea Shipbuilding Ocean, the second-tier holding company of Hyundai Heavy Industry Group responsible for shipbuilding business, responded: "The cooperation with Red Star Shipyard has not been interrupted. The two sides are continuing to maintain good cooperative relations. "

In addition, the Korean industry expects that Samsung Heavy Industries will continue to cooperate with Red Star Shipyard as originally planned. The 5 trillion won LNG carrier project jointly promoted by Samsung Heavy Industries and Red Star Shipyard will be completed according to the contract.

The two sides signed a cooperation agreement in 20 18 to establish a shuttle tanker joint venture company. The terms of the agreement include that Samsung Heavy Industries is responsible for providing the technical rules, basic and detailed design of the ship to Red Star Shipyard, and assisting Red Star Shipyard to work out detailed engineering drawings with the Central Design Bureau of Lazurit, Russia. At the same time, Samsung Heavy Industry will also provide technical support for planning, project management and quality assurance during the construction and assembly of shuttle tankers by Red Star Shipyard, as well as the procurement of materials and equipment, and ensure the engineering support for ship construction. In addition, in order to ensure the smooth completion of the project, Samsung Heavy Industries will also train Russian technicians in its shipyard and organize them to practice in Korean shipyards in similar projects.

At that time, Russian media pointed out that the purpose of establishing the joint venture company was to provide technical support for Red Star Shipyard to build Arctic shuttle tankers of various sizes. These tankers will be used to export oil extracted from Rosneft oil field and other Russian and foreign oil fields. Moreover, the cooperation with Samsung Heavy Industry can promote the development of shipbuilding technology of Red Star Shipyard.

After the outbreak of the conflict between Russia and Ukraine, the western countries kicked Russia out of the SWIFT international payment system, which has officially triggered the contract crisis of Korean shipbuilding enterprises and may have a subsequent chain reaction. /kloc-in may, 2008, daewoo shipbuilding announced that it had decided to unilaterally cancel the construction contract of an LNG ship under construction because the European shipowner failed to pay the interim payment within the contract period. Some analysts pointed out that after the termination of the contract 1, the possibility of maintaining the contract for the remaining two ships became unclear.

People in the Korean industry said that Russian new ship orders are of great significance to Korean shipbuilding enterprises. At present, the total Russian orders held by the three major shipping companies in South Korea are 10.3 trillion won (about 8.05 billion US dollars), including 5 billion US dollars from Samsung Heavy Industry, 2.5 billion US dollars from Daewoo Shipbuilding and 550 million US dollars from Hyundai Heavy Industry Group. If the payment of these contracts cannot be settled normally due to financial sanctions against Russia, it will bring great risks to the Korean shipbuilding industry.

More importantly, the reason why South Korea's three major shipping companies accepted massive orders from Russia was largely because they implemented the strategy of "exchanging technology for orders" and established cooperative relations with Red Star Shipyard. If the cooperation between Korean Shipping Company and Red Star Shipyard is interrupted, it will be unbearable for Korean Shipping Company.

In addition, for Korean shipbuilding enterprises, technology export has become an important strategy and means to contain competitors in the shipbuilding industry between China and Japan. Its strategic intention is that instead of worrying about diverting orders from major shipowners such as Saudi Arabia and Russia to build large shipbuilding enterprises, it is better to form a partnership with them, cultivate them into competitors of Chinese and Japanese shipbuilding enterprises, and at the same time grow themselves into a platform company that collects patent royalties through technology transfer.
