1. belongs to the scope of China Agricultural Science and Technology Award;
2. There is no dispute over the ownership of the results, the completion unit and the completion person;
3. There is no duplicate reward content.
Sixteenth projects that have won the National Science and Technology Award or projects that are applying for the National Science and Technology Award may not apply for the China Agricultural Science and Technology Award.
Seventeenth to declare and recommend the China Agricultural Science and Technology Award shall submit the following relevant materials:
1. Recommended by China Agricultural Science and Technology Award;
2. The application certificate of the results issued by the provincial industry management department;
3. Novelty retrieval report issued by novelty retrieval institutions recognized by the provincial and ministerial level;
4. For popular science achievements, original works or compiled works shall be submitted, and the main ideas of the works and proof materials with public influence shall be provided;
5. Relevant certification materials shall be submitted for special achievements:
(1) Technological invention achievements shall be submitted to the national invention patent certificate or the notice of preliminary examination of patent application;
(two) animal and plant breeding achievements shall be submitted in accordance with the relevant laws and regulations, and the variety right certificate or preliminary qualification certificate shall be submitted for plant breeding achievements that have been included in the protection list of new plant varieties announced by the administrative department of the State Council;
(3) Fertilizer and soil conditioner shall submit fertilizer registration certificate or temporary registration certificate, and pesticide and plant growth regulator shall submit pesticide registration certificate or temporary registration certificate;
(4) A new veterinary drug registration certificate or a veterinary drug production license certificate shall be submitted for veterinary drugs, and a feed or feed additive production license certificate shall be submitted for feed and feed additives;
(five) genetically modified products and biological varieties and products obtained through genetic modification shall be submitted to the safety approval documents of genetically modified organisms issued by the relevant government departments.
Article 18 The main personnel who declare the completion of a project refer to the main personnel who have made creative and practical contributions to the completion of the project. The main finishing department shall meet at least one of the following conditions:
1. Put forward the overall academic ideas, research plans, technical routes or important innovations;
2. Directly participate in and solve the key academic problems or experimental and technical difficulties in the development process;
3 research methods and means, the main contributors to the collection and comprehensive analysis of important basic data;
4. Participate in and solve important difficulties or key technical problems in the process of production and application;
5. During the completion of the results, at least one third of the time should be spent on the scientific research line of this project;
6. Put forward the creative ideas of popular science works and directly participate in the completion of the works.
Article 19 The recommended quota for major winners of awards at all levels is: 20 first prize winners, 5 second prize winners/kloc-0 and 0 third prize winners/kloc-0.
Article 20 The main completion unit of a recommended project refers to the unit that organizes and provides technology, personnel, equipment and other conditions in the process of project development, debugging and application, which plays an important role in the completion of the project.
Article 21 It is recommended that the number of units that have mainly completed awards at all levels is: first prize 10, 7 second prizes and 5 third prizes.
Twenty-second scientific and technological achievements completed by multiple units in cooperation with each other shall be declared by the unit that first completed the achievements.
Twenty-third units recommended by China Agricultural Science and Technology Award.
1. Departments (bureaus, commissions and offices) of agriculture, agricultural machinery, animal husbandry, veterinary medicine, agricultural reclamation, township enterprises and fisheries in all provinces, autonomous regions and municipalities directly under the Central Government, and Agricultural Bureau of Xinjiang Production and Construction Corps, are responsible for the unified recommendation of declared projects in their respective jurisdictions and industries. Agricultural colleges and universities in all provinces should actively cooperate with this work;
2 units directly under the Ministry of Agriculture and relevant scientific research and teaching units in the national non-agricultural system can directly recommend the declared projects to the office of the Award Committee;
3. Encourage national societies and industry associations to recommend declared projects to the office of the Award Committee;
4. Encourage relevant organizations in Hong Kong, Macao and Taiwan to recommend declared projects to the office of the Award Committee.
Twenty-fourth China agricultural science and technology award reporting procedures.
1. The reporting unit reports the project information to the recommending unit;
2. Recommend units to conduct formal review of the project, and organize experts to conduct preliminary evaluation. Provincial agricultural administrative departments may entrust relevant units to be responsible for specific work;
3 through the preliminary evaluation of the declaration of the project, recommended by the recommendation unit to the China Agricultural Science and Technology Award Committee Office.
