the competent department of science and technology is responsible for the use, management and supervision of provincial-school cooperative funds involving agriculture, and regularly submits relevant information to the provincial-school cooperative fund management office. Article 5 The sources of cooperation funds between provinces and schools include:
(1) funds included in the provincial financial budget and funds increased according to the financial situation;
(2) the recovered provincial-school cooperative funds for paid use;
(3) paid use fees of provincial-school cooperation funds;
(4) the share of income obtained from the use of provincial-school cooperative funds;
(5) other funds that should be included as stipulated by the provincial people's government. Article 6 The use of cooperative funds between provinces and schools shall be guided by the economic and social development goals and scientific and technological priorities determined by this province, and based on the scientific and technological development plans of this province, annual plans and key plans for industrial scientific and technological development demonstrated by experts. Its scope of use mainly includes:
(1) projects of scientific and technological development, technology transfer and popularization and application contracts signed by universities and scientific research units outside the province with state-owned, collective and township enterprises in our province;
(2) cooperation projects such as soft science research, major economic and technical consultation and senior professional training approved by the provincial people's government. Article 7 The following methods can be selected for the use of cooperative funds between provinces and schools:
(1) The advance method with the use rate of funds lower than the bank loan interest rate in the same period, with the advance period not exceeding two years, and the use rate is generally 5% of the bank interest rate in the same period;
(2) commissioned development;
(3) purchasing a patent or proprietary technology at one time;
(4) Joint ventures or technology shares;
(5) Direct appropriation. Article 8 The arrangement of cooperative funds between provinces and schools shall be linked to the project, and the responsibility system for project benefits shall be established, with emphasis on advanced adaptive technologies and high-tech projects with great potential for benefit growth, mature results and good market prospects, and the amount of long-term cooperative funds agreed with universities outside the province shall remain unchanged. Article 9 The project undertaker applying for the use of provincial-school cooperative funds shall apply to the provincial-school cooperative fund management office through the municipal economic and technical cooperation office or the competent department of science and technology and the financial department jointly. A project subject to tender shall be tendered according to the requirements of the provincial-school cooperative bidding project book. Article 1 when applying, the project undertaker shall submit the following materials:
(1) an application for using the provincial-school cooperation funds;
(2) contracts for the development, transfer or popularization and application of scientific and technological achievements signed with the scientific and technological developer and transferor;
(3) feasibility study report;
(4) review opinions of the municipal and county science and technology cooperation departments and financial departments where the project is located;
(5) the review opinions of the scientific and technological achievements management organization and expert demonstration group of the scientific and technological development or transferor.
for projects subject to tender, materials shall be provided to the provincial-school cooperative fund management office in accordance with the relevant provisions of the Measures for the Administration of Bidding for Projects Supported by Special Financial Funds in Hebei Province (Trial). Article 11 the provincial-school cooperative fund management office and the provincial finance department shall make overall consideration and comprehensive balance on the development projects, development period, implementation progress, risk degree, budget estimate and economic benefits of applying for the use of provincial-school cooperative funds, draw up a plan for the use of funds, and organize the implementation after being approved by the provincial-school leading group. Article 12 Before the provincial-school cooperation funds are allocated for the cooperative projects approved by the audit, the provincial-school cooperation fund management office shall sign a contract for the use of provincial-school cooperation funds with the project undertaker, so as to clarify the responsibilities, rights and obligations of all parties and the ownership of the property rights formed by the cooperative development of scientific research projects. Article 13 After the signing of the contract for the use of provincial-school cooperative funds, the provincial-school cooperative fund management office shall allocate funds by stages in accordance with the relevant provisions of the provincial science and technology three-item cost management and the project implementation plan, and supervise the use of funds.
