Full text of the State Council's opinions on promoting the development of health service industry

People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions and institutions directly under the Central Government of the State Council: since the implementation of the new round of medical and health system reform, significant phased results have been achieved, universal medical insurance has been basically realized, and the basic medical and health system has been initially established, which has obviously benefited the people and created good conditions for accelerating the development of the health service industry. In order to achieve the goal of universal access to basic medical and health services and meet the people's growing demand for health services, we should continue to implement the Opinions of the Central Committee of the State Council on Deepening the Reform of the Medical and Health System (Zhongfa [29] No.6), unswervingly deepen the reform of the medical and health system, adhere to the core concept of providing the basic medical and health system to the whole people, and follow the basic principles of ensuring the basics, strengthening the grassroots and building mechanisms. Accelerate the improvement of the universal medical insurance system, consolidate and improve the basic drug system and the new mechanism of grass-roots operation, actively promote the reform of public hospitals, and make overall plans to promote the reform of basic public health services and other related fields. At the same time, it is necessary to widely mobilize social forces and take measures to develop the health service industry. Health service industry aims at maintaining and promoting people's physical and mental health, mainly including medical services, health management and promotion, health insurance and related services, involving drugs, medical devices, health products, health food, fitness products and other supporting industries, with wide coverage and long industrial chain. Accelerating the development of health service industry is an inevitable requirement for deepening medical reform, improving people's livelihood and improving the health quality of the whole people. It is an important measure to further expand domestic demand, promote employment and change the mode of economic development, which is of great significance for stabilizing growth, adjusting structure, promoting reform, benefiting people's livelihood and building a well-off society in an all-round way. In order to promote the development of health service industry, the following opinions are put forward: 1. General requirements (1) Guiding ideology. Under the guidance of Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, on the basis of effectively ensuring the people's basic medical and health service needs, we should transform government functions, strengthen policy guidance, fully mobilize the enthusiasm and creativity of social forces, vigorously introduce social capital, make efforts to expand supply, innovate service models, improve consumption capacity, continuously meet the people's multi-level and diversified health service needs, inject new impetus into economic and social transformation and development, and create necessary conditions for promoting people's all-round development. (2) Basic principles. Adhere to people-oriented and overall planning. Take improving the health quality and level of the whole people as the fundamental starting point and end result of the development of health service industry, and earnestly safeguard the health rights and interests of the people. Distinguish between basic and non-basic health services and realize their coordinated development. Coordinate the allocation of health service resources in urban and rural areas and regions to promote balanced development. Adhere to government guidance and market drive. Strengthen the government's responsibilities in system construction, planning and policy formulation and supervision. Give play to the basic role of the market in resource allocation, stimulate social vitality, continuously increase the supply of health services, and improve service quality and efficiency. Insist on deepening reform and innovative development. Strengthen scientific and technological support, expand the scope of services, encourage the development of new formats, improve the standardization and specialization of health services, and establish a system and mechanism of health service industry that is in line with national conditions and sustainable development. (3) development goals. By 22, a health service industry system covering the whole life cycle, rich in connotation and reasonable in structure will be basically established, and a number of well-known brands and virtuous circle health service industry clusters will be built, and certain international competitiveness will be formed, which will basically meet the health service needs of the broad masses of the people. The total scale of health service industry has reached more than 8 trillion yuan, which has become an important force to promote sustainable economic and social development. -medical service capacity has been greatly improved. The medical and health service system is more perfect, forming a diversified medical pattern with non-profit medical institutions as the main body, for-profit medical institutions as the supplement, public medical institutions as the leading factor and non-public medical institutions developing together. Services such as rehabilitation and nursing have grown rapidly. The service quality of various medical and health institutions has been further improved. -The level of health management and promotion services has been significantly improved. Diversified health services such as Chinese medical care, healthy old-age care, health check-up, consultation management, physical fitness measurement, physical fitness, medical care and tourism have been greatly developed. -Health insurance services were further improved. Commercial health insurance products are more abundant, the number of participants has increased substantially, and the proportion of commercial health insurance expenditure in total health expenditure has increased significantly, forming a relatively perfect health insurance mechanism. -the scale of supporting industries related to health services has expanded significantly. The technological level of R&D and manufacturing of drugs, medical devices, rehabilitation AIDS, health products and fitness products has been greatly improved, the market share of products with independent intellectual property rights has been greatly improved, and related circulation industries have developed in an orderly manner. -The development environment of the health service industry has been continuously optimized. The policy and legal system of health service industry has been established and improved, industry norms and standards have been more scientific and perfect, industry management and supervision have been more effective, and people's health awareness and literacy have been significantly improved, forming a good environment for the whole society to participate in and support the development of health service industry. Second, the main tasks (1) Vigorously develop medical services. Accelerate the formation of a diversified medical pattern. We will earnestly implement the government's responsibility to run medical services, rationally formulate regional health plans and plans for the establishment of medical institutions, clarify the number, scale and layout of public medical institutions, and adhere to the leading position of public medical institutions in providing basic medical services to urban and rural residents. At the same time, enterprises, charities, foundations and commercial insurance institutions are encouraged to invest in the medical service industry in various forms, such as new construction, participation in restructuring, trusteeship and public and private operation. Vigorously support social capital to set up non-profit medical institutions and provide basic medical and health services. Further relax the conditions for Sino-foreign joint ventures and cooperation in running medical institutions, and gradually expand the pilot projects of establishing wholly-owned medical institutions with qualified overseas capital. All localities should clean up and abolish unreasonable regulations, and speed up the implementation of the policy of equal treatment for non-public medical institutions and public medical institutions in terms of market access, social insurance fixed points, key specialty construction, professional title evaluation, academic status, grade evaluation and technology access. For the upstream and downstream industrial chain projects of non-public economic entities that invest in non-profit medical institutions, priority should be given to supporting them according to relevant industrial policies. Encourage local governments to intensify reform and innovation, and try first in running medical services in society. The state chooses qualified regions and key projects as the contact points for promoting social medical services. Optimize the allocation of medical service resources. Cities rich in public hospital resources should accelerate the pilot reform of medical institutions run by state-owned enterprises; The state has decided to carry out pilot reform of public hospitals in some areas. Guide non-public medical institutions to develop in a high-level and large-scale direction and encourage the development of professional hospital management groups. The inspection of medical institutions above Grade II is open to all medical institutions, and mutual recognition of inspection results among medical institutions is promoted. Governments at all levels should continue to take measures such as improving the system and mechanism, purchasing social services, strengthening the construction of facilities, strengthening the construction of talents and informatization, and promoting the extension of high-quality resources to poor areas and rural areas. All localities should encourage the rational distribution and active development of medical institutions such as rehabilitation hospitals, geriatric hospitals, nursing homes and hospice care hospitals in various ways, such as the transformation and construction of urban secondary hospitals. Promote the development of professional and standardized nursing services. Promote the price adjustment of clinical nursing service to better reflect the service cost and the technical labor value of nursing staff. Strengthen the management of clinical nursing post responsibility, improve the quality evaluation mechanism, strengthen training and assessment, improve the quality of nursing, and establish a long-term mechanism to stabilize the nursing staff. Scientifically carry out the evaluation of nursing professional titles, and the evaluation criteria focus on the quantity, quality, patient satisfaction and medical ethics of clinical nursing services. Increase policy support, encourage the development of rehabilitation care, elderly care, home care and other nursing services to meet the needs of different groups of people, and improve the standard service level. (2) Accelerate the development of healthy old-age care services. Promote cooperation between medical institutions and old-age care institutions. Fully integrate the concept of health into the aged care service and strengthen the support of medical and health services. Establish and improve the business cooperation mechanism between medical institutions and old-age care institutions, encourage the opening of green channels for appointments between old-age care institutions and medical institutions, and coordinate the management of chronic diseases and rehabilitation care for the elderly. Enhance the ability of medical institutions to provide convenient and preferential medical services for the elderly. Promote referral and cooperation between hospitals above the second level and geriatric hospitals, geriatric nursing homes and rehabilitation institutions. All localities should co-ordinate the resources of medical services and aged care services, rationally arrange aged care institutions and geriatric hospitals, nursing homes for the aged, rehabilitation institutions, etc., and form a healthy aged care service network with appropriate scale, complementary functions, safety and convenience. Develop community health care services for the aged. Improve the community's ability to provide daily care, chronic disease management, rehabilitation, health education and consultation, Chinese medicine health care and other services for the elderly, and encourage medical institutions to extend nursing services to residents' families. Encourage the development of day care, full-time care, half-time care and other forms of care services for the elderly, gradually enrich and improve the service content, and do a good job in health extension services such as home visits. (3) Actively develop health insurance. Enrich commercial health insurance products. On the basis of improving the basic medical security system and steadily raising the level of basic medical security, commercial insurance companies are encouraged to provide diversified, multi-level and standardized products and services. Encourage the development of commercial health insurance linked with basic medical insurance, promote commercial insurance companies to undertake serious illness insurance for urban and rural residents, and expand population coverage. Actively develop long-term care commercial insurance and commercial health insurance products related to health management, pension and other services. Carry out medical liability insurance, medical accident insurance and other forms of medical practice insurance. Develop diversified health insurance services. Establish a cooperation mechanism between commercial insurance companies and medical, physical examination and nursing institutions, strengthen the supervision of medical behavior and control of medical expenses, promote the standardization of medical service behavior, provide health risk assessment and health risk intervention services for the insured, and explore new organizational forms such as health management organizations on this basis. Encourage qualified commercial insurance institutions to carry out various medical insurance handling services by means of government purchase services. (four) the comprehensive development of Chinese medicine medical care services. Improve the health service ability of traditional Chinese medicine. Give full play to the characteristics and advantages of TCM medical prevention and health care, improve the service ability of TCM at the grassroots level, and strive to make all community health service institutions, township hospitals and 7% village clinics have the service ability of TCM. Promote medical institutions to carry out TCM medical prevention and health care services, and encourage retail pharmacies to provide TCM in-class diagnosis and treatment services. Development of TCM diagnosis and treatment, TCM health care instruments and equipment. Promote scientific and standardized TCM health care knowledge and products. Strengthen the cultivation, product development and application of Chinese herbal medicines for both medicine and food, and develop health care products suitable for local environment and living habits. Popularize the knowledge of TCM health care, promote scientific and effective TCM health care services, and encourage qualified Chinese medicine practitioners to provide health care consultation and conditioning services in health care institutions. Encourage and support excellent Chinese medicine institutions to set up Chinese medicine hospitals and chain clinics overseas, and cultivate internationally renowned Chinese medicine brands and service institutions. (5) Support the development of diversified health services. Develop health services such as physical examination and consultation. Guide medical institutions to improve service level and carry out chain operation. Accelerate the development of mental health services and cultivate professional and standardized psychological counseling and counseling institutions. Standardize the development of maternal and child care services. We will promote the pilot reform of the general practitioner service model and incentive mechanism, and explore the contract service for residents' families. Vigorously carry out health consultation and disease prevention, and promote the shift from treatment to prevention. Develop national physical fitness. Further carry out the national fitness campaign, publicize and popularize scientific fitness knowledge, improve people's awareness of sports fitness, and guide sports fitness consumption. Strengthen the construction of multi-functional mass fitness facilities at the grassroots level. By 22, more than 8% of cities (prefectures) and counties (cities, districts) will have "national fitness activity centers", and more than 7% of streets (towns) and communities (administrative villages) will have convenient and practical sports fitness facilities. Take measures to promote the opening of sports venues and school sports facilities to the society. Support and guide social forces to participate in the construction and operation management of sports venues. Encourage the development of various forms of sports fitness clubs and organizations, as well as sports fitness training, fitness guidance and consulting services. Vigorously support the physical fitness of teenagers and children, and encourage the development of physical fitness services suitable for their growth characteristics. Develop healthy culture and tourism. Support the development of health knowledge dissemination institutions and cultivate healthy cultural industries. Encourage qualified areas to face the international and domestic markets, integrate local superior medical resources, traditional Chinese medicine and other characteristic health care resources, and green eco-tourism resources to develop health care, sports and medical health tourism. (6) Cultivate supporting industries related to health service industry. Support the research, development, manufacture and application of drugs, medical devices and other related health products with independent intellectual property rights. We will continue to support the research and development and industrialization of innovative drugs, medical devices and new biomedical materials, the imitation of expired patented drugs, and the research and development and production of special health care products and rehabilitation AIDS for the elderly and the disabled through relevant science and technology, special construction funds and industrial funds. Support the research and development of digital medical products and products suitable for personal and family health testing, monitoring and health Internet of Things. Increase policy support to improve the domestic market share and international competitiveness of medical equipment, materials and health care products with independent intellectual property rights. Vigorously develop third-party services. Guide the development of professional medical inspection centers and imaging centers. Support the development of third-party medical service evaluation, health management service evaluation, and health market research and consulting services. Treat social forces fairly and provide food and drug testing services. Encourage outsourcing of biomedical research and development services such as pharmaceutical research and clinical trials. Improve the intermediary system of science and technology, and vigorously develop professional and market-oriented services for the transformation of medical scientific and technological achievements. Support the development of health service industry clusters. Encourage all localities to combine local conditions and distinctive advantages, make rational positioning and scientific planning, give policy support and inclination in land planning, municipal facilities, institutional access, talent introduction and practice environment, build health service industry clusters, and explore institutional innovation. Through comprehensive measures such as increasing scientific and technological support, deepening the reform of administrative examination and approval system, and guiding industrial policies, we should cultivate a number of key industries such as medical treatment, medicines, medical devices, and traditional Chinese medicine, and build a number of well-known brands with international influence. (7) Improve the human resources guarantee mechanism. Strengthen personnel training and vocational training. Support institutions of higher learning and secondary vocational schools to set up disciplines related to health services, and guide relevant universities to reasonably determine the training scale of relevant professionals. Encourage social capital to set up vocational colleges, standardize and speed up the training of nurses, aged care workers, pharmacists, nutritionists, baby nurses, masseurs, rehabilitation therapists, health managers, fitness coaches, social sports instructors and other practitioners. Those who participate in relevant vocational training and vocational skill appraisal will be subsidized according to regulations if they meet the requirements. Establish and improve the continuing education system for employees in the health service industry. All localities should closely integrate the development of health service industry with the implementation of various employment and entrepreneurship support policies, and give full play to the role of health service industry in absorbing employment. Promote the flow of talents. Accelerate the standardized practice of doctors. Encourage local governments to explore the establishment of a mechanism for the full and orderly flow of regional medical and health talents. We will continue to deepen the reform of the personnel system in public hospitals, promote the socialized management of medical personnel security, and gradually change identity management into post management. Exploring public medical institutions and non-public ones
