Conditions for awarding the National Technological Invention Award of the People’s Republic of China

(1) It has not been invented by predecessors or has not been made public; (2) It is advanced and creative; (3) After implementation, it will create significant economic benefits or social benefits. Predecessors have not yet invented or made it public, which means that before the product, process, or material completed by the candidate is made public, it is the first of its kind at home and abroad, or it has been created at home and abroad, but the main technical content has not yet been developed at home or abroad. It has been published or disclosed in various public publications, media and various public information channels, and has not been publicly used. When recommending the National Technology Invention Award, proof of obtaining an invention patent should generally be issued. If the invention patent is not obtained, a literature search and novelty check should be conducted through the science and technology information department recognized by the National Science and Technology Awards Office (hereinafter collectively referred to as the National Award Office) to confirm Whether a technology meets the conditions that have not been invented or disclosed by previous people, the literature should be searched to find out when the technology was disclosed. There are various forms of defining or determining the disclosure time. In addition to technical appraisal, there are also patent applications, product appraisals, public sales and use of products or technologies, and public release of major technical contents. If a technology has several of the above disclosure methods at the same time, the earliest time should be used to determine the disclosure time of the invention right. It is advanced and creative in comparison with similar technologies at home and abroad. Advancedness means that during recommendation review, its main performance (characteristics), technical and economic indicators, scientific and technological level, and its role and significance in promoting scientific progress are comprehensively superior to similar technologies. Advanced nature requires that an invention is not only new and unprecedented, but also requires that it has technical superiority and thus be competitive and practical. Creativity means that the technical idea of ??the invention is innovative, and the technology has substantive features and significant progress. Creativity requires that an invention is not simply something that has never been done before, but must be essentially different from existing similar technologies, and must be a qualitative leap and breakthrough. Advancement and creativity are mainly based on comprehensive comparison with advanced similar technologies. Creating significant economic or social benefits after implementation means that the technology has been proven through practical testing to be mature and practical, and has produced significant economic or social benefits, making contributions to my country's economic construction and social development. This condition requires that the invention is not only advanced, but also has practical value and has been applied in production practice on a large scale. The technological inventions recommended to participate in the National Technology Invention Award review should have achieved good practical results after more than one year of large-scale implementation and application. Products and materials should at least have been mass-produced and applied, and the process requirements must have at least passed pilot testing or been implemented at a scale equivalent to pilot testing or above.
