1. Application time schedule In 2022, the application for high-tech enterprise certification in our province will be on the Provincial Science and Technology Business Management Sunshine Government Affairs Platform (website: /egrantweb/, hereinafter referred to as the "Provincial Sunshine Government Affairs Platform" ) is carried out and is accepted in three batches throughout the year. Each enterprise can only apply once. The application module is open for application from May 5, 2022. ● The first batch of application schedule: The deadline for enterprises to submit online application materials on the "Provincial Sunshine Government Affairs Platform" is June 22, 2022; the deadline for prefectural and municipal science and technology departments to complete online recommendations is July 22, 2022. ● The second batch of application schedule: The deadline for enterprises to submit online application materials on the "Provincial Sunshine Government Affairs Platform" is July 22, 2022; the deadline for prefectural and municipal science and technology departments to complete online recommendations is August 22, 2022. ●The third batch of application schedule: The deadline for enterprises to submit online application materials on the "Provincial Sunshine Government Affairs Platform" is August 22, 2022; the deadline for prefectural and municipal science and technology departments to complete online recommendations is September 22, 2022.

2. Scope of enterprise declaration (1) Resident enterprises that have been registered in the administrative region of our province (excluding Shenzhen) for more than 1 year and comply with the relevant provisions of Article 11 of the "Recognition Measures" can apply for high-tech enterprises identified. (2) For enterprises that passed the high-tech enterprise certification in 2019, their high-tech enterprise qualifications will expire this year and must apply for re-certification. If an enterprise recognized as a high-tech enterprise in 2019 changes its name or registration location, it must first complete the changes to the high-tech enterprise-related matters and complete the annual report of the high-tech enterprise before filing for high-tech enterprise certification. (3) High-tech enterprises recognized in 2020 and 2021 are not allowed to apply for recognition in advance if their validity period has not expired.

3. Application procedures 1. Online registration 1. Enterprises applying for certification for the first time. Enterprises must log in to the "Ministry of Science and Technology Government Service Platform" (website: /html/zxbl/) high-tech enterprise certification portal and "Provincial Sunshine Government Affairs Platform" (website: /egrantweb/) in order to complete the registration review and activate the account . (1) Registration on the government service platform of the Ministry of Science and Technology. Enterprises must register an "unit user (legal person)" account on the Ministry of Science and Technology's government service platform, complete the real-name certification according to the website's operating guidelines, and enter the high-tech enterprise certification management network (hereinafter referred to as "National High-tech Enterprise") through the high-tech enterprise certification portal. After registering on the "National High-tech Enterprise Job Network", the enterprise must register again on the "Provincial Sunshine Government Affairs Platform". Newly registered units will use the Unified Social Credit Code as their login account by default, and the Unified Social Credit Code must be filled in accurately when registering. Each enterprise can only register one account on the "Provincial Sunshine Government Affairs Platform". (See Appendix 1 for registration guidelines). 2. Enterprises that already have accounts. Enterprises that have applied for recognition have completed registration and do not need to register again. They can use the user name and password of the "National High-tech Enterprise Job Network" to log in to the government service platform of the Ministry of Science and Technology. After logging in, the enterprise must promptly update the "National High-tech Enterprise Job Network", "Provincial Sunshine" Enterprise registration information on the "Government Affairs Platform".

For enterprises that have relocated to Guangdong Province (excluding Shenzhen) during the validity period of high-tech enterprises, please confirm that the accreditation institution in the "National High-tech Enterprise Work Network" is the "Guangdong Province accreditation institution" before submitting the high-tech enterprise application on the "Provincial Sunshine Government Affairs Platform" office". If an enterprise has registered on the "Provincial Sunshine Government Affairs Platform" but has changed its industrial and commercial name, it must submit an application in the name change module of the platform, and the name change will be completed after review by the science and technology department where the enterprise is located (see attachment 2 for registration precautions). Enterprises that have multiple registered accounts on the "National High-tech Enterprise Work Network" must report to the prefectural and municipal science and technology departments in a timely manner. The prefectural and municipal science and technology departments will summarize and report to the Provincial Science and Technology Department. The Provincial Science and Technology Department will cancel the duplicate accounts to prevent errors in the docking of identification and filing data. 2. Fill in and submit application materials for high-tech enterprises. In order to implement our province’s decision-making arrangements to promote the transformation of government functions and deepen the reform of “delegation, regulation and services”, and to facilitate enterprises to apply for high-tech enterprise certification, starting from 2022, paper application materials will no longer be required for high-tech enterprise certification. Enterprises only need to fill in the relevant application information and upload attachment materials according to the requirements of the high-tech enterprise certification application module on the "Provincial Sunshine Government Affairs Platform". 1. Fill in the basic information of the unit. The enterprise uses the unit administrator account to log in to the "Provincial Sunshine Government Affairs Platform", and under the "System Management - Unit Information Management" function menu, fill in the basic information of the unit, unit financing information, etc. 2. According to the Ministry of Science and Technology’s “Notice on the Implementation of the Notification and Commitment System for Certification Matters Relevant to the Certification of High-tech Enterprises” (Guokefahuo [2021] No. 362, Attachment 3), enterprises can choose to apply the “notification and commitment system” on their own initiative. After filling out and generating the "Letter of Commitment to Notify Certification Matters" in the "National High-tech Enterprise Work Network" and uploading it with signature and seal to the "Provincial Sunshine Government Affairs Platform", it is no longer necessary to provide business licenses and other enterprise registration documents and patent certificates and other enterprise intellectual property documents. 3. Fill out the application form. In the "Application Management-Project Application-Fill in High-tech Enterprise Certification Application" module, fill in the certification application information as required, upload attachment materials one by one, and complete the online application. Before filling in the application, the enterprise needs to obtain the enterprise name and registration number on the "National High-tech Enterprise Work Network" through the "Provincial Sunshine Government Affairs Platform". In order to accurately connect the enterprise's application materials to the "National High-tech Enterprise Work Network", the enterprise must carefully check the relevant information obtained. information. 4. Check the discrepancy data. Enterprises need to upload the "Tax Data Use Authorization" stamped with the company's official seal, and compare the financial data declared by high-tech enterprises with the final settlement data. If the data is inconsistent, they should upload the "Financial Data Comparison Difference Explanation". 5. For enterprises that already have digital signatures, they are encouraged to use digital signatures to submit high-tech enterprise certification applications. Other companies can voluntarily apply for digital signatures to apply for high-tech enterprise certification. (See Attachment 4 for operational guidelines) 3. Review and recommendation Applicants are responsible for the authenticity of the high-tech enterprise application materials submitted. After receiving the application materials from the enterprise, the science and technology departments of various cities can work with the local finance and taxation departments to verify the enterprise's application information based on the actual situation, focusing on the actual operating conditions of the enterprise, personnel involved in scientific and technological activities, software copyright and other intellectual property rights, R&D organization, application The consistency of the data with the settlement data, whether major safety, major quality accidents or serious environmental violations occurred within one year before applying for certification, and whether the company's declared name and registration number are completely consistent with the company information in the "National High-tech Enterprise Work Network" Wait for verification. The science and technology departments of various cities will issue recommendations based on the company's verification status and recommend them to the provincial science and technology authorities. For companies that are not recommended, the science and technology departments of various cities must promptly approve and return the company's application materials on the "Provincial Sunshine Government Affairs Platform".

IV. Work Requirements (1) Strengthen enterprise territorial management. The science and technology, finance, and taxation departments where enterprises are located must strengthen linkage and collaboration, fully understand and grasp the operation and innovation of local enterprises, strictly control review and recommendation, and continue to improve the quality of high-tech enterprise certification applications; make full use of live broadcasts, WeChat public accounts, government department websites, etc. We will carry out policy interpretation and publicity through various means, and continue to push and interpret the latest information and policies to benefit technology enterprises for technology-based enterprises; we will strengthen tracking services and accurately mobilize qualified high-tech enterprises to timely add technology-based small and medium-sized enterprises into the database.

Those that meet the evaluation conditions for small and medium-sized science and technology enterprises are encouraged to log in to the "Government Service Platform of the Ministry of Science and Technology" (/html/zxbl/) and submit evaluation materials for small and medium-sized science and technology enterprises in order to enjoy relevant preferential policies. (2) Strengthen the management of intermediary agencies. The Provincial High-tech Enterprise Recognition Office will use methods such as departmental shared data and big data comparison to strengthen the verification of attestation reports of audit intermediaries and the review of enterprise declaration information, and request the business authorities to publish a blacklist of intermediaries from time to time. Relevant industry associations at all levels and their competent departments must carry out practice inspections, policy training and industry self-discipline based on local actual conditions for accounting firms, tax accounting firms, institutions and practitioners involved in high-tech enterprise recognition work, and institutions and practitioners that provide high-tech enterprise recognition consulting services. education, and further urge relevant institutions to abide by professional standards and improve professional standards. (3) Strengthen the main responsibility of enterprise declaration. Enterprises should establish the awareness of independent declaration, regard the declaration and certification process as an important opportunity and way to improve the level of corporate scientific research management and enhance core competitiveness, and support the cultivation of professional teams and full-time personnel within the enterprise to coordinate the internal management and certification application work of high-tech enterprises. The reporting enterprise must be responsible for the authenticity of the application materials and the certification matters of the notification and commitment. Once discovered and verified, the Provincial High-tech Enterprise Recognition Office will cancel the enterprise's high-tech qualification in accordance with the relevant provisions of the "Recognition Measures" and recover the tax exemptions and financial awards obtained in violation of regulations.
