1. Registered in this city for more than 3 years Technology-based enterprises and institutions with independent legal person status, operating in good condition, with sales revenue of not less than 20 million yuan in each of the last two years, and the proportion of R&D investment in sales revenue in principle is not less than 5%.
2. There are more than 15 full-time R&D personnel with high technical level and rich engineering experience, including no less than 3 with senior professional titles or graduate degrees or above; the person in charge of the engineering center should have senior professional titles or a Ph.D. Those with a degree or above, generally no more than 55 years old, and have a high professional level and organizational management and coordination capabilities.
3. Possess more than 1 invention patent or more than 5 utility model patents (software copyright) and other core independent intellectual property rights related to the technical field of the applied engineering center; have undertaken scientific and technological tasks at the municipal level and above in the past 3 years Plan and carry out evaluation of scientific and technological achievements or obtain more than 3 science and technology awards at the municipal level and above.
4. Have a relatively independent R&D space of more than 300 square meters, R&D instruments and equipment with an original value of more than 3 million yuan, and the ability to undertake comprehensive engineering technology R&D test tasks.
5. There are clear development plans and goals, a reasonable organizational system, a sound management system, and a good operating mechanism.
6. In the past two years, there have been no violations of laws in business operations or accountability for environmental protection or production safety.
