We will start the patent finishing project of large enterprises and the invention patent finishing project of high-tech enterprises in an all-round way, gradually improve the independent innovation ability and intellectual property protection awareness of enterprises in the city, and enhance their core competitiveness. For enterprises included in the zero-sweep project, experts will be sent to the enterprises to help and support the patenting and property rights of technological innovation achievements of pilot enterprises. Organize relevant intellectual property workers, patent agents and enterprises to carry out one-on-one consulting services to help enterprises establish and improve intellectual property-related systems. Carry out enterprise intellectual property training to help enterprises improve their awareness of intellectual property protection and their ability to work on intellectual property.
3. Increase investment. It is suggested that the municipal government set up a special fund of 6,543,800 yuan to subsidize individuals and units applying for invention patents, and subsidize 50% of the maintenance fee for individuals and units with invention patents to improve their enthusiasm for applying, maintaining and changing invention patents.
4. Strengthen the assessment. It is suggested that the municipal government should incorporate the application for invention patents and the number of invention patents per 10,000 people into the performance appraisal of district, county (city) governments.

Through holding training courses, World Intellectual Property Day on April 26th, popular science publicity week and other activities, we will further strengthen the publicity and popularization of the new patent law and patent information services. In combination with technological innovation, high-tech industrialization, joint-stock enterprise restructuring and patent pilot enterprises, we will continue to do a good job in enterprise patent work, actively promote the industrialization of high-tech enterprises with intellectual property rights and high-tech enterprises with independent intellectual property rights, and effectively promote patent industrialization.
