(1) prototype technical appraisal: Its main purpose is to verify whether the product drawings and design technical documents are correct, complete and unified, whether the structure of new products is reasonable and reliable, and whether the main performance indexes of new products meet the requirements of the design task book.
(2) Small batch trial production appraisal: its main purpose is to verify whether the process documents are correct, complete and unified, whether the process is stable and whether the tooling meets the requirements, further verify the correctness, completeness and unity of product drawings and various design documents, and check whether the technical problems raised during the technical appraisal of the prototype are solved, whether the production process meets the requirements of quality, safety and environmental protection, and whether the product quality and technical performance meet the requirements of product standards. Fifth new products that have not been identified by prototype technology are generally not allowed to directly enter small batch trial production and identification. However, for products that are basically similar to the original products of trial-production enterprises in terms of technology and tooling, after approval by the competent department, the prototype technical appraisal and small-batch trial-production appraisal can be combined into one. Article 6 The new diesel engine products applying for ministerial organization appraisal shall be included in the trial production plan of new products of the Ministry of Mechanical and Electrical Engineering. According to the hierarchical management of product task plan, product appraisal can be divided into:
(a) where enterprises and institutions undertake national key projects (such as national key scientific and technological research projects, national key enterprise technology development projects, etc.), new products in fund projects of the Ministry of Science and Technology and other special key projects of the state and the Ministry, the relevant special centralized departments of the Ministry shall organize product appraisal and issue appraisal certificates. The format of the certificate conforms to the provisions of Document No.644 of the Ministry of Mechanical and Electrical Engineering (199 1).
(II) Where enterprises and institutions undertake local key projects (such as local key scientific research projects and local key enterprise technology development projects), new products supported by other local science and technology grants and loans, new products directly entrusted by the Ministry, and key new products developed by enterprises and institutions with self-financing according to the needs of domestic and foreign markets, their product identification is mainly organized by local departments and bureaus such as provinces and cities, and certificates are issued. Among them, important projects can also be certified by the relevant centralized departments of the Ministry when necessary. Chapter III Appraisal Conditions Article 7 All new products that need to be appraised shall meet the requirements of the design task book or technical contract, and meet the requirements of relevant national standards, industry standards, enterprise standards and relevant laws and regulations. Before identification, the product model should be declared to the centralized department in accordance with the provisions of the "Measures for the Issuance of Type Approval Certificates for Internal Combustion Engine Products", which will be approved in advance by the centralized department. Article 8 A product development unit shall provide a certain number of diesel engine prototypes for appraisal tests. Article 9 The developer shall also provide the test pieces according to the items listed in Table 1 during the small batch trial production and appraisal.
