If the floating population has lived in Hangzhou for more than half a year and meets one of the conditions of legally stable employment, legally stable residence and continuous study, they may apply for the Zhejiang Residence Permit in accordance with the provisions of these Regulations. The residence time specified in the preceding paragraph shall be calculated from the date of applying for residence registration. If the people's governments at or above the county level require investment, entrepreneurship and introduction of talents, the application for "Zhejiang Residence Permit" is not restricted by the provisions of the preceding paragraph.
