Brief introduction of Gongzhuling Economic Development Zone

According to the spirit of Document No.75 of the provincial government on June 29th, 2005, three villages under the jurisdiction of Fan Jiatun Development Zone were placed under the jurisdiction of Changchun City, and Fan Jiatun Development Zone was renamed Gongzhuling Economic Development Zone.

I. Scope of Development Zone

Gongzhuling Economic Development Zone is located in the west of Xinkai River, east of Fanhuai Road, north of 102 line and south of Xiangshan Village, with an area of 29.5 square kilometers (including three administrative villages of Qingquan, Gaojia and Xiangshan, Pingdingshan Village and a part of Wujiazi Village). The starting area is west of Xinkai River, east of Fanda Road, north of 102 line and south of 83 pipeline, with an area of 4.85 square kilometers.

Second, the planning and layout of the development zone

Gongzhuling Economic Development Zone is planned as two parks and one district. These two parks are: automobile industrial park and high-tech industrial park. The first area is: agricultural industrialization green park.

1, automobile industrial park. If FAW is given priority to, a number of auto parts manufacturing and processing enterprises will be introduced, the automobile industry chain will be extended, and comprehensive functional parks such as automobile assembly or modification, automobile sales and maintenance services will be carried out (existing Chunwei Tire, Weidelong and Genting auto parts enterprises).

2. High-tech industrial park. Mainly around the national torch plan project, 863 plan project, achievement promotion project, spark plan project, foreign introduction project and patent project. Focus on optoelectronics, electronics, new materials, bioengineering and other fields, introduce or build a number of high-tech enterprises (now Yu Hui Soybean Protein High-tech Co., Ltd.).

3. Agricultural industrialization green park. Focusing on the special corn, special wheat, high-oil soybean, mutton sheep, beef cattle and milk in the development plan of agricultural product processing industry determined by the Ministry of Agriculture, we will focus on developing sightseeing agriculture, deep processing of agricultural products and green food industry. (Changping Economic Corridor has Dongsheng rice industry, seed processing plant and shed film economy).

Three. Internal institutions and functions

According to the above responsibilities and referring to the management experience of foreign development zones, the development zone has six institutions, the names and functions of which are as follows:

1, Office of the Party Working Committee of Development Zone

Responsible for party building, spiritual civilization construction, discipline inspection, supervision, group organization, research, United front, personnel, letters and visits reception, etc.

2. Office of Development Zone Management Committee

Responsible for the financial and logistics management of the organization.

3. Investment promotion in China

Responsible for formulating investment promotion plans, publicizing and coordinating investment promotion work, and serving investors.

4. Economic Development Bureau

Responsible for the formulation, revision, approval and implementation of the long-term plan for national economic and social development in the Development Zone; To guide, supervise, manage, coordinate and serve the production and business activities of enterprises in the Development Zone; To examine and approve foreign investment projects, capital construction projects and technological transformation projects; Statistics, compilation, review, summary and submission of various reports on the national economic and social development of the Development Zone; Collect scientific, technological and economic information in the development zone, reform the enterprise system, check and collect enterprise management fees, and plan and adjust the product structure of enterprises in the development zone.

5. Construction Planning Bureau

Responsible for the planning of investment projects in the development zone; To manage the bidding, contract review and construction market of development zone construction projects; Collect all expenses involved in the construction projects of the development zone and the supporting mortgage of the community; Issue demolition permits and organize their implementation.

6. Bureau of Land and Environment Protection

Responsible for land registration, land requisition, examination and approval, land management and supervision of the Development Zone; Expropriation of land revenue, rent and other land expenses in the Development Zone; Handle land use procedures for investors who meet the relevant provisions of land acquisition in the development zone; Responsible for environmental approval and acceptance of construction projects, environmental law enforcement, supervision of the collection, management and use of sewage charges.
