Purpose of activity: To guide college students to establish the spirit of pioneering and innovating, studying hard, being brave in practice and uniting and cooperating, to promote the vigorous development of scientific and technological innovation activities in colleges and universities, and to cultivate scientific and technological talents with innovative ability.
Article 3 Activities: Design of marine aircraft, creative design of marine equipment and marine structures, design and production of navigation models, model competitions and other related contents. Article 4 The Organizing Committee of the National Seaplane Design and Manufacture Competition (hereinafter referred to as the Organizing Committee) shall be established. The Organizing Committee is composed of leaders and experts from major units in the field of domestic ship and ocean engineering, such as scientific research, production, design, education and management, and is the highest leading body of the competition. The organizing committee has a chairman and several vice-chairmen.
The organizing committee has a referee committee and a secretariat.
The Organizing Committee is affiliated to China Shipbuilding Engineering Society, and its secretariat is affiliated to Northwestern Polytechnical University.
Article 5 Responsibilities of the Organizing Committee
1. Approve the articles of association and rules of the competition, and determine the organizers and contents of the competition;
2. Review and approve the competition work plan and other related matters;
3. Review and determine the results of the competition, and adjudicate the disputes arising during the competition;
4. Raise the funds needed for the competition, and review the activity income and expenditure report;
5. To study and decide on other major issues.
Article 6 The organizing committee implements the principle of democratic centralism, and matters that really need to be decided by voting must be passed by more than two-thirds of the members present at the meeting.
Article 7 The Referee's Committee
The Arbitration Commission is mainly composed of experts from scientific research, production, design, education and other units in the field of ship and ocean engineering, and its duties are:
1. Formulate the detailed rules for judging the entries and the rules for judging the model competition, and submit them to the Organizing Committee for approval and implementation;
2. Review the scientific principles, technical level and intellectual property rights of the entries;
3. Review the entries and competition results to determine the scores, rankings and award-winning grades of the entries;
4. Handle the objections of the entries, participants and process, and submit the results to the organizing committee for the record. If any objection cannot be handled, it shall be decided by the organizing Committee.
Article 8 Secretariat of the Organizing Committee
The Secretariat of the Organizing Committee is the office, which is mainly composed of the leaders and staff of the organizers and organizers of the games. Its responsibilities are:
1. Implement the matters decided by the Organizing Committee and make the competition work plan;
2. Accept the application for the competition and conduct formal examination of the contestants and entries;
3, the implementation of competition venues, equipment, staff, volunteers, logistics services and other matters;
4. Be responsible for the daily affairs of the games, and transmit and publish the information of the games;
5. Be responsible for the publicity of entries and activities;
6. Other matters.
Article 9 The activity is held every year 1 time, and the final time is set in summer.
Tenth event organizers can take turns to participate. The unit that intends to host the next year's competition shall submit a written application to the Organizing Committee before the start of this year's competition, including the conditions for hosting, the theme of the competition, the rules of the competition, the time of the competition, the venue of the competition, and the financing. It was approved by the organizing Committee and announced at this year's awards conference. Article 11 Qualifications of contestants: All undergraduates, master students and doctoral students (excluding in-service master students and doctoral students) of all kinds of full-time non-adult education institutions of higher learning and research institutes who formally registered before July/KLOC-0 of the activity year can register for the competition.
Article 12 Application for entry: Entries must be completed before July 1 of the competition year. Entries can be individuals, groups and units. To declare a personal work, the applicant must undertake more than 60% of the research work of the declared work, and the signature on the work appraisal certificate, patent certificate and published related works should be the first author, and the collaborators must be students, and no more than two people; Any project with more than three people or no more than three people, but it is impossible to distinguish the projects of the first author, must declare the collective works. The authors of collective works must all be students. The individual works or collective works of all collaborators are divided into junior college students, master students or doctoral students according to the authors with the highest academic qualifications in the participating teams for review.
Thirteenth entries are divided into design and production. Among them, design works must provide design specifications, design drawings, etc. Production class must provide physical works; Other competitive competitions shall be conducted according to the competition rules.
Article 14. The unit that declares the entries needs to check the originals and confidentiality of its entries, otherwise it will not be awarded.
Fifteenth entries must be recommended by two scientific and technical personnel with senior titles, and confirmed by the school management, educational administration or scientific research management department of the applicant.
Sixteenth entries must not have won the domestic competition award at the same level. Works that have won prizes, but have undergone substantial improvement and re-innovation, can only participate in the competition after passing the qualification examination and publicity without objection. The 17th "National Marine Aircraft Design and Manufacture Competition" generally begins to accept applications in March each year, and live competitions are held from mid-July to late August.
Eighteenth to participate in the competition should be organized by each unit to declare, and the submitted works should be formally reviewed by the secretariat first; The works that have passed the formal evaluation shall be pre-evaluated by the members of the evaluation committee by means of communication.
Article 19 The judges shall conduct on-site evaluation of the works that have passed the preliminary evaluation, and may, when necessary, inquire about the entries, handle all kinds of inquiries, and make suggestions on the award-winning grades of the entries.
Article 20 For works that are navigable in kind or model, an actual sailing competition must be held in the final venue according to the rules, and the award-winning ranking of actual sailing or function demonstration shall be determined according to the results, which shall be regarded as an important indicator of the award-winning level of such works. Article 21 During the competition, the organizing committee will select distinctive works for display, including academic papers, objects or models.
Article 22 During the finals, the organizers may organize various forms of academic exchanges and work exchange activities. With the approval of the organizing Committee, individual exhibition games or invitational games can be held in time to enrich the competition activities.
Article 23 The organizing committee of the contest will hold an achievement transfer activity in the later stage of the final, and all entries can participate. Whether the results of the entries are transferred or not is not considered as a bonus factor.
Article 24 The property right and benefit distribution of the entries shall be determined by the school and the author through consultation. The organizing committee may, according to the requirements, solicit and publish the introduction of the winning works and the opinions of the judging committee.
Twenty-fifth organizers can carry out popular science publicity activities with the theme of marine science and technology during the competition, and enhance college students' marine knowledge through seminars, lectures and multimedia publicity. Twenty-sixth activity award grades: first prize, second prize and third prize. Awards at all levels account for about 10%, 20% and 30% of the total number of finalists respectively. Issue certificates and corresponding material rewards to all winning works and competitions.
Article 27 The Organizing Committee shall issue certificates to the authors whose finalist qualifications are confirmed to be valid, and authors rank shall take the entry form as the standard.
Twenty-eighth competition set up excellent organization award, reward outstanding performance in organizing the competition.
Twenty-ninth entries that have passed the preliminary evaluation shall be publicized on the designated website (the publicity period is one month). When real-name objections are received before the live broadcast of the competition, the Secretariat of the Organizing Committee shall be responsible for the investigation and handling of the objections, and the handling results shall be reported to the Organizing Committee for approval.
The organizing committee protects the legitimate rights and interests of dissidents.
Article 30 On the premise of meeting the purpose of the competition, the organizing committee may establish and select special prizes in conjunction with relevant social parties. Thirty-first activities to raise funds and expenditures in accordance with the relevant provisions of the state. After the competition, the organizer shall submit the activity income and expenditure report to the organizing Committee.
Thirty-second entries, the author's unit should pay the registration fee to the competition organizing committee. The registration fee is mainly used for competition activities, and its use is subject to the supervision and inspection of the organizing Committee.
Article 33 The organizing committee shall strictly keep the technical secrets and commercial secrets involved in the entries in accordance with the relevant laws of the state, and all the information about the competition can only be published in the media and recommended websites after being authorized by the organizing committee of the competition. Any report involving the personal behavior of the team in the entries should grasp the openness of the technical and commercial contents in the entries.
Article 34 The Organizing Committee shall set up the website of "National Seaplane Design and Manufacture Competition" according to the actual situation (which may be temporarily set up by the organizer or designated unit in the early stage), release relevant information, display award-winning works and publicize popular science knowledge.
Article 35 The Organizing Committee will gradually improve and formulate various work systems according to the development of competition activities, so as to standardize and institutionalize the competition activities step by step, and connect with similar competition activities carried out by the state as far as possible, so as to provide more development opportunities for students participating in competition activities.
Article 36 The Articles of Association shall come into force as of the date of deliberation and approval by the organizing committee of the competition, and shall be responsible for its interpretation.
