The design of construction project is to plan, study, conceive, design and describe the shape and internal entities of the project according to the overall demand of the construction project and the geological exploration report, and form relevant documents such as design specifications and drawings.
Second, the introduction of engineering survey and design fees
According to the content, the charging standards for engineering survey and design can be divided into two categories:
Engineering survey fees refer to the fees charged by the surveyors for collecting existing data, conducting on-site survey, formulating survey outline, surveying and mapping, exploration, sampling, testing, detection and monitoring, and compiling engineering survey documents and geotechnical engineering design documents. Some projects in professional engineering survey can implement general engineering survey charging standards.
2. The general engineering investigation fee is calculated by the method of fixed amount of physical workload, which consists of physical labor fee and technical labor fee.

4. The general engineering investigation fee is calculated according to the following formula

5. Benchmark price of engineering investigation fee
The benchmark price of engineering investigation fee is the benchmark price amount of engineering investigation fee calculated according to this charging standard. The employer and the surveyor may, according to the actual situation, negotiate and determine the contract amount of the engineering investigation fee within the specified floating range.
6, the basic price of physical engineering survey work
The basic charge price for the physical work of engineering investigation is the basic price for completing the physical work of each engineering investigation unit. The basic price of physical engineering fees for engineering investigation is found and determined in the basic price table of physical engineering fees in relevant chapters.
7. Physical workload
The physical workload shall be put forward by the surveyor in the survey outline according to the provisions of the engineering survey specifications and procedures and the actual situation of the survey operation, and agreed in the engineering survey contract with the consent of the employer.
8. Additional adjustment factor
Additional adjustment coefficient is a coefficient to adjust the natural conditions, operation contents and complexity differences of engineering investigation. Additional adjustment factors are listed in the general rules and chapters respectively. If there are two or more additional adjustment factors, the additional adjustment factors cannot be multiplied. Add all the additional adjustment coefficients, subtract the number of additional adjustment coefficients, and add the fixed value 1 as the additional adjustment coefficient value.
When the temperature is (1)≥35℃ or ≤- 10℃, the additional adjustment coefficient of temperature is 1.2.
(2) When engineering survey is carried out in areas above 2000m above sea level, the additional adjustment coefficient of elevation is as follows:
The altitude of 2000~3000m is 1. 1.
The altitude of 300 1 ~ 3500m is 1.2.
The altitude of 350 1 ~ 4000m is 1.3.
If the elevation is above 400 1m, the additional adjustment coefficient of elevation shall be determined by the owner and surveyors through consultation.
9. If the engineering survey of a construction project is undertaken by more than two surveyors, the surveyors who are responsible for the rationality and completeness of the engineering survey of the construction project shall charge the main survey coordination fee according to 5% of the benchmark price of the engineering survey fee of the construction project.
10. The benchmark price of the engineering investigation fee does not include the following expenses: the cost of obtaining the relevant licenses for engineering investigation and purchasing relevant materials; Remove obstacles, dig and repair underground pipelines; Maintain the road leading to the work site, connect the power supply and water source, and level the site fee; Investigation materials and processing fees; Fees for boats, rafts and platforms for water operations and water supervision fees; Measuring the loading and unloading costs of large machines and tools in the operation; Compensation for young crops, trees, aquatic products, etc. The above expenses shall be paid separately by the employer.
1 1. The basic expenses for one day and one shift of the engineering investigation team are as follows:
Engineering survey, geotechnical engineering inspection, detection and monitoring, engineering geophysical exploration 1000 yuan/group day, geotechnical engineering survey 1360 yuan/machine-team, hydrogeological survey 1680 yuan/machine-team.
12. The standard number of engineering survey documents provided by the surveyor is 4. If the Employer requests to increase the number of copies of survey documents, the Employer shall pay the cost of printing survey documents separately.
13. This charging standard does not include other service charges except 1.0. 1 in the General Conditions. Other service charges, if the state has provisions on charges, shall be implemented in accordance with the provisions; If there is no charge regulation in the country, it shall be determined by the employer and the surveyor through consultation.
Engineering design fee refers to the fee charged by the designer for providing services such as preliminary design documents, construction drawing design documents, non-standard equipment design documents, construction drawing budget documents and completion drawing documents of the construction project according to the entrustment of the employer;
1. The engineering design fee shall be calculated by the fixed fee method according to the estimated investment of the single project of the construction project.
The calculation method of railway engineering design fee is stipulated in the chapter of traffic engineering.
2. The engineering design fee is calculated according to the following formula
(1) engineering design fee = benchmark price of engineering design fee × (1 floating interval value)
(2) Benchmark price of engineering design fee = basic design fee+other design fees.
(3) Basic design fee = basic price of engineering design fee × professional adjustment coefficient × engineering complexity adjustment coefficient × additional adjustment coefficient
3. Benchmark price of engineering design charges
The benchmark price of engineering design fee is the benchmark price amount of engineering design fee calculated according to this charging standard. The employer and the designer shall negotiate and determine the contract amount of the engineering design fee within the specified floating range according to the actual situation. 1.0.5 basic design fee

4. Other design fees
Other design fees refer to fees charged for providing related services according to the actual needs of engineering design or the requirements of the Employer, including overall design fees, main design coordination fees, standard design and reuse design fees, non-standard equipment design document preparation fees, construction drawing budget preparation fees, as-built drawing preparation fees, etc.
5, the basic price of engineering design fees
The basic price of engineering design fee is the price of completing basic services. For the base price of engineering design fees, see the base price table of engineering design fees (attachment 1). If the charging amount is within two numerical ranges, the base price of engineering design charging is determined by linear interpolation method.
6. Billing amount of engineering design fee
The amount of engineering design fee is the sum of construction and installation engineering fee, equipment and tools purchase fee and joint adjustment freight in the approved preliminary design budget of construction project.
If the original equipment is used in the project, the current price of similar equipment at the time of signing the project design contract shall be taken as the charging amount of the project design fee. If there is delayed equipment in the project, but the existing equipment is used for engineering design according to the contract requirements, and the equipment installation and process conditions are met, the current price of the existing equipment shall be taken as the charging amount of the engineering design fee; If there are imported equipment in the project, it will be converted into RMB according to the FOB price of the purchased equipment as the billing amount of the engineering design fee.
7, engineering design fee adjustment coefficient
The adjustment coefficient of engineering design fee includes: professional adjustment coefficient, engineering complexity adjustment coefficient and additional adjustment coefficient.
(1) Professional adjustment coefficient is a coefficient to adjust the complexity of engineering design and the difference of workload of different professional construction projects. When calculating the engineering design fee, please refer to the Professional Adjustment Coefficient Table of Engineering Design Fee (Annex II).
(2) The adjustment coefficient of engineering complexity is a coefficient to adjust the engineering design complexity and workload difference of different construction projects in the same major. The complexity of the project is divided into three levels: general, complex and complex, and the adjustment coefficient is: general (level 1) 0.85; More complex (level 2)1.0; Complex (level 3) 1. 15. When calculating the engineering design fee, the engineering complexity should be found and determined in the engineering complexity table in the corresponding chapter.
(3) The additional adjustment coefficient is a coefficient that supplements and adjusts the factors that cannot be adjusted by the professional adjustment coefficient and the engineering complexity adjustment coefficient. Additional adjustment factors are listed in the general rules and relevant chapters respectively. If the additional adjustment factor is 2 or more, it cannot be multiplied by the additional adjustment factor. Add all the additional adjustment coefficients, subtract the number of additional adjustment coefficients, and add the fixed value 1 as the additional adjustment coefficient value.
8. The design fee for non-standard equipment is calculated according to the following formula.
(1) design fee for non-standard equipment = fee for non-standard equipment × design rate for non-standard equipment.
(2) The charging amount of non-standard equipment is the preliminary design estimate of non-standard equipment. For the design rate of non-standard equipment, see the Design Rate Table of Non-standard Equipment (Annex III).
9. If process design, civil and public engineering design, preliminary design and construction drawing design are entrusted respectively, the engineering design fee shall be calculated according to the proportion of basic service design workload.
For 10, reconstruction and technical transformation construction projects, the additional adjustment coefficient is 1. 1~ 1.4. According to the complexity of engineering design, determine the appropriate additional adjustment coefficient and calculate the engineering design fee.
1 1. Before the preliminary design, if it is necessary to prepare the overall design according to the provisions of technical standards or the requirements of the employer, the overall design fee shall be charged at 5% of the basic design fee of the construction project.
12. The engineering design of a construction project is undertaken by more than two designers, and the designers responsible for the rationality and completeness of the engineering design of the construction project charge the main design coordination fee at 5% of the basic design fee of the construction project.
13. If the engineering design adopts standard design or reuse design, the charge shall be calculated at 30% of the basic design fee of similar new projects; If the basic design needs to be redesigned, the charge shall be calculated according to 40% of the basic design fee of similar new projects; If it is necessary to modify the original design locally, the employer and the designer shall negotiate to determine the engineering design fee according to the design workload.
14, the preparation of the project construction drawing budget, according to the basic design fee of the construction project 10% of the construction drawing budget preparation fee; For the preparation of the project completion drawing, the preparation fee of the completion drawing shall be charged at 8% of the basic design fee of the construction project.
15. If the designer's own patent or proprietary technology is adopted in the engineering design, the patent and proprietary technology fee shall be determined by the employer and the designer through consultation.
16. If the imported technology in engineering design needs the cooperation of domestic designers, or needs domestic designers to design according to foreign design procedures and technical quality requirements, the engineering design fee shall be determined by the employer and designers through consultation according to the actual design workload and with reference to this standard.
17. If the design documents provided by overseas designers need to be reviewed and signed by domestic designers according to national standards and specifications, the review and confirmation fee shall be determined through consultation according to the principle of international reciprocity or actual workload.
18. The standard number of design documents provided by the designer is 10 for preliminary design and overall design, and 8 for construction drawing design, non-standard equipment design, construction drawing budget and completion drawing. If the Employer requests to increase the number of copies of the design documents, the Employer shall pay the cost of printing the design documents separately. If it is necessary to purchase standard design drawings in engineering design, the employer shall pay the purchase fee.
19. This charging standard does not include other service charges except 1.0. 1 in the General Conditions. Other service charges, if the state has provisions on charges, shall be implemented in accordance with the provisions; If there is no national fee regulation, it shall be determined by the employer and the designer through consultation.
