The "863" plan starts from the world's high-tech development trends and China's needs and actual possibilities, adheres to the policy of "limited goals, highlights key points", and determines after several selections to focus on biotechnology, aerospace technology, information technology, 20 themes in 8 fields including laser technology, automation technology, energy technology, new material technology and marine technology are the focus of my country's high-tech research and development.
As China’s offshore oil and gas exploration and development are knowledge-, technology- and capital-intensive, CNOOC has acquired considerable technical strength through more than ten years of exploration and development work and is using and needs more high and new technologies to develop offshore oil industry. After approval by relevant departments and active efforts by the company, CNOOC has undertaken the research work on six topics of the "Ocean Exploration and Resource Development Technology Theme" in the "Ocean Technology Field" of the national "863" plan:
a. High-resolution seismic exploration technology for medium and deep offshore areas;
b. Marine geophysical well logging imaging technology;
c. Development of high-performance and high-quality drilling fluids and completion fluids;
d. Accurate formation pressure prediction and monitoring technology;
e. High temperature and overpressure testing technology;
f. Wellbore orbit control technology for submarine extended reach wells.
The above-mentioned "863" project is a record of CNOOC's technological innovation and a vivid display of its technological innovation capabilities. During the "Ninth Five-Year Plan" period, in addition to the above-mentioned six topics, there are also four national science and technology research topics, with the state government investing 52.63 million yuan and CNOOC investing 76.48 million yuan in supporting projects. During this period, through joint efforts with an industry, academia and research consortium composed of 455 experts from 73 well-known domestic scientific research institutes, various research tasks have been fully completed and passed national acceptance. These works resulted in 13 patent applications and more than 50 papers published.
