Chapter III Evaluation Methods
Article 9 Evaluation Methods for Academic Scholarships for Postgraduates:
(1) Evaluation of Academic Scholarships for First-year Postgraduates shall be based on the applicants' comprehensive scores of initial entrance examination and re-examination. Among them, the first-year graduate students enrolled in and after 214 are recommended to be exempt from the examination (excluding the publicly-funded "Agricultural Master Program" and "Western Education Program" students enrolled before 214), which can be directly recognized as the winners of the first-class postgraduate scholarship.

(1) the evaluation of academic scholarships for first-year doctoral students should be comprehensively evaluated according to the applicant's initial entrance examination and re-examination results. Among them, those who are registered as doctoral students can be directly recognized as the winners of the first-class doctoral scholarship.
(2) The evaluation of academic scholarships for second-year and third-year doctoral students is based on the students' academic achievements, scientific research achievements, social practice and collective activities, and their ideological and political and academic ethics in the previous academic year. The proportion of evaluation elements in the total score is: 3% in the second grade and 2% in the third grade; Scientific research achievements (including projects, papers, works, patents, etc.) account for 5% in the second grade and 6% in the third grade; Social practice and collective activities account for 1%; 1% is ideological and political education and moral education.

article 12 the leading group for the evaluation of graduate scholarships in schools is responsible for formulating the annual work plan, coordinating, supervising the evaluation of academic scholarships, and adjudicating students' complaints about the evaluation results.
Article 13 The evaluation committee of graduate scholarships in grass-roots training units is responsible for formulating the detailed rules for the evaluation of graduate scholarships in their own units, and for the application, preliminary evaluation, publicity and objection handling.
chapter v evaluation procedures
article 14 evaluation procedures for graduate academic scholarships:
(1) individual applications. All graduate students who meet the application conditions within the basic academic years must fill in the Approval Form for Postgraduate Scholarship Application of Henan University and submit the application to the Graduate Scholarship Evaluation Committee of their unit. Among them, the top 7% of the award-winning doctoral students and the top 4% of the master's students are to be determined, and the "Henan Graduate Scholarship Application Approval Form" must be filled out.
(2) Preliminary evaluation of training units. The evaluation committee of postgraduate scholarships in each training unit shall make a preliminary evaluation in accordance with the principles of openness, fairness, impartiality and merit-based, and determine the list of award-winning students in this unit, and make a public announcement for not less than 5 working days in this unit and the official website of the school. After publicity without objection, submitted to the school scholarship evaluation work leading group for approval.
(3) school accreditation. The leading group for the evaluation of graduate student grants shall examine and approve the evaluation results submitted by the training units according to the relevant regulations, and the examination and approval results shall be publicized on the school website for not less than 5 working days.
(4) complaint handling. If there is any objection to the evaluation results of postgraduate academic scholarships, they may lodge a complaint with the evaluation committee of the unit where they are located in the publicity stage of the training unit, and the evaluation committee of the unit shall study and give a reply in time. If the complainant has any objection to the reply made by the unit, he may submit a ruling to the leading working group for the evaluation of postgraduate scholarships in the school publicity stage. After receiving the appeal application, the leading group for the evaluation of school scholarships will make a final decision in the form of a meeting within 3 working days.
Chapter VI Distribution, Management and Supervision
Article 15 The Office of the Leading Group for the Evaluation of Graduate Scholarships and Grants of the School shall timely submit the evaluation results to the Audit Office for audit, and submit them to the Finance Office of the school after the audit is passed, and the Finance Office shall issue them to the winning students' own bank cards in one lump sum before November 3 every year.
Article 16 The school will record the awards of graduate scholarship in the student status file and issue the certificate of "Henan University Graduate Scholarship". Among them, the top 7% of the award-winning doctoral students and the top 4% of the master's students were also identified as the winners of the Henan Postgraduate Scholarship and awarded the "Henan Postgraduate Scholarship" certificate.
Article 17 The school will strictly follow the Interim Measures for the Administration of Postgraduate Scholarships in Henan Province (Yu Cai Jiao [213] No.283) and other documents, and shall not intercept, occupy or misappropriate the postgraduate scholarship, and consciously accept the inspection and supervision of the competent departments such as auditing, discipline inspection and supervision.
article 18 in the process of academic scholarship evaluation, if fraud or violation of discipline is found, the student's evaluation qualification will be cancelled; If the above problems are found after the review, the graduate scholarship and certificate that the student has obtained will be recovered. In the above cases, if the circumstances are serious, it shall be handled according to relevant management regulations.
Chapter VII Supplementary Provisions
Article 19 These Measures shall be interpreted by the leading group for the evaluation of graduate scholarships and grants.
Article 2 These Measures shall be implemented as of the fall semester of 214.
