The certification policy of Bluetooth products, that is, the documents in PRD, was formulated by the Bluetooth Certification and Evaluation Committee (BQRB), which was elected by representatives of nine Bluetooth SIG sponsoring organizations. The authentication procedure is handled by the Bluetooth Authentication Administrator (BQA) who represents the interests of BQRB.
BQRB recognizes a single Bluetooth Certification Authority (BQBs) and authorizes them to certify and list products. BQRB also acknowledges that those qualified Bluetooth certification test equipment (BQTFs) are effective implementation and reporting of Class A test results (please refer to the certification process description for more details). BQRB also recognizes Bluetooth technology appraisers, who will evaluate and recommend BQTF candidates.

Bluetooth Certification Authority (BQB) is an organization authorized by BQRB to provide services for members who need to obtain Bluetooth product certification. Members can obtain certification services directly through BQB. BQB is responsible for checking statements and documents that do not conform to the specifications, evaluating product test reports, and listing products in the official database of Bluetooth authorized products. BQB must be a member of Bluetooth SIG or an employee of Bluetooth SIG. BQB is an independent individual and does not need to be affiliated with testing institutions and manufacturers.
