Graduation of science and engineering majors in colleges and universities refers to obtaining a college degree or above recognized by the state and obtaining a diploma.
As for English, there is no hard and fast requirement for the qualification examination. If you want to enter a foreign-related office or national bureau, you have higher requirements for English.
