1. It must have high visibility and influence in the industry, strong comprehensive scientific and technological strength, master the core technologies of the industry and Have independent intellectual property rights, invention patents or high-level original achievements in this field.
2． The laboratory has been running and engaged in research in this field for more than 3 years. It has a relatively centralized and stable research direction, strong applied basic research capabilities, and its research level is leading in the city, province or country in this field, focusing on the transformation of scientific and technological achievements, and has Strong ability to lead and support economic and social development.
3. The laboratory must have a scientific and technological innovation team with reasonable age and knowledge structure and high level, with no less than 15 permanent researchers, of which the number of personnel with intermediate and senior professional titles accounts for no less than 30% of the total number of researchers.
4． The laboratory has advanced and complete scientific research conditions and facilities, which can meet the needs of applied basic research.
5. The laboratory has a reasonable management system and operating mechanism, and has a strong organizational management structure and management team; it actively carries out industry-university-research collaborative innovation and achievement transfer and transformation with remarkable results; it is able to open to the outside world and play a leading and radiating role in the industry.
6. The supporting unit has relatively strong economic strength, the ability and reputation to raise funds, and a certain amount of its own funds to provide sufficient construction, operation and testing expenses for the laboratory.
