The provincial highest science and technology award and the Shandong international science and technology cooperation award are not graded. Provincial Natural Science Award, Provincial Technological Invention Award and Provincial Science and Technology Progress Award are divided into three grades: first prize, second prize and third prize.
The provincial science and technology highest prize is awarded to no more than 2 people every year. There is no limit to the number of international scientific and technological cooperation awards in Shandong Province every year. The total number of provincial natural science awards, provincial technological invention awards and provincial scientific and technological progress awards does not exceed 500 each year. Third provincial science and technology awards implement the policy of independent innovation, key leap, supporting development and leading the future; Insist on respecting knowledge and talents; Encourage independent innovation, Industry-University-Research combination and popularization and application of scientific and technological achievements; Pay attention to the level of science and technology and obtain independent intellectual property rights; Attach importance to the contribution and benefit of science and technology in solving major problems of economic and social development in our province.
The recommendation, evaluation and award of provincial science and technology awards shall adhere to the principles of openness, fairness and impartiality, be managed according to law, pay attention to actual results, strictly evaluate standards, be free from illegal interference by any organization or individual, and resolutely prevent fraud. The fourth provincial administrative department of science and technology is responsible for the organization and management of the provincial science and technology award evaluation. Article 5 The provincial people's government shall set up a provincial science and technology award committee, whose members shall be proposed by the provincial administrative department of science and technology and submitted to the provincial people's government for approval. The Provincial Science and Technology Awards Committee shall be responsible for the evaluation of the provincial science and technology awards in accordance with the provisions of these measures.
The Provincial Science and Technology Awards Committee consists of the Office of the Provincial Science and Technology Awards Committee (hereinafter referred to as the Provincial Awards Office). The Provincial Award Office is located in the provincial administrative department of science and technology, and is responsible for the daily work of the Provincial Science and Technology Award Committee. Sixth Provincial Science and Technology Awards Committee employs experts and scholars from institutions of higher learning, scientific research units, enterprises and other relevant aspects to form the Provincial Science and Technology Awards Evaluation Committee. The provincial science and technology award evaluation committee consists of several provincial science and technology award discipline (professional) evaluation groups, which carry out evaluation work in accordance with the provisions of these measures. Seventh evaluation experts and staff members shall not contact with the applicant and the applicant alone in the evaluation work, and shall not disclose the technical content and evaluation of the participating projects.
Experts who have close relatives or interests with the evaluated individuals, projects or organizations shall withdraw. Eighth provincial science and technology award to the following individuals:
(a) made a major breakthrough in the forefront of contemporary science and technology or made a significant contribution to the development of science and technology;
(two) in the process of scientific and technological innovation, scientific and technological achievements transformation and high-tech industrialization, major technological inventions and technological innovations have been made, which have created significant economic, ecological or social benefits. Ninth provincial natural science awards are awarded to individuals who have clarified natural phenomena, characteristics and laws in basic research and applied basic research and made major scientific discoveries.
The scientific discovery of weighing mentioned in the preceding paragraph shall meet the following conditions:
(1) has not been discovered or clarified by predecessors;
(2) It is of great scientific value;
(3) It is recognized by natural science circles at home and abroad. Tenth provincial technological invention award is awarded to individuals who have made major technological inventions such as products, processes, materials and systems by using scientific and technological knowledge.
The major technological inventions mentioned in the preceding paragraph shall meet the following conditions:
(1) Obtaining a patent for invention;
(2) Significant economic, ecological or social benefits have been achieved after implementation. Eleventh provincial science and technology progress award awarded in the implementation of technology development and promotion, social welfare, major projects, management science and other projects, organizations and individuals who have made outstanding contributions:
(a) in the implementation of technology development and promotion projects, the major scientific and technological innovations, the transformation and promotion of scientific and technological achievements, the introduction, digestion, absorption and innovation of scientific and technological achievements, and the creation of remarkable economic benefits;
(two) in the implementation of social welfare projects, engaged in science and technology and social welfare science and technology foundation work for a long time, made significant scientific and technological achievements and created significant social benefits;
(three) in the implementation of major projects, there are major innovations in technology and system management, reaching the domestic advanced level;
(four) in the implementation of management science projects, the level of scientific decision-making and management modernization has been significantly improved, and remarkable social or economic benefits have been achieved.
The provincial science and technology progress award of the third major project mentioned in the preceding paragraph is only awarded to the organization. Twelfth Shandong International Science and Technology Cooperation Award is awarded to foreigners or foreign organizations that have made important contributions to the cause of science and technology in our province:
(a) made significant scientific and technological achievements in the cooperative research and development with individuals or organizations in our province, which played an important role in promoting the development of science and technology and economy in our province and achieved remarkable economic, ecological or social benefits;
(two) to teach advanced science and technology to individuals or organizations in our province, put forward important suggestions and countermeasures for the development of science and technology, and made remarkable achievements in cultivating science and technology or management talents, which promoted the development of science and technology in our province;
(3) Having made important contributions in promoting scientific and technological exchanges and cooperation between our province and other countries or international organizations;
(four) the transformation, popularization and application of scientific and technological achievements in wholly-owned enterprises, joint ventures and other organizations in our province have achieved remarkable economic, ecological or social benefits.
