According to preliminary calculations, the regional gross product (GDP) for the whole year was 21.816 billion yuan, an increase of 9.9% based on comparable prices. Among them, the primary industry achieved an added value of 5.565 billion yuan, an increase of 4.7%; the secondary industry achieved an added value of 8.203 billion yuan, an increase of 8.2%; the tertiary industry achieved an added value of 8.049 billion yuan, an increase of 15.6%. The contribution rates of the primary, secondary and tertiary industries to the county's economic growth were 12.1, 33.7 and 54.2 respectively, driving the county's GDP growth by 1.2, 3.4 and 5.3 percentage points respectively. Calculated based on the permanent population, the per capita regional GDP was 21,894 yuan, an increase of 9.1%.
The ratio of the three industries in the county is 25.5:37.6:36.9. Compared with the previous year, the proportion of primary, secondary and tertiary industries decreased by 0.7 and 1.6 percentage points respectively, while the proportion of tertiary industry increased by 2.3 percentage points. 3. Industry and construction industry
Calculated on the same basis, the county's total industrial output value was 20.175 billion yuan, an increase of 8.8%, and the added value of large-scale industries was 5.775 billion yuan, an increase of 8.3%. The total output value of the county's construction industry was 1.146 billion yuan, an increase of 34.5%; the added value of the construction industry was 349 million yuan, an increase of 13.3%. The county’s total retail sales of consumer goods was 7.724 billion yuan, an increase of 12.6%. Prices generally showed an upward trend throughout the year. The overall consumer price level increased by 1.6, the retail price of goods increased by 0.5, and the price of inter-city transportation increased by 3.2; the price of service items increased by 2.7; the price of food for external use increased by 0.9; the factory price of industrial producers decreased by 1.6; the price of fixed asset investment increased by 1.5 ; New home sales prices increased by 3.8.

The county’s total import and export volume was US$10.68 million, an increase of 128.2%. The county introduced 40 domestic investment projects, an increase of 48.1%, and the actual domestic investment in place was 2.58 billion yuan, an increase of 43.0%; there were 17 newly approved foreign investment projects, an increase of 21.4%; the actual utilization of foreign investment was US$76.8 million, an increase of 15.0%, of which the actual utilization of foreign investment in industry was US$76.8 million, Growth 15.0. It won 4 national and provincial science and technology projects, and received 1.2 million yuan in free science and technology funds.
Shunda Mining cooperated with Central South University to successfully obtain a new iron ore beneficiation technology - rapid reduction roasting method; the Jujube Engineering Technology Research Center jointly established by Hunan Xinfeng Fruit Industry Co., Ltd. and Central South University of Forestry and Science and Technology was identified as a Hengyang Zaoye Engineering Technology Research Center.

The county has built 45 new fitness projects for farmers and 10 new outdoor fitness paths. In the 12th Hunan Province Sports Games, athletes from our county represented the Hengyang City team in shooting, martial arts, Sanda, track and field and other events, and won 4.5 gold medals, 6 silver medals, and 3 bronze medals.

There are a total of 13 municipal infrastructure projects in the county, with an investment of 310 million yuan completed. 41 back streets and alleys such as Nanshan Lane 2, Titai Road, were renovated, and 553 new street lights were installed, including 315 back streets and alleys, 102 lights on Baiyun Road, 56 lights on Jianshe Road, and 80 lights on Lianhua Road. The total emissions of chemical oxygen demand and ammonia nitrogen were 15880.9 tons and 1836.1 tons, a decrease of 3.0 and 3.5 respectively; the total emissions of sulfur dioxide and nitrogen oxides were 2463.1 tons and 3196.8 tons respectively, an increase of 0.7 and 0.3 respectively.
There were 48 production safety accidents of various types in the whole year, with 2 deaths, and the death rate from production safety accidents per 100 million yuan of GDP was 0.009.
12. Population, People’s Livelihood and Social Security
According to statistics from the Public Security Bureau’s annual population report, the county’s total registered population is 1.0604 million, with a gender ratio of 113.0:100. The number of births throughout the year was 14,700, with a birth rate of 13.9‰; the number of deaths was 3,600, with a death rate of 3.4‰; the natural population growth rate was 10.5‰; and the sex ratio at birth was 117.8:100.
The per capita disposable income of urban residents in the county was 19,202 yuan, an increase of 9.2%. The per capita consumption expenditure of urban residents is 12,172 yuan, including 4,862 yuan for food, 3,069 yuan for housing, 627 yuan for medical care, and 1,501 yuan for culture, education, and entertainment services. The urban Engel coefficient is 39.9.
The per capita disposable income of rural residents in the county was 10,240 yuan, an increase of 8.0. The per capita consumption expenditure of rural residents is 6,375 yuan, including 2,517 yuan for food, 1,495 yuan for housing, 644 yuan for medical care, and 654 yuan for culture, education, and entertainment services. The Engel coefficient of rural households is 39.5.
The annual urban and rural minimum living security benefited 16,000 urban residents and 45,000 rural residents. Urban and rural minimum living security funds of 46.352 million yuan and 58.574 million yuan were distributed, and the coverage of the minimum living security was further expanded. .
The number of employees in the county participating in the basic pension insurance of government institutions, enterprise pension insurance, unemployment insurance, work-related injury insurance, and maternity insurance are 21,146, 48,365, 55,942, 65,586, and 35,230 respectively.
