2. These Measures shall apply to the introduction of talents from outside the city into the city, including cadres and workers transferred from outside the city. However, those who receive fresh graduates from full-time colleges and universities and those who receive overseas talents and students studying abroad are excluded.

3, points into the household refers to the establishment of a scientific and reasonable quantitative index system, to apply for the introduction of foreign talents for multiple evaluation, comprehensive scoring. When the score index of the talents to be introduced reaches a certain score, they can apply for the introduction of households according to the procedures. The work of introducing talents into households by integrating points implements unified policies, unified auditing standards and unified information management in the whole city. The municipal development and reform department is responsible for the guidance, coordination and inspection of the talent household policy, and will unify the indicators of the talent household plan into the management of the city's annual household registration population mechanical growth plan.

Requirements: (1) have a bachelor's degree (including a bachelor's degree) in the university plan; (2) Having a college degree or above, and having obtained a professional and technical post at or above the intermediate level; (3) Persons with doctoral, master's or double bachelor's degrees; (four) personnel with senior technical titles (including senior technicians and special teachers); (five) personnel who have won major scientific and technological achievement awards or national invention patents at or above the municipal level. The age of imported talents should be controlled under 45 years old, with intermediate titles; Senior titles under the age of 55; Other ages are controlled under 40. The introduction and transfer of personnel by the unit that signed the agency agreement with the talent service center shall be reported to the personnel agency department by the letter of introduction of the cadre administrative relationship and the proof of salary transfer.
